1 Finnish model for promoting cluster formation and regional-driven clusters: Strategic Centres for Science, Technology and Innovation and Centre of Expertise Programme (OSKE) Veijo KAVONIUS Director for Regional Development Ministry of Employment and the Economy Finland LISBON Strategic Centres for Science, Technology and Innovation Strategic Centres for Science, Technology and Innovation will provide a new way of coordinating dispersed research recources to meet targets that are important for Finnish business and society. Basic idea: promote collaboration between universities, firms, research organizations and sources of funding Promoting industrial cluster formation In the strategic centres: Companies, universities and research institutes will agree on a joint research plan. The plan will aim to meet the application needs for practical application by companies within year period. In addition to shareholders, public funding organisations will commit themselves to providing funding for the centres in the long run. 2

2 How will the centres benefit companies and universities and research institutions? At the centres, companies will be able to: Improve the speed and effectiveness of their innovative activities Participate in determining a research plan for the centre so that it meets their needs Harness diverse know-how necessary for meeting their targets Obtain longer-term public research and development funding than is currenty available At the centres, universities and research institutions will be able to: Participate in long term strategic research and development Network with other scientific top researches in their field Create and strenghten contacts with businesses and research in them Improve both the qualitative and quantitative operational preconditions of their high-level research teams Improve their appeal among students due to their increased business contacts Obtain users for the knowledge and know-how they produce 3 Five centres in the first phase In the first phase, centres will be established, as decided by the Science and Technology Policy Council of Finland, for the following areas: Energy and environment Metal products and mechanical engineering Forest cluster Health and well-being Information and communication industry and services 4

9 CoE Programme will focus on Internationality in R&D and business activities Boosting the growth of knowledge-intensive companies Linking the CoE Programme closer to National Innovation policies New concept: Strenghtening of co-operation based on fields of expertise in selected national Competence Clusters 17 Experiences of the old model will not be wasted Requires efficient cooperation at the regional level (research, education, companies and management) and a natural home base Motivates regions to revive through innovations Encourages to make strategic choices and actors to cooperate between the regions Directs resources of the regions (training, research and funding) to develop the chosen clusters and fields of expertise Requires a programme and measures that are targeted to participating companies needs and possibilities Requires commitment of different regional actors to implement the long-term programme (basic funding/other measures) Catalytic state basic funding will be put into competitive tendering also in the future 18
