The Lagan Operations & Maintenance Limited business was formed to provide operations and maintenance services initially to Public Private Partnership Projects and has since expanded its business to include maintenance of roads, highways, buildings, small scale civil engineering and building works and specialist material supply related to maintenance such as road salt. Our aim is to offer a complete maintenance and management service to our clients across the life of their infrastructure. We combine a range of flexible support services to create tailored support packages for our customers, working mainly in hard asset operations and maintenance, for government, local authorities, highway agencies and utility companies alongside private businesses and other organisations. At Lagan Operations & Maintenance Limited we work in a number of areas including roads and highways, car parks, leisure facilities, shopping centres, retail and business parks, residential developments, commercial offices and educational establishments. 5

6 & high roads & highways Lagan Operations & Maintenance Limited has been successfully delivering the operation and maintenance of roads for over seven years. We currently operate projects at Fermoy and Limerick in the South of Ireland on behalf of the concessionaries in a term contract arrangement. We also assist local authorities with the management of their roads. Typical responsibilities include: Routine daily inspections - road and associated structures, drainage and furniture. Repairs identified in routine daily inspections - temporary and permanent. Environmental management - drainage, gully emptying and sweeping, litter and roadkill removal. Landscape management - grass/shrub/tree cutting, management and weed control. 24 hour incident response - road incidents, incident reaction management, liaison with emergency services. Electrical apparatus - lighting/signage, cleaning and lamp changes and communications systems. Furniture and signage - cleaning and repairs, barrier repairs, markings & stud repairs. Winter maintenance - monitoring and treatment decisions, salt spreading treatments and snow clearance. Traffic Management - design and implementation - static and mobile. Mechanical and electrical works to buildings and structures. As a natural cross over from the maintenance of roads and highways, Lagan Operations & Maintenance Limited also offers a management and maintenance service for external areas associated with retail and business parks, shopping centres, commercial offices, leisure facilities and educational institutions. We also work with businesses and organisations across key sectors to provide a reliable and economical critical support services package for their facilities. 8 traffic management Lagan Operations & Maintenance has a specific Traffic Management unit set up in response to an increased need for a professional traffic management service. We have a proven track record within the industry through our on-going maintenance contracts and large scale road projects. With an experienced and highly trained team we offer Traffic Management services throughout the country. We are customerfocused and firmly believe in establishing long term business relationships and partnerships where we can use our skills and technical expertise for the benefit of our clients. Lagan Operations & Maintenance specialise in Sector Schemes 12A, 12B, 12C and 12D and will manage any level of contract. We will attend the proposed site to prepare a site survey and using our trained TSCO s and traffic management software, design and develop an appropriate TM scheme to ensure compliance with Chapter 8 regulations and ensure the safety of site personnel and the public. All of our operatives are fully trained in accordance with The Highway Agency Sector Schemes and all work is carried out in accordance with these requirements. Our extensive fleet of traffic management vehicles and well-resourced depots ensure that clients have the confidence and surety that any traffic management scheme will be delivered efficiently and most importantly in a safe and controlled manner. 8

9 gement We are fully equipped to undertake both urban and rural traffic management schemes, including but not limited to:- Contraflows Crash cushion & Mobile closure provision Lane closures and narrow lane systems Temporary diversions Temporary pedestrian crossings Temporary barriers Stop/Go & Temporary Traffic Lights Event traffic management and stewarding Traffic Safety Control Officers Scheme Design - in accordance with Chapter 8, (UK & Ireland) We have delivered traffic management requirements for DBFO2, the largest ever highway scheme to be awarded in Northern Ireland and we are also delivering 13km of traffic management on the A8 road scheme in Larne, Northern Ireland. In addition to this we have delivered traffic management on our Operations & Maintenance schemes in Cork and Limerick for the past seven years together with discreet traffic management schemes for local authorities and contractors in the same period. 9

10 Project Focus : Fermoy Bypass Lagan Operations & Maintenance are responsible for the daily routine operations and maintenance of the M8 Rathcormac - Fermoy Bypass PPP Co Scheme and have been managing this Operations & Maintenance contract since the project opening on the 2nd October The second phase of the Operations & Maintenance contract has also been retained by Lagan Operations & Maintenance - thus extending our period of management to ultimately 12 years. The scheme comprises of 17.5 kilometres of motorway and has 3 number interchanges which includes a 450 meter long viaduct spanning the Blackwater Valley. In addition there are a further 18 structures on the project - comprising of 7 overbridges, 2 underbridges, 1 service tunnel at the toll plaza, 4 river bridges and 4 underpasses along with local road realignments. 10

