1 INFORMATION AND COMMUNICATION TECHNOLOGY (ICT) MANAGER (Permanent, Full Time, Grade VI) Job Description Title: Purpose of the Position: Accountable to: ICT Manager (Grade VI) This is a key management post with the responsibility and accountability for the operational provision of an effective and integrated ICT service focused on the strategic development of this service to meet the changing organisational needs as well as operational and technical delivery of the service on a day to day basis. Deputy Chief Executive 1. Qualifications The candidate must, on the latest date for receiving completed application forms for the office, have: Significant knowledge in managing an ICT infrastructure and possess strong Project Management and Leadership skills with the ability to effectively implement change. Knowledge of commonly-used technology and procedures in the IT field including operating systems, servers, networks, DNS, DHCP, network security, SAN, NAS, Active Directory, Exchange, Microsoft, File/Print, LDAP, firewalls, VPN, secure remote access internet access, virus protection, security filtering, LAN/WAN/MAN and Wireless Significant experience in various ICT systems/languages etc to include: HL7 Excellent written and oral communications skills including an ability to translate technical ICT information into format that end users can understand Relevant ICT Qualification Healthcare setting experience desirable Page 1 of 7

2 Management course is desirable. Strong knowledge of data protection and associated legislation Minimum two years experience in a similar role. Liaison / Communication: The proper performance of these duties will require a high degree of liaison and communication with Managers, Staff and End-Users throughout the hospital in the course of their normal duties and responsibilities. The ICT Manager will also have communications with agencies outside the confines of the hospital. Overview of the Role Working with senior management to achieve the overall objectives of the organisation from an ICT perspective. Works with colleagues in a multi-disciplinary environment to achieve relevant goals and objectives. Works with end users and clients to address their ICT and related service requirements. Liaises with vendors and suppliers to ensure the best interests of the hospital are maintained. Works with relevant staff in other hospitals and health agencies to identify opportunities and encourage co-operation in inter-hospital and agency communication and ICT systems. Strives to ensure that projects meet objectives on time and on budget by increasing employee adoption and usage. To optimise the utilisation of in house capabilities in the delivery of ICT services ACCOUNTABLILITY, DUTIES AND RESPONSIBILITIES General Accountability The post holder works within the policies and procedures laid down by the hospital in respect of ICT and other matters. The post holder must be adaptable to new direction and instructions as issued by the Chief Executive/Board. The post holder must be prepared to elect the referral of critical and sensitive business decisions to Hospital Management Team for decision and authorisation. Be responsible for the management and supervision of ICT support staff. Page 2 of 7

3 Ensure that a safe environment is maintained for staff and visitors in compliance with Health and Safety requirements and best practice. Being responsible for the day to day security of the work area to which assigned, with particular awareness of fire regulations and security arrangements. Keeping up to date with all relevant mandatory training for the department. Specific Accountability Support the Hospital in all ICT services. Carry out the duties of the post to a satisfactory level as determined by Senior Management. Have agreed policies and procedures operated effectively throughout the hospital. Will act as the Hospital s Data Protection Officer and will provide leadership and guidance to the organisation in data protection matters Ensure that the hospital is fully compliant with data protection legislation Develop and motivate staff in the ICT Department. Meet targets within agreed reasonable timeframes. Operate and manage the hospital systems in a safe, efficient manner, and in accordance with recognised standards. Meet the ICT needs of end users given the limitations of the hospital s overall procedures and policies. Develop and maintain quality services and standards. Build upon the positive image of ICT throughout the hospital. Deliver ICT services in line with operational requirements. Foster co-operation on strategic ICT matters with other agencies. Advise hospital on best ICT practice. Deliver training and support to non ICT staff as appropriate To ensure compliance with procurement standards in relation to ICT Outline of Duties and Responsibilities To identify, plan, develop and manage the delivery of Information & Communications Technology services in support of the Board's objectives. To review and assess proven and emerging technologies which could be of benefit to the hospital with a view to determining their suitability and deployment within the Hospital. To support and provide advice in the development of systems and operational structures for effective management. Page 3 of 7

