2 KEY ELEMENTS OF THE JOB / DUTIES AND RESPONSIBILITIES: General Background: The successful candidate will initally report to the Director of Standards and Enforcement. The successful candidate will manage the delivery of services through a multi million euro commercial relationship and associated contract. He or she will be responsible for ensuring the quality and timeliness of the service against agreed targets. He or she will be responsible for ensuring effective and adequate demand, capacity and risk management. This operational role requires a strategic thinker with the ability to convert strategy into operational execution. Excellent operational management, business modelling and rigorous planning skills are required plus the candidate must be comfortable with risk and data analysis and be able to convert analytic results into commercial actions. A strong team player and cross functional collaboration skills with the ability to flourish in a high performance culture with the ability and passion to drive operational excellence being a key required attribute Managing Service Delivery The Operations Service Delivery Manager will plan, direct and coordinate all activity to proactively manage and monitor the performance of the service against agreed targets. The successful candidate will be reponsible for ensuring and improving performance in relation to all areas of service delivery including: Demand management, forecasting and capacity Customer service Quality control and effective monitoring of KPI s Risk assessment and management in a range of areas including integrity, fraud management etc Systematic identification and management of issues with the service. Future proofing of system, processes, resources and issues Reporting analyticsand documenting The Operations Service Delivery Manager will be responsible for ensuring the effectiveness of methods and strategies to systematically monitor performance, proactively identify and address issues and ensure the adequacy of the quality and management systems and processes which the contractor has in place. Management of key aspects of the service delivery i.e. operational audits/integrity/prepare and review of operational reports and follow up on associated actions. Commerical Management Take the lead role in managing service delivery under assigned contracts, developing relationships between RSA and the contractor. 2
3 Serve as the point of contact on service and contractual matters acting as contractual middleman between RSA and Contractor, ensuring timely review and approval / reconciliation of any identified issues or concerns. Resolving contractual, service and commercial problems in a timely and effective manner Identification of operational and corporate risk including fraud management etc Ensuring that all stakeholders understand and adhere to contractual obligations; reflecting them accurately Managing daily operations of the contract on site or in headquarters Ensure identified risk, issues, assumptions and decisions are proactively managed and mitigated. Ensure key dependencies are accurately identified, understood and tracked through project lifecycles. Implement benefit analysis, benefit tracking and ensure benefits are fully reached and can be actively measured This job description is not intended to be a comprehensive list of all duties involved and consequently, the post holder may be required to perform other duties as appropriate to the post which may be assigned to him / her from time to time by the CEO and to contribute to the development of the post while in the role. 3
4 QUALIFICATIONS & EXPERIENCE 1. Essential Requirements: Candidates must: A Level 8 on the National Framework of Qualifications in a relevant field is desirable Have proven track record in operational management and service delivery in a complex operational environment Have strong experience of demand and capacity management, risk management and mitigation and data analytics. Have the ability to prioritise and manage resource allocation to manage and minimise risk. Have the capacity to negotiate on sensitive and complex issues, internally and externally. Be customer focused. Have strong organisational awareness including an awareness of the broader operating environment Have strong experience of programme/project management techniques and methodologies. Have strong commercial awareness Have a minimum of 5 years experience in a senior leadership/management role. Ability to work on one s own initiative Excellent negiotiation and influencing skills 2. Key Personal Attributes for effective performance at this level The person undertaking this role needs a broad range of knowledge, skills and experience, including the following: A minimum of 3-5 years in an operational management role in a commerical setting Stakeholder Management skills, Business Change skills and ability to manage multiple projects Risk averse Operational Decision Making Capabilities Influential and be able to motivate others to achieve complex and challenging objectives sustaining high performance and gaining consensus with competing interests Capable to developing key relationships to accomplish team goals Excellent judgement in applying methodologies and evaluation criteria for obtaining results Delivery orientated and remains focused on goals and strategic agenda Self-starter, proactive Problem Solving and Analytical Excellent interpersonal skills, presentation and effective communication Proven track record of prioritising tasks, work with schedules and tight deadlines Key competencies : o Management and Delivery of results o Leadership skills o Judgement and Decision making o Building relationships and Communications o Management of contractual and commercial issues o Drive and Commitment 4