11 Emergency and Incident Response Routine Maintenance Once an incident has been notified (through our daily patrols, Gardai contact or contact from the Toll Plaza) procedures are in place how to respond to a variety of incidents e.g. a multiple vehicle accident. The technicians are trained in first aid and various emergency procedures and liaise closely with the emergency services. Lagan Operations & Maintenance are responsible for the routine maintenance to the road pavement, structures, landscaping, signs, lining, lighting, safety barriers, fencing and all other aspects of the road. Typical responsibilities include: Daily inspections - carried out of the road and associated structures etc. and any repairs identified in routine daily inspections - both temporary and permanent. Environmental management - drainage, gully emptying and sweeping, sludge removal, ponds maintenance, roadkill removal and disposal, litter picking and disposal and removal of debris and other objects. Landscape management - grass / shrub / tree cutting, management and noxious weed control 24 hour incident response - road accidents, incident reaction management, liaison with emergency services, clearance of resultant debris, temporary and permanent repairs and vehicle removal. Winter maintenance - monitoring of weather conditions and treatment decisions i.e. interpreting weather data from weather stations, forecasts, actual conditions and software, salt spreading treatments and snow clearance. Traffic management - provision of temporary traffic management for incidents and planned maintenance including mobile closures and static closures all designed and implemented by fully Lantra Sector Scheme trained personnel, in full accordance with Chapter 8, (both UK and Ireland), and using dedicated Traffic Management Vehicles and kit. 11

12 Project Focus : Limerick Tunnel Lagan Operations & Maintenance is responsible for the daily operations and maintenance for the Limerick Tunnel and approximately 10 kilometres of dual carriageway which opened in July Tunnel Equipment and Systems The Limerick Tunnel was the first tunnel constructed in Europe to comply with the European Directive 2004/54/EC on minimum safety requirements for road tunnels. For this reason, the tunnel is highly automated with all mechanical, electrical and Intelligent Transport System (ITS) being controlled through a fibre-optic control system linked back to a SCADA control system. As the operator of the tunnel, Lagan Operations & Maintenance is responsible for the daily routine operations and maintenance of the tunnel and associated roads. This includes the following activities: Tunnel monitoring and supervision. Emergency & incident response. Maintenance of tunnel, roadway and associated service buildings. Winter Maintenance, including weather monitoring, salt spreading and snow clearing. 12

13 Tunnel Monitoring and Supervision Lagan Operations & Maintenance technicians monitor the traffic movements and tunnel equipment from a manned 24/7 tunnel control room. The technicians can observe traffic movements on the road, immediately identify incidents and respond with emergency procedures implementing appropriate non-automated responses from the SCADA workstations in the control room. Any alarms or failures of equipment are also monitored in the control room and corrective response initiated by the operator. When traffic management is required on the road, Lagan Operations & Maintenance personnel are trained to full UK Lantra standards and Irish standards for roads and highway maintenance. Emergency and Incident Response Once an incident is identified by the control room operator, procedures are in place how to respond to a variety of incidents from minor incidents, e.g. a car stopped on the hard shoulder, to major emergency, e.g. a fire in the tunnel or a multiple vehicle accident. The technicians are trained in first aid and various emergency procedures and liaise closely with the emergency services. Routine Maintenance Lagan Operations & Maintenance are responsible for the maintenance and repairs of the road, tunnel and service buildings with their associated mechanical, electrical, ITS and automation equipment. Maintained equipment includes ventilation, drainage, fire detection and protection, CCTV, Incident Detection Systems, communications, lighting and variable signage systems. All activities are tracked using a computerised maintenance database. Inspections are issued when they are due and records are kept for all inspections completed and defects resolved. Every 12 weeks a quarterly inspection plan is implemented in the tunnel where each bore of the tunnel is closed for a night. During this time maintenance and cleaning takes place of the structures and all other equipment within the tunnel. A contra-flow traffic management plan is implemented by Lagan Operations & Maintenance technicians so that there is no disruption to local traffic during bore closures. 13

