1 1 Job description Regional Training and Development Manager (Africa) International Network of Street Papers (INSP) Organisational overview: The International Network of Street Papers (INSP) is a registered charity which unites and supports street papers sold by homeless vendors and people living in poverty worldwide. INSP is an umbrella organisation, which provides services for its street paper members and advises on the setting up of new street papers and support initiatives for marginalised people. INSP facilitates communication between its 103 members and believes that experience- exchange, research and campaigning are all vital in tackling issues of poverty and homelessness. Representing a combined annual readership of over 100 million, INSP street papers comprise a powerful independent media movement, speaking from the ground up for a more educated, engaged and equitable global society. The INSP headquarters are based in Glasgow, Scotland. The small, highly-skilled staff works closely with its member street papers in 38 countries to eliminate poverty through enterprising street paper projects. Job summary: An exciting new role has arisen for a Regional Training and Development Manager to build and develop INSP s African street-paper network. The portfolio of street-paper projects centres on social enterprise and employment provision for people living in poverty, funded by the UNDEF. To coordinate these projects between countries and also within countries, INSP is looking for a motivated, dynamic individual with a proven track record of managing programme activities in Africa, training provision and capacity building. The Regional Training and Development Manager will provide practical social enterprise support and organisational development training to six street papers in Burundi, Kenya, Malawi, South Africa and Zambia and help to launch a new street paper in Nigeria. The manager will also be required to help support the formation of a regional street paper network, based in Zambia and run by a Zambian coordinator. The successful applicant will have a talent for communicating clearly and sensitively within a variety of developing-country contexts and be a natural entrepreneur, bringing the creativity and energy required to grow the program over the next 18 months. The Regional Training and Development Manager should have a degree in a development or management-related field, providing the relevant project management, training and communication skills required for the post as well as sufficient background or understanding of issues relating to community media, global poverty and urban homelessness relevant to the street-paper niche. His or her employment history (at least 5 years) must include work in developing countries and the demonstrated ability to work well in an international and inter-cultural environment. The Regional Training and Development Manager will report directly to the Executive Director of INSP at the INSP head office in Scotland, as well as five non-executive directors, who represent the
2 2 worldwide membership of the INSP. The manager will work independently abroad, with support from a small team of INSP staff and volunteers based in Scotland and a regional co-ordinator based in Zambia. Job location: The position will be based either in the offices of The Big Issue Zambia (Lusaka) or The Big Issue South Africa (Cape Town), depending upon the preference of the successful applicant. This post requires a significant amount of regional travel between: Burundi, Zambia, Kenya, Malawi, Nigeria and South Africa. Contractual period: Temporary, 18 months Essential Job Functions: 1. Strategy (a) Follow and develop a coherent strategy for the development of the regional program, including individual project as well as network-wide outcomes, following the UNDEF guidelines. (b) Be responsible for communicating this strategy to all local partners and the INSP head office. (c) Align the development strategy with that of the organisation and other programmes, seeking to maximise effectiveness through collaboration. (d) Apply lessons learned by providing leadership in the monitoring and evaluation of projects, in line with INSP and UNDEF criteria. (e) Manage effective partnerships with key partners, NGOs, government, media and funders. 2. Organisational Development and Training (a) Determine the most opportune timing, organise the logistics and facilitate the implementation of training and organisational development both at local projects and between countries involving street-paper staff, partner trainers and community leaders etc (b) Provide on the ground capacity-building support to individual street paper projects to ensure their sustainability, including in the following areas: board and staff management; enterprise development; finance and budgeting; effective sales and distribution; vendor support and training; fundraising; marketing & communication. Provide ongoing consultancy support to projects by and telephone. (Note: media training to be provided by external regional trainers). (c) Work with local community groups in Nigeria to produce a feasibility study for the creation of Nigeria s first-ever street paper. (d) Help to launch and develop the newest member of the African street paper network in Nigeria by providing close mentoring and management support. 3. Project Management and Teambuilding (a) Lead on the development and implementation of the two-year UNDEF project and annual operational plans, ensuring that they are in line with INSP focus. (b) Maintain overall responsibility and accountability for the budget, planning, management, implementation and funding of INSP s regional African programme with support from the Executive Director, ensuring that the budget balances at the end of each year with no
3 3 deficits. Ensure that all local project partners have the necessary skills and tools to enable them to be in control of their contracts and budgets. (c) Ensure that the programme and projects directly implemented are managed cost effectively and to a high quality, meeting the needs of the target group and the strategic focus (d) Be responsible for providing regular reports to the INSP headquarters on all aspects of finance, programmes, administration, HR and funding. (e) Work with the Zambian co-ordinator and regional media trainers to assist in the planning, coordination, and evaluation of annual trainings and conferences. (f) Motivate and support all participating project street papers, creating an environment in which team members are clear about their individual roles and responsibilities, feel supported, are accountable to the project and project partners and are set achievable and challenging objectives that are appraised regularly. (g) Where appropriate, plan and implement new and innovative INSP projects and activities. 