3 department organization Louisiana Department of Environmental Quality The Louisiana Department of Environmental Quality was mandated by the Louisiana Legislature on February 1, Its mission is to maintain a healthful and safe environment for the people of Louisiana. The department consists of highly trained personnel dedicated to preserving and protecting Louisiana s environment. At the top of the organizational chart is the Office of the Secretary which has the managerial and supervisory responsibilities of the department. Also located in this office are the Legal Division, Criminal Investigation Division, Public Information Division, Audit Division, and Business and Community Outreach Division. The Office of Management and Finance is responsible for managing the essential operations and support services for the DEQ. To carry out the mission of DEQ, three Offices manage specific environmental programs: Office of Environmental Compliance, Office of Environmental Services and Office of Environmental Assessment. Office of Environmental Services The mission of the environmental services program is to ensure that the citizens have a clean and healthy environment to live and work in for present and future generations. This is accomplished by regulating pollution sources by issuing permits consistent with laws and regulations. The office also provides interface between the department and its customers which consists of representatives from industry and the public. The permitting activity provides a contact point for permitting, provides technical guidance for permit applications, tracks permits and focuses on environmental impact while working with the public and industry on the permit. The functions of Environmental Services are as follows: Permits Certifications Authorizations Public Notices Public Participation The Office of Environmental Services is divided into four divisions: Permit Support Services Division, Air Permits Division, Water Permits Division and Waste Permits Division.
4 department organization Office of Environmental Assessment The mission of the environmental assessment program is to maintain and enhance the environment of the state in order to promote the health, safety and welfare of the people of Louisiana. This program helps to develop and implement environmental regulations, monitors and reports emissions and reports on the performance of the environment. The Office of Environmental Assessment uses technical expertise to make sure contaminated sites are cleaned up to meet environmental standards. Employees in this area oversee the clean up of sites throughout Louisiana. It is up to them to ensure that remediation is done in a timely, cost-effective and environmentally sound manner. The functions of Environmental Assessment are as follows: Non-Point Source Reduction Total Maximum Daily Limits State Implementation Plans Air Quality Analysis Aquifer Evaluation Air Toxics and Emission Inventories Toxic Release Inventory Geological Expertise Engineering Expertise Remediation Laboratory Services The Office of Environmental Assessment is divided into five divisions: Remediation Services Division, Laboratory Services Division, Air Quality Assessment Division, Water Quality Assessment Division and Underground Storage Tanks Division. Office of Environmental Compliance This office conducts inspection of permitted facilities, responds to environmental emergencies and issues enforcement actions. The mission of the environmental compliance program is to protect the public by enforcing environmental regulations and responding to emergencies in a timely manner. Another important role of this office is to make sure permitted facilities are following the rules and regulations of its environmental permits. This program establishes a multimedia compliance approach; creates a uniform approach to compliance; assigns accountability and responsibility to appropriate parties; provides standardized training to compliance personnel; and provides for execution and timely resolution of enforcement activities. In keeping with this spirit, DEQ is looking for the best and brightest individuals to help us achieve this goal. For those who are interested, qualified and dedicated to helping make this a better state, we are submitting the following information on the jobs we have available. The main environmental position at DEQ is the Environmental Scientist, which is a training series with three levels -- entry, journeyman, and advanced journeyman/full performance. These are classified Louisiana State Civil Service positions. The minimum qualifications for the entry-level position is a Baccalaureate degree with a major in one of the following scientific fields: animal science, biological sciences, soil sciences, chemistry, geosciences, atmospheric sciences, physical geography, physics, health sciences, environmental sciences, wildlife and fisheries science, engineering, toxicology, nuclear science, agronomy, forestry, health physics, medical physics or statistics and quantitative methods. The journeyman and advanced journeyman/full performance positions require professional level scientific/technical environmental or radiation experience.
