15 Legal Framework Political Environment The cogeneration is governed by the decree 3232 dated on 3 December 2002, that allows, for industrial and tertiary sectors, to produce, simultaneously, thermal energy and electrical energy from a primary energy and inject its surplus power on the national grid upon the respect of the following conditions of efficiency: The global efficiency ratio shall be above or equal to 60% : Rg = (C+E)/Q 60%, The thermal recovery ratio shall be above or equal to 50% : Rr = C/E 50%, For Installed powers < 3MW 66% of produced electricity can be transferred to national grid For Installed powers > 3MW 50% of produced electricity can be transferred to national grid E: Thermal Equivalent of produced electricity, C: Thermal & Effective energy recovered, Q: primary consumed energy The decree 2773 dated in September 2009, allows the transport of Electricity from one point to another one via the grid. In this framework TAV Tunisie is willing to send the excess of Electricity produced to Monastir International Airport.
16 TRIGENERATION PLANT Upon completion of the Airport construction works, a comparative analysis was undertaken at the aim of reducing the power bill. The outcome was that Trigeneration shows a higher profitability than the standard power solutions, with a satisfactorily return on investment rate. On May 2012, TAV Tunisia started to operate its new 4 MW trigeneration power plant, extendable to 6 MW. This new trigeneration plant, leader in Tunisia, enables the simultaneous production of electricity, heating and cooling from natural gas. To this end, two gas engines, developing respectively, an electrical power of 2022 KW, enable to cover the airport demand. The exhaust gas as well as the engines coolant will be used for the production of heating in winter, and cooling via two lithium bromide absorption chillers with a single capacity of 2000 KW to meet the air conditioning demand on summer. The investment cost of this plant is around 10 million of dinars (5 M ). 16
17 TRIGENERATION PLANT L'installation de Tri génération est composée de ; Deux moteurs à gaz de type Caterpillar développant une puissance nominale de KW chacun, Deux échangeurs à plaques dont la puissance unitaire est de 995Kwth, Deux groupes d'eau glacée à absorption Type Broad de puissance frigorifique 2173Kwc et 994Kwth chacun. Cette installation devrait couvrir les besoins électriques et calorifiques de l aéroport ainsi qu une grande partie des besoins frigorifiques.
