1 CITY OF ANAHEIM invites applications for the position of: Fire Community Risk Reduction Officer I SALARY: See Position Description OPENING DATE: 10/04/16 CLOSING DATE: Continuous DESCRIPTION: Part Time Fire Community Risk Reduction Officer I (2 Positions) $34.04 to $43.45 Hourly Full Time Fire Community Risk Reduction Officer I (1 Position) $34.04 to $43.45 Hourly $70, to $90, Annually Anaheim Fire and Rescue seeks dynamic Part Time and Full Time Fire Community Risk Reduction Officer (CRRO) I for the Community Risk Reduction Division. The CRRO will begin employment in the Life Safety Section and become qualified to also support the Hazardous Materials Section. Unique to Anaheim, the CRRO performs responsible technical level activities in the enforcement of compliance with codes, laws, regulations, and ordinances related to buildings, public assemblies, fire codes, hazardous materials, hazardous waste, and underground storage tanks. DISTINGUISHING CHARACTERISTICS: Positions in this classification perform entry level fire and life safety inspection work and enforcement of codes relating to hazardous substances and underground storage tanks within the Fire Community Risk Reduction Officer series. They include employees who have limited related experience and would function in a learning capacity. Under close supervision, within set procedural frameworks and guidelines, they would perform the more routine and less complex inspections and investigate activities related to fire code compliance. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices. Candidates will be chosen to meet the needs of the Life Safety Section within the Fire Community Risk Reduction Division, with the expectation that the candidate would meet the requirements for both Sections within the prescribed timelines as provided in the Qualifications Section. Candidates Will Start Assignment to Life Safety Section: Conduct life safety inspections; interpret adopted laws, regulations, and ordinances; and perform enforcement for all occupancy types. Apply the fire codes and issue appropriate fire code permit(s). Conduct inspections of new business licenses issued by the City for compliance with adopted fire codes. Conduct inspections of multi family residences. Candidates Will to be Assigned Train for the the Hazardous Materials Section: Identify locations of hazardous materials, hazardous waste generators, and onsite hazardous waste treatment units; inspect facilities for underground storage tank systems, hazardous materials/waste storage, use, and handling. Review underground storage tank plans for compliance; inspect new underground storage tank system installations, repairs, system modifications, and closure of underground storage tanks. Oversee testing and monitoring of underground storage tanks to ensure compliance with state laws; issue operating permits. Respond to and investigate hazardous chemical spills all hours of day; determine probable source; oversee cleanup and disposal; contact and coordinate with other agencies. Enforce filing of hazardous materials inventory and emergency response plan, permit applications, financial responsibility, and financial assurance notifications, forms, and required documents. Review business size and setting; determine minimum adequacy requirements; adopt standards for business plans; define reporting requirements for the release of hazardous materials. May be required to transport and properly store small quantities of hazardous waste materials and recyclable wastes. Conduct environmental surveys, field investigations, monitoring programs, data collections, and chemical testing; collect samples and specimens for laboratory analysis and interpret laboratory findings. Essential Job Functions for both sections: Make presentations to the public, business groups, students/administrators/educational institutions, and non profit professional organizations. Investigate complaints and issue corrective notices as necessary. Prepare reports based on field notes; issue field orders, citations, and violation notices; conduct informal hearings; prepare reports for prosecution; provide testimony in prosecutorial proceedings; gather evidence of violations and non compliance; may conduct felony and misdemeanor investigations; prepare for criminal and civil action as necessary. Perform related duties and responsibilities as required. QUALIFICATIONS: All candidates must possess any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities are as

3 follows: Experience in public contact work, preferably involving investigative or inspection skills. Demonstrate knowledge of investigative principles and practices, English grammar, and methods of report writing; basic chemistry and laboratory sampling techniques, including toxicology, hazardous materials identification, biology and geology; and principles of environmental health. Have the ability to learn, interpret, explain, and enforce appropriate laws, regulations, and ordinances; learn practices, procedures, and methods used in fire prevention; learn the principles and techniques of building inspection; analyze and compile technical information on code investigations and violations; establish and maintain effective working relationships with others; maintain records and prepare comprehensive reports; communicate effectively, both orally and in writing; and use computer and software programs. Possess California State Fire Marshal Fire Inspector 1A, 1B, 1C, 1D. Possess a valid California Driver's License. Possess or have the ability to obtain, a P.C. 832 Peace Officer's Standards and Training (P.O.S.T.) Certificate (powers of arrest) within one (1) year of entry into this classification. As a term and condition of employment, the employee shall meet the following requirements and/or obtain the following certifications by the completion of probation: (1) All below mentioned education and training requirements for Hazardous Materials; (2) International Code Council Fire Inspector I Certification; (3) Successfully complete forty (40) hour HAZWOPER Class; (4) Successfully complete one hundred sixty (160) hours of Hazardous Materials Technician Certification; (5) First Aid/CPR; and (6) International Code Council California Underground Storage Tank Inspector Certification. Candidates must also possess by completion of probation: Equivalent to graduation from an accredited college or university or equivalent degree approved by the California Superintendent of Public Instruction under the provisions of California Education Code Section 94310(b) with major course work in biological, chemical, physical, environmental or soil science; environmental health; environmental or sanitary engineering; toxicology; industrial hygiene; or a related field. Experience in hazardous materials management, regulation, analysis, or research; environmental research, monitoring, surveillance or enforcement; or resource recovery may be substituted for the required education on the basis of one (1) year of qualifying experience for each year of college work for up to a maximum of two (2) years. When substituting experience for education, qualifying education must include a minimum of thirty (30) semester units in natural science from an accredited college or university. A valid California Certificate Registration as an Environmental Health Specialist may be substituted for one (1) year of the required experience.
