1 Introduction This (CTMP) has been prepared in order to discharge Condition 20 of planning permission ref 07/02879/EFUL for the enabling site works associated with the wider Bath Western Riverside development. Condition 20 requires the following to be submitted: Details of construction traffic management proposals; Details of all vehicular accesses to be provided and/or maintained to all parts of the site; and Details of any accesses or crossing movements proposed that may affect the safety or operation of any highway or public right of way crossing the site. In full Condition 20 states: No work shall commence on site until a Construction Method Statement has been submitted to and approved in writing by the local planning authority. The Statement shall include details of construction traffic management proposals, and the anticipated number and type of vehicle movements, together with details of all vehicular accesses to be provided and/or maintained to all parts of the site, including access layouts, construction specifications, gradients, and visibility splay details (where minimum x distances of 2.4 metres and y distances of 45/0 metres are required unless otherwise agreed in writing by the local planning authority). The Statement shall also include details of any accesses or crossing movements proposed that may affect the safety or operation of any highway or public right of way crossing the site. Reason: In order to ensure that the works do not prejudice the safe operation of public roads and footpaths in the vicinity of the site. Methodology for Traffic Management Along the Lower Bristol Road and Pines Way Gyratory, traffic volumes remain high throughout the day. It is a busy commuter route serving the City of Bath, with acutely high traffic volumes during morning and evening peaks. Significant volumes of HGV traffic use these routes. Additionally Lower Bristol Road and Pines Way Gyratory are in close proximity to and serve a large number of residential, commercial and industrial businesses. It is clear that two of the key elements in the successful delivery of this project will be the rigorous planning and implementation of a traffic management system together with comprehensive construction planning and management. Regular meetings will be held with stakeholders and will be held throughout the design and construction phases to review the CTMP and implement changes that are deemed necessary. To date discussions

2 have been held with the Highway Authority and Sainsburys who own and operate the petrol filling station off Pines Way Overall Traffic Management Solutions Our traffic management solutions for this project have been developed to meet the following objectives: Safety It is of critical importance that works take place in clearly defined phases so that well defined works areas are maintained to protect the workforce and public with adequate width residual running lanes to maintain traffic flow within the existing park and ride. Congestion and delays deliveries will be timed to avoid morning and evening peaks. Clear signing will be used to warn of the site access. The timings of temporary traffic signals will be analysed to provide estimates of the likely queue lengths and this information will be submitted for approval prior to the implementation of any traffic signal phase. Temporary traffic signals will be manually controlled to avoid excessive queues developing. The traffic data shows that morning and afternoon flows have a different bias (Inbound mornings and Outbound afternoons) and this method will allow the temporary signals to cope better with the uneven flows and high levels of HGV Multi-phase traffic signals the use of multi-phase traffic signals will be avoided wherever possible. When they must be used then; the period of use will be minimised, they will be manually controlled, and the timings will be altered throughout the day to cater for changing traffic flows. Traffic signals only one set of signals will be used at any time Tourists and visitors Morrison Construction understand that Bath is a destination for tourists from across the world. Therefore when designing temporary signing maximum use will be made of symbols (i.e. symbols that are prescribed by the Traffic Signs Regulations and General Directions) to avoid language difficulties. Advance warning In addition information signs will be used to warn of the reason for and duration of the works. We would wish to employ two VMS (Variable message Signs) at outlying locations. These signs would advise motorists that the petrol station and Homebase remain in operation. Call outs Dry runs and periodic training to insure in the event of any failure of equipment or accidents an agreed adopted procedure is invoked with named contactable individuals. Pedestrians when the works interfere with pedestrian movements then they will be guided through the site within a 1.5 m wide, barrier-protected walkway with a smooth, ramped surface suitable for wheelchairs, pushchairs and shopping trolleys.

3 Traffic Management System - Implementation Following approval of the detailed design, the traffic management system will be implemented and maintained in accordance with the approved method. Other measures include: Only authorised staff who are appropriately qualified under Sector Scheme 12D will be permitted to alter the traffic management system. Morrison Construction will appoint a Traffic Safety and Control Officer (TSCO), responsible for all day-to-day traffic management matters. Morrison Construction will appoint a suitable qualified planner responsible for all technical matters related to the traffic management for this project including drawing production Maintenance and inspection undertaken by experienced and qualified personnel who will hold a LANTRA 12D operatives qualification (or higher) The outcome of all inspections recorded in the maintenance log and handed over to the project manager weekly A manned 24 hour out-of-hours system will be provided by Morrison Construction so qualified personnel are available continually to deal with eventualities (e.g. vandalism) A sufficient stock of signs, cones and barrier will be kept on site so that any damaged or stolen equipment can be replaced as quickly as possible. All works will be strictly in accordance with Ch. 8 of the Traffic Signs Manual and in full compliance with all relevant legislation and codes of practice. This will maximise safety for site staff and travelling public. Deliveries will have allotted times which take account of Peak traffic Flows in order to minimise Disruption to city centre users and stakeholders. The waiting of Wagons is to be prohibited, advance warning by telephone to the Site will be utilised with deliveries being permitted only into a designated delivery and off loading Bay. Site Speed limits are mandatory and rigidly enforced. Our Supply chain will be required to accept and adhere to the adopted procedures. Supply chain members will hold stocks of Materials at their own depots with a just in time delivery policy operated by the site team. Detailed Traffic Management The principal means of construction access will be via Pine Way. However, deliveries for the initial site set up will take place via Midland Road. These deliveries to include fencing, plant, and site compounds will be for the first week only. After that Pine Way will be the sole means of construction access.