Key Technical Skills for effective performance at this level Operations Service Delivery Manager will be required to be proficient in the following areas; Commerically aware, with strong background in operational management in commercial environment Data Analysis Proficiency in IT Sound judgement and excellent decision making, problem solving, analytical thinking and interpersonal skills at a senior level in an organisation. Excellent communication and influencing skills PAY & WORKING CONDITIONS Salary Scale: Assistant Principal Grade ( 65,000-71,325 pa) plus 2 LSI to max 76,349. Annual Leave: 30 days per annum This leave is on the basis of a five-day week and is exclusive of the usual public holidays. General: Expenses: Salary is paid fortnightly; the Authority operates a contributory pension scheme RSA does not pay expenses for the purpose of attending for interview or taking up employment. Medical: Superannuation and Retirement: A candidate who is not already in permanent employment of the Authority will be required, prior to appointment, to pass a medical examination by a doctor nominated by the Authority. The Authority bears the cost of this examination. The appointee will be offered public service pension terms and retirement age conditions in accordance with pension arrangements in the Road Safety Authority depending on the status of the successful appointee: (a) In general, an individual who has no prior pensionable Public Service history in the 26 weeks prior to appointment will be a member of the Single Public Service Pension Scheme (Single Scheme) which commenced from 1 January 2013 (Section 10 of the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 refers); (b) An individual who is on secondment will remain a member of the parent organisation s pension scheme and the pensionable remuneration will be based on his/her substantive grade i.e. the 5
6 grade at which the individual is employed in his/her parent organisation (c) An individual who was a member of a pre-existing public service pension scheme as construed by the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 and who does not qualify for membership of the Single Scheme will be a member of the Road Safety Authority s existing Staff Superannuation Scheme. (d) Appointee s status for superannuation purposes At the time of being offered an appointment, the Department of Transport, Tourism and Sport, in consultation with the Department of Public Expenditure and Reform if necessary, will, in the light of the appointee s previous Public Service (and/or other) employment history, determine the appropriate pension terms and conditions to apply for the duration of the appointment. Appointees will be required to disclose their full public service history. Details of the appropriate superannuation provisions will be provided upon determination of appointee s status. The following points should be noted: Pension Accrual: A 40-year limit on total service that can be counted towards pension where a person has been a member of more than one existing public service pension scheme will apply. This 40-year limit, which is provided for in the Public Service Pensions (Single Scheme and other Provisions) Act 2012 came into effect on 28 July This may have implications for any appointee who has acquired pension rights in a previous public service employment. Pension Abatement The Public Service Pensions (Single Scheme and Other Provisions) Act 2012 extended pension abatement so that a retiree s public service pension is liable to abatement on re-entering public service employment, even where the new employment is in a different area of the public service. However, if the appointee was previously employed in the Civil Service and awarded a pension under voluntary early retirement arrangements (other than the Incentivised Scheme of Early Retirement (ISER) or the Health Service Executive VER/VRS which, as outlined below, render a person ineligible for the competition) the entitlement to payment of that pension will cease with effect from the date of reappointment. Special arrangements will, however, be made for the reckoning of previous service given by the appointee for the purpose of any future superannuation award for which the appointee may be eligible. Department of Education and Skills Early Retirement Scheme for Teachers Circular 102/2007 The Department of Education and Skills introduced an Early Retirement Scheme for Teachers. It is a condition of the Early Retirement Scheme that with the exception of the situations set out in paragraphs 10.2 and 10.3 of the relevant circular, and with those exceptions only, if a teacher accepts early retirement under Strands 1, 2 or 3 of this scheme and is subsequently employed in any capacity in any area of the public sector, payment of pension to that person under the scheme will immediately cease. Pension payments will, however, be resumed on the cesser of such employment or on the person s 60th birthday, whichever is the later, but on resumption, the pension will be based on 6
7 the person s actual reckonable service as a teacher (i.e. the added years previously granted will not be taken into account in the calculation of the pension payment). Ill-Health Retirement Please note that where an individual has retired from a Civil/Public Service body on the grounds of ill-health his/her pension from that employment may be subject to review in accordance with the rules of ill-health retirement within the pension scheme of that employment. Incentivised Scheme for Early Retirement (ISER): It is a condition of the Incentivised Scheme for Early Retirement (ISER) as set out in Department of Finance Circular 12/09 that retirees, under that Scheme, are debarred from applying for another position in the same employment or the same sector. Therefore, such retirees may not apply for this position. Department of Health and Children Circular (7/2010): The Department of Health Circular 7/2010 dated 1 November 2010 introduced a Targeted Voluntary Early Retirement (VER) Scheme and Voluntary Redundancy Schemes (VRS). It is a condition of the VER scheme that persons availing of the scheme will not be eligible for reemployment in the public health sector or in the wider public service or in a body wholly or mainly funded from public moneys. The same prohibition on re-employment applies under the VRS, except that the prohibition is for a period of 7 years, after which time any reemployment will require the approval of the Minister for Public Expenditure and Reform. People who availed of either of these schemes are not eligible to compete in this competition. Collective Agreement: Redundancy Payments to Public Servants The Department of Public Expenditure and Reform letter dated 28 th June 2012 to Personnel Officers introduced, with effect from 1 st June 2012, a Collective Agreement which had been reached between the Department of Public Expenditure and Reform and the Public Services Committee of the ICTU in relation to ex-gratia Redundancy Payments to Public Servants. It is a condition of the Collective