4. Fundraising, Donor Liaison and Communication (a) Provide support to project staff aimed at developing innovative programme ideas and translating these into coherent fundraising proposals to ensure the long-term sustainability of each local project. (b) Work with local teams to establish long-term partnerships with the local donor community, key government officials, companies and the media. (c) Fit the programme into INSP s evolving communication strategy, working together to assess opportunities within the programme to contribute to INSP s overall organisational priorities. (d) Play an active role in implementing the overall visibility strategy for the programme where required. (e) Work with the local co-ordinator in Zambia to develop and maintain a full and active two-way communication between the regional network and INSP s global membership (including electronic, paper-based, and face-to-face communication), through INSP s news service. (f) Work with the local co-ordinator in Zambia to co-ordinate written and verbal translation, as needed for news service content and member communication. (g) Any other tasks deemed appropriate by the Executive Director. Preference will be given to persons with: Qualifications Relevant degree in development/social science subject or management Masters degree (preferred) Experience 5 years experience working in an international NGO, social enterprise or government department which has worked with INGOs, with a focus on enterprise / business development experience. 5 years experience in program management and supporting the development of projects 3 years experience in either training or project support and development 3 years experience in relating or engaging with donors Experience in long-distance management and communicating with overseas headquarters
4 4 Experience in development and implementation of strategic plans Experience in or understanding of community media, advocacy work and networking with other NGOs and other institutions Experience in partnership engagements with local NGOs in a developing world context, preferably in Africa. Experience of working and living in a developing world country, preferably in Africa. Knowledge and Skills Proven ability to work well in international and inter-cultural environments. Proven ability to develop and build the capacity of projects and organisations. Ability to mobilise and engage NGOs and stakeholders for collaborative endeavours. An understanding or direct experience of working in the fields of international development, homelessness, social enterprise and independent media. Excellent capacity for both written and interpersonal communication. Ability to facilitate, maintain and manage good working relationships between staff, volunteers, partners, and donors. Ability to provide strategic leadership and management, ensuring that the vision is not lost in the daily operations of the organisation. Set clear priorities between competing demands for resources and manage own tasks and priorities effectively and with minimal supervision. Ability to write funding proposals and project plans. Ability to review and analyse budgets and financial reports to see implications in the implementation and management of the projects. Skilled in coaching and mentoring team members to address issues or difficulties in the management and implementation of projects. Produce considered and imaginative options for future programme direction and procedures. Flexibility to live overseas and undertake frequent regional travel. Excellent word-processing and database management skills. Clear understanding and knowledge of the development issues in participating African countries particularly those that have implications on people living in poverty. LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS: The position will be based in either Lusaka or Cape Town (as preferred by the successful applicant), requiring frequent travel to Kenya, Burundi, Malawi, Zambia, South Africa and Nigeria. This position will not provide accommodation, but provide a monthly subsistence fee which should contribute to overall living costs and cover accommodation while travelling. INSP will provide suggestions of safe and comfortable lodgings in each of the countries the manager will visit. INSP staff represents the organisation both during and outside of work hours when deployed in a field posting or on a training visit to a field posting. Staff are expected to conduct themselves in a professional manner and respect local laws, customs and INSP s policies, procedures, and values at all times and in all in-country venues
5 5 TERMS OF EMPLOYMENT The INSP International office is based in Glasgow, Scotland. This post is based internationally. This is an 18-month, full-time post, funded by US-based, UNDEF. The employment terms comply with the legal requirements of the Government of Scotland. The INSP Executive Director and Board of Directors have full responsibility for hiring, evaluating and terminating the contract, but shall do so in the spirit of its mandate to promote democratic practice. The contract is contingent upon the continued financial viability of INSP as a Charity based in Scotland. The Regional Training and Development Manager contract is for a period of 18 months. The post is subject to performance and organisational viability. The post will be based in either Cape Town, South Africa (at the offices of The Big Issue South Africa) or Lusaka, Zambia (at the offices of The Big Issue Zambia). Frequent travel will be required between Burundi, Kenya, Malawi, Zambia, South Africa and Nigeria. The candidate will be required to find his / her own accommodation, with support from the INSP head office. There is a probationary period of six months from the date of commencement. The notice period for termination of employment thereafter is two months for either side. Performance will be evaluated bi-annually upon an appraisal system. Starting remuneration for the Regional Training and Development Manager will be 24,000 fixed rate per annum over 18 months + a monthly subsistence package to contribute towards living costs and all project-related accommodation while travelling. (Note: If you are a UK national and working abroad, this post is not subject to NI and PAYE payments. If you are a non-uk national, you are not subject to UK tax, but would be subject to your own country s tax laws). One return flight from destination, all necessary internal flights, travel insurance and inoculation costs will be covered upon presentation of supporting documents and according to rates established. During the period of employment, the Regional Training and Development Manager is entitled to 22 days paid holiday per annum. The normal office hours of work are 9am-5pm, 5 days per week. However, the Regional Training and Development Manager will require time out of the office including national and international travel. Some evening and weekend working will be required. The manager is entitled to time off in lieu, provided that not more than ten days may be accumulated at any one time. There is no re-location package included in this post.