4 To address systems development needs for servicing, output and outcome measurement. To develop effective communication mechanisms with the end user population and ensure their participation and ownership of ICT Projects. To plan, monitor and control the Department s ICT work programs and budgets as delegated by Senior Management. To develop and implement appropriate quality assurance and benefits realisation programs. To ensure a high level of professional competence is maintained within the Department through training, education and skills transfer. To monitor and control the delivery of ICT services by consultants and external agents to ensure that value for money and appropriate services are delivered and maintained. To drive value for money in the delivery of ICT To foster links with other health agencies for the effective delivery of operational and other strategic ICT services. To prepare relevant reports for senior management and other bodies and to represent the hospital on various Committees as appropriate. To manage the Hospital website and social media platforms as they develop To lead projects as identified by the senior management team Quality, Patient Safety & Risk Management Responsible to ensure compliance with relevant Health Information and Quality Authority (HIQA) National Standards, Health Service Executive (HSE), National and Local policies, procedures, guidelines, best practice standards, relevant government legislation and regulations. Participate in various committees and groups to support the overall achievement and maintenance of the quality standards. To promote and effect a Continuous Quality Improvement (CQI) environment for services in the Hospital in line with existing and future regulatory requirements. To work closely with the senior management, heads of function, risk management, health and safety, quality and safety in order to organise and assure implementation of all hospital and external quality, safety and risk management policies, procedures and requirements pertinent to services at the Hospital. 5 Confidentiality: During the course of employment staff may have access to, or hear information of a confidential nature. Such records and information are strictly confidential and unless acting on the instructions of an authorised officer, such information must not be divulged or discussed except in the performance of normal duty. In addition records must never be left in such a manner that unauthorised persons can obtain access to them and must be kept in safe custody when no longer required. Hygiene: During the course of employment staff members are required to ensure that the Hospitals hygiene and infection control policies are adhered to at all times. All employees have responsibility to prevent transmission of infection by adhering and implementing optimal hand hygiene and adhering to the hospitals hygiene processes. Hygiene is a fundamental component of Leopardstown Park Hospital quality system to ensure the safety and well being of its patients and staff and plays a role in the prevention and control of healthcare associated infections. Attire: At all times staff will be suitably dressed and will use appropriate personal protection equipment as required. Policies / Legislation: All hospital policies and procedures form an integral part of an employment contract and may be subject to update and revision, from time to time, in consultation with union representatives as appropriate. Employees are required to familiarise themselves with and comply with all hospital policies, procedures (e.g. Dignity at Work, Trust in Care etc) and the hospitals ethical code of practice. Employees are required to abide by the hospital s code of behaviour and the code of practice as defined by their relevant professional body. Please note the following: The hospital board is not responsible for loss or theft of personal belongings. Fire orders must be observed and staff must attend fire training periodically. Staff must attend mandatory (appropriate) training periodically. All accidents within the department must be reported immediately and an incident report form submitted to the appropriate officer. In line with the Safety, Health & Welfare at Work Act (2005), smoking is permitted at the discretion of management in designated areas only. All staff are advised to avail of preventative inoculations (e.g. Hep B, Flu Vaccine etc) The use of personal mobile phones during work is prohibited. Page 5 of 7

6 Health: A candidate for and holding the office must complete a medical examination and be free from any defect or disease which would render him/her unsuitable to hold the office and be in a state of good health as would indicate a reasonable prospect of ability to attend regular and efficient service. Each employee is required to undergo a medical examination with the hospitals occupational health consultants to determine that they are fit and able for the post. Subsequent referrals may be made to occupational health consultants, if deemed warranted by hospital authorities. Location of Substantive Post: The location of the substantive post will be in Leopardstown Park Hospital, Foxrock, Dublin 18. Staff may be required to relocate to another healthcare facility within 40km of Leopardstown to facilitate training, up skilling or maximisation of utilisation of resources between agencies. Hours of Duty/Attendance: Employment will be on the basis of 37 hours per week and will be in accordance with the rosters determined by the hospital. Positive affirmation of attendance will be required by a mechanism determined by hospital authorities. Sick Leave: Payment of sick leave is at the discretion of management and will be in accordance with Department of Health (DoH)/ Health Service Executive (HSE) regulations. It is the responsibility of the employee to adhere to the protocols relating to notification of sick leave to their immediate line manager, return to work interviews etc. Annual Leave: Annual leave must be approved by management in advance. The hospital will endeavour to accommodate all annual leave requests having regard to the service needs of the hospital. The carry over of leave from one leave period to the next may be restricted and management approval is required. The annual leave attaching to this post is 29 days per annum (based on full time employment).where employment is less than full time employment, annual leave will be calculated on a pro rata basis. Remuneration: Remuneration is in accordance with Department of Health/ Health Service Executive consolidated pay scales. These may scales may be amended from time to time. The current salary scale attaching to this Grade 6 post is 44,849 per annum rising to 55,032, a 7 point scale (based on full time employment). Where employment is less than full time employment, remuneration will be calculated on a pro rata basis. Page 6 of 7

7 Superannuation: Provision is made for pensions, and where applicable is in accordance with either t the Local Government Superannuation Scheme or the Single Public Service Pension Scheme. Performance Review: A system of regular performance review will be operated during employment with the hospital. Personal goals will be aligned to departmental goals and hospital strategy. Training and personal development needs will be considered annually. Emergencies: Employees will make themselves available in the event of an adverse incident occurring which may negatively impact on patient care. The hospital will use personal contact details of an employee to notify them of any such incident. Probation: A nine month probation period will apply to all employees. This period may be extended at the discretion of management. The person employed shall cease to be employed at the end of the probationary period, unless the hospital certifies that the probationary period had been satisfactorily discharged. The hospital may at any time during the probationary period, terminate the employment without reason. Notice: The minimum period of notice will be set out in the contract of employment The extent of speed and change in the delivery of health care is such that adaptability is essential for all staff. The post-holder will be required to maintain, develop and enhance the necessary professional knowledge, skills and aptitudes required to respond to a changing situation. This job description does not contain an exhaustive list of duties, and the post holder may be required to undertake additional responsibilities. It will be reviewed from time to time in order to adapt and develop the role, according to service needs and Hospital policies.