Agreement that persons availing of the agreement will not be eligible for re-employment in the public service by any public service body (as defined by the Financial Emergency Measures in the Public Interest Acts ) for a period of 2 years from termination of the employment. Thereafter the consent of the Minister for Public Expenditure and Reform will be required prior to reemployment. People who availed of this scheme and who may be successful in this competition will have to prove their eligibility (expiry of period of non-eligibility) and the Minister s consent will have to be secured prior to employment by any public service body. Declaration: Applicants will be required to declare whether they have previously availed of a public service scheme of incentivised early retirement and/or the collective agreement outlined above. Applicants will also be required to declare any entitlements to a Public Service pension benefit (in payment or preserved) from any other Public Service employment and/or where they have received a payment-in-lieu in respect of service in any Public Service employment 7
8 GENERAL MATTERS Health A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Character A candidate for, and any person holding the office, must be of good character. The above represents the principal conditions of service and is not intended to be the comprehensive list of all terms and conditions of employment which will be set out in the employment contract of the successful candidate. Closing Date Your application must be submitted to the above by 16 th September Candidates should make themselves available on the date(s) specified by the Road Safety Authority and should make sure that the contact details specified on the application form are correct. The Road Safety Authority will not be responsible for refunding any expenses incurred by candidates. Selection Process The Selection Process may include: shortlisting of candidates on the basis of the information contained in their application an initial/preliminary interview which may in turn include a questionnaire and/or presentation by the candidate; a competitive interview, which may also include a presentation or other exercise by the candidate. 8
9 Shortlisting Normally the number of applications received for a position exceeds that required to fill existing and future vacancies to the position. While a candidate may meet the eligibility requirements of the competition, if the numbers applying for the position are such that it would not be practical to interview everyone, the Road Safety Authority may decide that a number only will be called to interview. In this respect, the Road Safety Authority provide for the employment of a short listing process to select a group for interview who, based on an examination of the application forms, appear to be the most suitable for the position. An expert board will examine the application forms against a pre-determined criteria based on the requirements of the position. This is not to suggest that other candidates are necessarily unsuitable or incapable of undertaking the job, rather that there are some candidates, who based on their application, appear to be better qualified and/or have more relevant experience. It is therefore in your own interest to provide a detailed and accurate account of your qualifications/ experience in your application. References We would appreciate it if you would start considering names of people who you feel would be suitable referees that we might consult (2-3 names and contact details). These referees do not have to include your current employer, but should be in a position to provide a reference for you. Please be assured that we will only collect the details and contact referees should you come under consideration for the post. Security Clearance Please note: The applicant may be required to complete and return a Garda Vetting form should they come under consideration for appointment. This form will be forwarded to An Garda Síochána for security checks on all Irish and Northern Irish addresses at which they resided. If unsuccessful this information will be destroyed by the Road Safety Authority. If the applicant subsequently comes under consideration for another position, they will be required to supply this information again. 10 Candidates' Obligations Candidates should note that canvassing will disqualify and will result in their exclusion from the process. Any person who contravenes the above provisions or who assists another person in contravening the above provisions is guilty of an offence. A person who is found guilty of an offence is liable to a fine/ imprisonment. In addition, where a person found guilty of an offence was or is a candidate at a recruitment process, then: where he/she has not been appointed to a post, he/she will be disqualified as a candidate and where he/she has been appointed subsequently to the recruitment process in question, he/she shall forfeit that appointment. Other Important Information The admission of a person to a competition, or invitation to attend an interview, is not to be taken as implying that the Road Safety Authority is satisfied that such person fulfils the requirements of the competition or is not disqualified by law from holding the position and does not carry a guarantee that your application will receive further consideration. It is important, therefore, for you to note that the onus is on you to ensure that you meet the eligibility requirements for the competition before attending for interview. If you do not meet these essential entry requirements but nevertheless attend for interview you will be putting yourself to unnecessary expense as the Road Safety Authority will not be responsible for refunding any expenses incurred. Prior to any candidate for being considered for appointment to this position the Road Safety Authority may make all such enquiries including health checks that are deemed necessary to determine the suitability of that candidate. Until all stages of the recruitment process have been fully completed a final determination cannot be made nor can it be deemed or inferred that such a determination has been made. Should the person recommended for appointment decline, or having accepted it relinquish it, the Road Safety Authority may at its discretion, select and recommend another person for appointment on the results of this selection process.
