3 Traffic Management Plan 1. Compilation basis 1.1 Contract document for traffic management 1.2 This plan adopts the principles of the New Zealand Code of Practice for Traffic Management 3 rd Edition November 2004 (CoPTTM) and is modified where necessary to be applied to the Cook Island road network conditions. 2. Compilation purpose The purpose of this plan is to ensure that vehicles the safe entry and exit of work sites for all road users (Cars, bikes, pedestrians, service vehicles etc.) and to ensure a safe working environment for construction crews in work site, these are further defined in Section A CoPTTM. 3. Project Profile The Rarotonga Water Ring Mains Upgrade Project of Cook Islands is a water supply project for the main island, which includes pipes for outer ring road, inner ring road, and 12 distribution pipes connecting the inner ring to the outer ring. The water supply distribution pipeline runs in line both the outer and inner ring roads, which have formed a looped network. Water supply pipeline alignment (for inner and outer ring) is proposed in between the road edge and the edge of the road reserve (approximately 2.85m away from the center line). 4. Basic measures for traffic management 4.1 Set up Traffic Management Group for the project, appoint the Project Manager as Group Leader. Appoint Site Manager and Safety Engineer as Vice Group Leaders and take on responsibilities as Traffic Manager s (TM). Appoint Engineers and Supervisors as Site Traffic Management Supervisor (STMS) with field staff in the roles Traffic Controllers (TC). Traffic Manager will coordinate all communications between Stake holders such as PMU, emergency services, businesses, local Government and public, through strong communication lines, notifications, media announcements etc. 4.2 The Traffic Manager/Coordinator will prepare a site specific Traffic Management Plan (TMP) to be submitted to the PMU for checking, then to the Police for approval. Upon approval 4 Week, 2 Week, 48 hour and less than 24 hour notifications will be actioned prior to commencement of works, these shall take

4 the form of s, media announcements and face to face verbal notification. 4.3 The list of operations to be defined as works to take place on the road are as follows: Site survey/investigation/inspection Utility service location Establishment/Disestablishment of works Construction/Maintenance Works 4.4 Standard working times are Monday to Saturday 7.00am to 6.00pm, no planned work shall be carried out on Sunday or Statutory holiday or any other time deemed a non-working time by the Cook Islands Government, Traffic volumes will be monitored closely during peak hour traffic, to prevent traffic delays roads will be reopened to allow normal traffic flow if practical. 4.5 Static Traffic Management Operations (Section C CoPTTM) are to be utilized, specifically Stop/Go operation where open traffic flow on both lanes, in both directions is not an option. 4.6 Gear and Signage shall be in accordance with section B CopTTM Mandatory equipment for STMS and TC s shall be a retro reflective Day glow jacket or vest, and Radio Transmitters for communication between STMS and TC s. Road signage shall be as per 6.1 with which will eventually be phased out by equipment more in line with CoPTTM guidelines, change of gear will be a plan transition that will require public awareness notifications. These road signage s shall be retro reflective. 4.7 Procedure for the implementation of traffic management controls is as follows: Set out signage and cones Activate traffic control guidance measures (stop/go operation) Close off road sections for planned works Establishment of works Commence works operations (service location, construction etc.) Disestablishment Re-open road sections Deactivate traffic control measures Pack up and remove signage and cones Note: Sites must be attended at all times, the only time a site may be left unattended is when barriers are left in place to cordon off earthwork area and normal traffic conditions can occur without issue. In the event traffic management must be left out overnight caution lights will used to ensure full visibility of work areas. Vehicle access to all properties within the work site must be maintained at all tim 4.8 STMS must constantly monitored sites at all times, this responsibility can be delegated to the TC in the STMS absence. Routine site checks and regular traffic audits must be conducted on all traffic management sites. Traffic delay calculations will be conducted on a daily basis to ensure delays are kept to a minimal. All hazards and accidents shall be reported immediately by work crews to the STMS, depending on the importance then relayed to the TM and on to the relevant parties (emergency services etc.) 4

5 4.9 Generic TMP s maybe, approval must be given prior to their use by the Police. Where a generic TMP does not adequately meet the requirements for a work site, then a site specific TMP must be prepared for submission and approval. 5. Manage measures for construction areas Note: The following set out of work site and equipment shall be superseded as per 4.6 upon commencement of transitioning to a more CoPTTM compliance traffic management which shall be overseen by the PMU, this shall take place as and when new signage and equipment becomes available. In the interim the traffic management measures are contained in this document are in compliance with current Cook Island Government requirements. 5.1 Closing construction edge for direct lane Construction site shall be closed by reflective cones that are set by location of excavating, machinery and materials and they are better to be no more than half of the road as common practice. Roads outside the tapers in construction areas shall be one-way or two-way according to their width. 5