The minor works division delivers operational, maintenance and small scale construction projects through one-off contracts and framework agreements. We have a dedicated and flexible direct labour force coupled with a trusted supply chain of smaller subcontractors with which we provide a service which is adapted to our client s specific needs, ensuring high standards of workmanship and attention to detail. Our teams can mobilise quickly, utilising and operating our in-house range of up-to-date plant and equipment to create better value and increased efficiencies for clients. In addition we call upon our highly experienced management personnel to provide the smooth management of any project to ensure that the Client s needs are met. Key to delivery of these types of contracts is communication with our customers. We pride ourselves in going that extra mile for our clients and we are in continual contact with all stakeholders throughout the duration of any scheme. Our dedicated minor works division operates by bringing satisfaction and meticulous customer care to all our clients. We offer a wide range of services from one-off Civil Engineering projects to building refurbishment and long term maintenance contracts. Focusing on getting it right first time every time with zero defects, Lagan Operations & Maintenance prides itself on its quality of work and strives to deliver schemes with zero incidents with regard to health and safety. We have a broad range of capabilities in this area, having successfully delivered projects for customers throughout Ireland and the UK and view this as a key growth area in our business. 15 ivils Annesborough Playground This 80,000 contract awarded by Down District Council in Northern Ireland involved the demolition and removal of existing play equipment, the design, supply and installation of new play equipment including new tiled safety surfacing, bitmac surfacing, fencing, installation of litter bins and signs and all associated civil works. Civil works included the upgrading of paved access and the avoidance of existing services that required the latest cable avoidance tools and hand digging to ensure everyone s safety and the continued services to the local community. The project was designed, constructed, ROSPA tested and approved on time and within budget to a very high quality and the satisfaction of the Annesborough Community Group and the District Council. Bay Road, Derry Lagan Operations and Maintenance successfully delivered this 440,000 project on time and within budget for Derry City Council in Northern Ireland. The works involved providing the local council with the construction and upgrade of approximately 2500m of greenway network varying between 3 and 4 meters in width, throughout Bay Road Park and extending to Boomhall. The works included minor earthworks, pavement construction and bitmac/asphalt surfacing with associated drainage, street lighting ducting and arboriculture works as required. The project was delivered to the Client s satisfaction and in time for the Derry City Marathon for which it provided part of the marathon route. The project was delivered in difficult winter conditions on an exposed site immediately adjacent to Lough Foyle. 15

17 g FACT: We have delivered 1.75 million tonnes of Asphalt products in the last 10 years as part of our contracts Lagan Construction Group have a proven expertise and successful track record in the road and airport surfacing sector, predominately working as the main contractor delivering road and car park projects for local authorities and private developers along with airport runway and taxiway improvements for a worldwide market. Our expertise to deliver major and minor surfacing requirements to the local market has been demonstrated most notably with the major pavement packages on the DBFO2 and A8 construction projects and smaller scale projects such as the Bay Road cycle track adjacent to Lough Foyle. During these projects our teams have utilised their working knowledge and long established supply chain to provide best value and exceed client expectations utilising our ISO 9001 Quality Management System. We currently operate an Asphalt plant at Craigantlet Quarry in Northern Ireland producing Asphalt products in accordance with the National Highways Sector Scheme 14. From here we have access to the main arterial routes of the M1, M2 and A1 which allow us to provide services to much of the North, West and South of the province along with the greater Belfast and Larne areas. Our technical team is committed to the continual research and development of new and existing products allowing delivery of high quality and environmentally friendly surfacing materials which are all CE marked. We have experience and capability to deliver and lay all asphalt products including HRA and SMA materials and indeed have laid 1.7 Million tonnes of these materials in the last 10 years. Given our heavy involvement in the airports sector we have a large resource pool of experienced and highly skilled Surfacing operatives who have completed projects most recently in Guernsey Airport and Ronald Reagan Washington National Airport. In order to fulfil these contracts we have invested in an extensive fleet of high quality Plant and Equipment which aid in the delivery of high quality product, as part of our plant inventory we have a number of Mobile Asphalt Production Plants which can be set up quickly and efficiently at any material source and provides the ability to greatly widen our delivery catchment area. 17

18 sup salt supply As part of our Operations & Maintenance, we offer a specialised Salt Supply service, which plays an important role in helping to ensure the nation s strategic routes remain free of snow, ice and frost. Developed initially to support our winter maintenance operations on a number of key highway schemes, the service is now available throughout Ireland and the UK through third party sales. Following our decision to import de-icing salt for our own use, and as a result of a number of client requests, we expanded our activities to third party sales and become one of the major suppliers of road de-icing salt in the Irish and UK market during 2010/2011. Lagan Operations & Maintenance Limited supplies both bulk salt for de-icing - 6mm or 10mm - BS3247 compliant and bagged salt as required. We can supply these produces in a wide range of volumes. Our flexible approach allows us to vary supply and volumes to suit Customer demands. Lagan Operations & Maintenance Limited can arrange to deliver these products from our depots to our clients on a nationwide basis in both Ireland and the UK. Customers can also arrange to collect supplies direct from our depot as necessary. Certainty of salt supply is essential and our business regime is to ensure a supply of good quality salt is available to us all year. Using our extensive supply chain partners we are able to ensure that we can provide salt throughout the year to the right quality - whatever the weather. We work closely with our supply chain partner network to ensure that the salt meets the required quality, at the right price and at the right time. Lagan Operations & Maintenance Limited is able to offer a full winter maintenance service to clients/customers including implementation of salt treatments to roads & highways, full networks, car parks, access roads and walkways.
