The local municipalities are supportive and make locating easy for businesses. Government provides investment incentives for FDIs that are welcomed here to advance the international economy. The need for this training programme was emerged in process of founding the helicopter base in Utti. Training programme started in 1999 and is still going on. Transformatio/upgrading training of engineers working in the forest cluster Kouvola Region Federation of Municipalities and Lappeenranta University of Technology Project formed training programme which offered forest cluster companies an opportunity to upgrade their engineers technical degree based on their training need. Companies were mainly SMEs working in the region to serve forest industry companies. The training programme was a success and provided graduate engineer degree to many engineers.