7 one-way lane. As above figure, set a traffic inductor on A and another on B in the constructive roads, and they will contact with interphone. According to the traffic flow of A and B, release the side which has a bigger traffic flow. If two sides have equal traffic flow, they shall be released in one-way lane in turns every three minutes. 5.2 Closing construction at the entrances According to the condition of construction site, part of the roads shall be completely closed when constructing in narrow roads As following figure, construction areas are in the middle of the straight roads, then set up signs of No Entry or Construction Ahead in areas of 50 meters from the starting and end of construction areas As following figure, construction areas are at the crossings that face to the road that is vertical to the construction areas. Set up signs of No Entry and set up signs of Detour to the Left and Detour to the Right on the two sides of the closed road. 5.3 Closing construction of the closed edge at the crossing As the following figure, when the closed construction is near the crossing, below 7

8 and right side roads shall be put slow down signs (including speed limit signs) on main roads to let vehicles know the location of construction area in advance. Up and left side roads shall be put slow down signs (including speed limit signs) on the one side of the entrance for the road to remind vehicles that are driving into entrance to slow down When the traffic flow is small, vehicles can pass by themselves according to the slow down signs When the traffic flow is big, we shall appoint three inductors to stand at A, B, and C to instruct traffic (as above figure). Traffic instructor shall be in orange reflective vest and safety helmet, with interphone, GO, STOP signs and whistle in his or her hand to instruct vehicles. People who is at point A shall instruct vehicles on the up and left side road, people who is at point B shall instruct vehicles on the below side road, and people who is at point C shall instruct vehicles on the right side road according to the rules of one side with big traffic flow has priority than another side with small traffic flow. 5.4 Construction which spans roads by section As following figure, when excavating spans roads, one-way pass shall be taken. Firstly, excavate one side of the lane in the condition of closing and put slow down sign in front of the moving vehicles. Secondly, put 20 mm steel plate after 8

9 excavating, then recover the passing for the side of the lane and close another side of lane. Thirdly, put steel plate on another side of lane after excavating and steel plate shall be put together with the prior ones, then two-way pass can be taken When doing a backfilling which spans roads, one-way pass shall be taken. Firstly, close one side of the lane and do the backfilling, and close another side of the lane and do the backfilling. 5.5 Construction which spans roads only one time When constructing in narrow road or the road with a small traffic flow, the measure of temporary closing road and doing construction which spans roads only one time can be taken. 6. Contingency plan for traffic safety accident 6.1 Place where accident may occur Traffic safety accident during construction may happen in following place: roads in the construction area. Accidents that may happen: traffic safety accidents because of our instructors didn t instruct in right way or outer vehicles drivers didn t drive in right way. 6.2 Purpose This contingency plan is made to reduce damage from accidents, and property loss, 9

10 to avoid disorder from contingency accidents, and confusion from instruction failure or out of control. So this contingency plan shall be made according to the practical situation. 6.3 Staff As per 4.1 the Traffic Management Group will investigate, review and resolve all accidents that have occurred on \work site. The purpose is to improve the safety measures already in place and to reduce or prevent the reoccurrence of accidents all together. During the course of onsite operations the STMS shall be responsible for managing all hazards/accidents that occur to a safe conclusion. There shall be emergency procedure and equipment in place onsite to deal with hazards/accidents. 6.4 Supplies, machineries, and plants Alarm system and communication equipment: interphone, and telephone. etc Emergency facilities and plants: staple wire, cable, electric light, flashlight, and removable distribution box, etc Emergency equipment: stretcher, and first-aid case, etc. 6.5 Disposal procedure for accidents The procedures for dealing with accidents is as follows: 1. Stop works, check to make sure all workers are safe 2. Assess the situation, notify Traffic Manager and contact any relevant emergency, utility services etc. (Police 999, Ambulance, fire, Power etc) 3. Close off road and/or divert/detour traffic if necessary to ensure safety onsite. 4. In the event of injury to a person, tend to injured person/s first, if serious carry out first aid protocols until medical help arrives (Ambulance etc). In the event of property damage i.e. service strike isolate damage until property representatives arrive. 5. STMS to secure site until emergency services arrive. Upon arrival of emergency services STMS of TM to fully brief Police/Ambulance/Fire and Power/Telecom. 6. STMS to file a report giving an accurate account and detail of the accident. A copy of the report is to be given to the PMU no later than 24 hour after the occurrence of the accident. 7. Upon demobilization of emergency service and any damage resulting from the accident is cleared up or repaired, the STMS shall consider weather to continue works or close the site down for the remainder of the day. 10

Signs for the lane Note: Signage and equipment shall be superseded as per 4.6 upon commencement of transitioning to CoPTTM compliant traffic management which shall be overseen by the PMU, this shall take place as and when new signage and equipment becomes available. In the interim the traffic management signage and equipment are contained in this document are in compliance with current Cook Island Government requirements.
