The role will lead the gathering of requirements and will translate these into potential designs, and will then, working with suppliers implement the chosen design. Holds ownership and responsibility for Parliament's network architecture, acts as the TDA (Technical Design Authority) for networking projects providing technical leadership for the development of network designs and solutions; works with internal and external engineers and analysts, gathering requirements and coordinating the technical architecture, design, implementation and BAU transition of solutions, ensures consistency and compliance with relevant architectural principles, policies and standards. Produces documented and evaluated architectural options for solutions in response to business requirements (including risks, costs, implications, opportunities, security etc). Acts as a technical lead in product and vendor selection providing the technical evaluation of products, options and responses to tenders. Understands and influences the parliamentary strategies (and other relevant business and technical inputs) and translates them (through application of the strategy principles, policies and standards) into technical solutions for relevant business requirements, ensuring that both the requirements and the solutions are in line with the overall business and technical strategic direction. Undertakes investigation, analysis and documentation of the existing parliamentary network architecture. Acts as the custodian of the as-is landscape artefacts and leads the definition, design and implementation of the changes resultant from new business and technical requirements. Page 1 of 5

2 Leads the investigation, evaluation, selection and documentation of new networking approaches, methods and technologies, conducting research and providing documented and evaluated architectural options to meet requirements. Builds strong relationships and communication channels with key internal and external stakeholders to ensure that all relevant areas of the business are represented in the design of networking solutions; manages technical relationships between internal and external suppliers. Selects appropriate design and documentation standards in consultation with colleagues and senior management and ensures that the documentation of existing architecture is maintained and accessible to all interested parties. Ensures that efficient and effective procedures and working practices are in place to operate and control the Parliamentary network. This includes capacity and availability management. Optimises use of installed monitoring and analysis facilities to achieve accurate and cost effective reporting, developing and implementing processes, automated wherever possible, for the control, early warning or prediction of capacity problems. Monitors and gives instruction to less experienced colleagues in all aspects of operational practice. Delegates responsibility for carrying out specific tasks as appropriate. Ensures that all tasks and procedures are carried out effectively and efficiently to agreed levels of service or specific requirements of service level agreements. Required Desirable Have proven experience in network design and implementation in complex environments with several successful projects completed. Ability to horizon scan and roadmap technology and market trends Detailed technical understanding and experience of advising on, supporting and implementing: o Cisco technologies (Routing, Switching and VOIP) o Firewalls/DMZs, Web Proxies, Web Application Firewalls o Network Security Solutions including SIEM, Network Access Control and x o IP addressing schemas (IPv4 and IPv6), DHCP, VLANs and IP routing protocols o Wide area network design and implementation including the use of MPLS and VPNs o Application layer protocols including HTTP, SSL/TLS, FTP, SMTP, DNS o Network performance monitoring and troubleshooting Understanding of Server Operating Systems (e.g. Windows Server and Linux) Understanding of Desktop Operating Systems (e.g. Windows 7\8, MAC OS) Implementing solutions compliant with industry best Practice for security. Developing network architectures to support the use of Public Cloud services Experience of: o Administration of Active Directory Services o Public Key Cryptography and administration of certification authority services o IT Operations best practice including patch management, capacity planning\forecasting, service optimisation and problem management o Relevant industry qualifications including CCNP/CCSP/CCIE/TOGAF and ITIL Page 3 of 5

Additional information regarding the post Location The post is located in 7 Millbank Hours Full-time Consideration will be given to candidates who wish to work part-time or as part of a job share. If you are selected for interview please inform the panel of the days/hours you are available to work. Bands A E Positions Net conditioned full-time working hours for staff of the House are usually 36 per week. This excludes daily meal breaks of one hour. The hours of attendance for this post are 35 net per week. The exact daily times of attendance will be agreed with line management. As of 1 May 2016, hours will increase to 36 net (there will be no effect on pay).