Details of construction traffic management proposals Firstly the site boundary will be erected at agreed locations to segregate public pedestrians and vehicles from entering the site, with site entrance and public segregated intersection points being established and dedicated banks-man being positioned to strictly control site traffic and pedestrian and vehicle movements After the first week all site traffic, materials deliveries, and other traffic entering the site will be through the main entrance gate located at the top of Pinesway road, adjacent to Sainsbury petrol filling station and Homebase car park. The main entrance will be controlled by a dedicated banks-man who will allow traffic on and off site in a safe controlled manner to allow integration into the public traffic stream and prevent traffic build up. This will also prevent customer vehicle congestion in regards to the adjacent Homebase store and Sainsbury petrol filling station. Upon entry and once through the main gate, the vehicle will be guided to its deposition point along the initial temporary haul road (permanent road being constructed, and then, as work progresses, the completed road construction) leading into the main site area. A further dedicated banks-man will be present (with stop / go lights if deemed necessary) at the temporary intersection between the road construction and main enabling site works, which will be situated across the existing pedestrian route along Victoria Bridge Road. This will allow the continued use of pedestrian walkthrough whilst allowing site traffic to also pass on and off the main enabling works site in a safe manner. If deemed necessary a zebra crossing will also be painted across the haul road at this intersection to further help pedestrians cross over safely. The intersection will be set up in phases to allow road construction to continue and keep the existing pedestrian route along Victoria Bridge Road open. Once across the intersection and onto the main enabling works part of the site, the delivery vehicle/ site visitor will stop at a designated area and report to the site office located in the compound for induction purposes and to gain instructions of site rules and LIVE traffic management procedures on site that day. This will allow safe passage to and from site whilst construction continues. THE TRAFFIC CONSTRUCTION PLAN, PEDESTRIAN INTERSECTION POINTS, AND ENTRANCE / EXIT POINTS CAN BE SEEN IN PHASE 1,2,3 (SEE PART C) B. Details of all vehicular accesses to be provided and/or maintained to all parts of the site The main access point leading vehicles onto the site during the duration of the enabling works will be positioned at the top of the existing Pinesway road adjacent to Sainsbury filling station. Access will be permanently controlled during working hours by a dedicated banks-man (housed in a shed or similar dwellings) to operate an entrance gate and allow vehicles on and off the site and check deliveries. The banks-man will be in constant contact (by radio or similar method of communication) with Morrison site management team, site office, and secondary banks-man positioned at the pedestrian intersection at Victoria Bridge Road so as to safely direct traffic to main enabling works area and deposition points.

5 The pedestrian intersection point at Victoria Bridge Road will be positioned between the main enabling site entrance and the road construction works at Pinesway and is determined in its location by the proposed permanent road construction, its relevant phases in construction, and in conjunction with the continued use of existing pedestrian route through the intersection point. The intersection point between site traffic and pedestrians through route will be permanently controlled by a dedicated banks-man, who will operate a stop / go signals for site vehicles and direct pedestrians safely across the haul road from either side. A speed limit restriction to site vehicles will be 5mph when travelling through this intersection crossing point. The banks-man will be in constant contact (by radio or similar method of communication) with Morrison site management team, site office, and banks-man positioned at the main entrance so as to safely direct traffic to and from the main enabling works whilst controlling pedestrian movements. C. Details of any accesses or crossing movements proposed that may affect the safety or operation of any highway or public right of way crossing the site. Midland Road Initial Site Access - Traffic will access the site from Lower Bristol Road onto Midland Road and enter the site through the existing car park. A dedicated banks-man will be in control and escort the vehicle to its deposition point and then off site back into the public flow of traffic.

6 Pines Way Site Access Phase 1:- Create site access for materials (banks-man control) and site Boundary fencing, hoarding etc. Create pedestrian walkthrough (banks-man control / signals if required) from existing access/egress route to allow pedestrians continued safe passage. Strip vegetation and construct road whilst pedestrians segregated

7 Phase 2:- Once road works complete, then construct temporary footpath to allow safe pedestrian through route whilst Phase 3 construction is on-going

8 Phase 3:- Open new temporary pedestrian footpath (banks-man control / signals if required) and place fencing to edge to segregate pedestrians. Fence off existing pedestrian access to allow construction of road Once Phase 3 is completed the existing pedestrian access will be re-opened and controlled in the same manner as phase 1 (banks-man control)
