4 Forest Resource Infomation in Finland Two separate inventory systems for forest planning: 1. Stand-level inventory based on use of aerial photographs and field checking (relascope method) Average stand size ha Adoption of ALS method will reduce the field work Used e.g. for creation of forest plans for nonindustrial private forest (NIPF) owners the government supports financially regional forestry centres in this work. 2. National Forest Inventory (NFI) based on sample plot and tree data:

11 MOTTI MOTTI is a stand-level analysis tool and decision support system Simulates stand development under alternative management regimes and growth conditions in Finland Different precommercial and commercial thinnings, fertilization, and ditch network maintenance in peatland forests The effects on stand development and the profitability of forest management The user interface (partly) translated to Russian language

14 MELA (MEtsäLAskelma): Is a forest / region level forest planning and decision support system generated for Finnish conditions Is targeted to solve e.g. following problems: 1. What are the production potentials of forests and 2. How to manage forests to meet the overall goals of society/forest owners now and in the future Scale: from forest holding of e.g. 30 ha to region level (over 1 mill. ha)
15 MELA Consists of two main parts: 1. Automated stand simulator (MELASIM) based on individual trees and 2. Optimisation part (MELAOPT) based on linear programming It was developed initially for calculating national cutting possibilities based on the national forest inventory (NFI) data Recently, needs to evaluate e.g. bioenergy, climate change and CO2-analyses, and other forest uses like recreation and conservation Instead of concerning only the production potentials of a invidual stand the strategic aspects at the forest level are important and all the stands of a foresty unit are considered simultaneously
16 MELASIM: simulation of management schedules SIMULATION CONTROL: 1. Automatic on the basis of general event definitions (main usage) 2. User defined specific management instructions for the stands MELA EVENTS: NATURAL PROCESSES ingrowth mortality growth HUMAN ACTIVITIES cuttings (6) for pulpwood, saw timber and energywood thinnings based on basal area or number of trees (either relative or absolute values), over story removal, clear cutting, seed tree cutting, and shelterwood cutting clearing of regeneration area soil preparation artificial regeneration (3) planting, seeding, and complementary planting tending fertilization pruning drainage

18 Use of MELA in Finland MELA aplications fall into following overlapping categories: reserach projects, strategic analyses, integrated stand and forest level analyses, and updating the forest resource data MELA is used for example: In the FFRI for national and regional level analyses References include: Forest 2000 Programme in 1985 and 1990 Lapland Forest Strategy (1996) Report by the Committee for Financing Forest Protection and Employment (1996) National Forest Programmes 2010 (1999), 2015 (2007) Regional Forest Programmes (1998, , , 2008) the evaluation of Finnish Biodiversity Program in 2004 National climate and energy strategy 2008 As the planning component of forest information systems in practical forestry (30 organizations): e.g. Forest and Park Service, forest industry, regional forestry centres, Forestry Development Centre Tapio, forestry schools

20 The principle of MESTA General Internet DS tool for various discrete choice situations Holistic multi-objective evaluation of small number of alternatives The effects of alternatives described through numerical criteria values User defined subjective acceptance thresholds divide alternatives into acceptable and not acceptable with respect to each decision criterion The thresholds are adjusted holistically as long as at least one alternative that has been accepted with respect all criteria is found Suitable for participatory planning due to user-friendliness and low demands concerning preference information
21 Example:Participatory NRP process in Eastern Lapland Stakeholder group participated to the whole project Alternatives described below were created and their outcomes were evaluated e.g. through MELA analyses Use of MESTA in two phases: 1. Individual evaluations by using Internet DS-tool MESTA 2. On-site group negotiations facilitated with MESTA, where the result of the previous phase was utilized recommendation Actual decision maker is Metsähallitus

23 Conclusions NFI Sample based inventory system is cost-efficient solution for monitoring the development of forest resources Motti and Mela based on statistical models that are able to predict the natural processes (growth, mortality) in Finnish conditions Could be tested in some Russian conditions MESTA is a general DS-tool It can be used in a variety of participatory multi-objective planning situations Forest planning tools and decision support applications create preconditions to make good decisions they are not be used to make the decisions!
