The coalition of NGOs comprises CARE International, Christian Aid, International Rescue Committee (IRC), Oxfam GB, Save the Children UK, and Tearfund/FAR. This position is responsible for facilitating the strategic development and project management of the Coalition s work, developing and coordinating policy initiatives across the membership, developing and implementing advocacy strategies with Coalition members, and representing the agencies on policy issues. Livelihoods Programme Manager Pakistan 25,002 APK months Internal/ office@scfuk-pak.org.pk 15 January The role has responsibility for the development and management of Save the Children s emergency livelihoods programmes in Muzaffarabad and Bagh districts, working with the Emergency Operations Manager (EOM) and other senior managers to ensure that the emergency programme evolves in line with SC UK national and global priorities. Key accountabilities for this role include developing implementation plans for planned interventions in livelihoods recovery, including household cash transfers, support for shopkeepers, and livelihoods information provision; Managing direct reports to ensure timely implementation of activities as per implementation plans; Evaluate, monitor and review to ensure strict compliance of programme activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct. We are looking for committed individuals with at least 3 years/substantial experience of food security/ livelihoods programming work with an international non-govt organisation within an emergency environment. You will also need experience of managing programmes with a distribution component. If you are successful you will bring significant experience of development and emergency programmes to this role as well as the ability to work in Portuguese and English plus the ability to deliver institutional learning and maximise impact within the programme.

We now need a Finance and Grants Manager to establish and manage financial control mechanisms and grants management systems to support the emergency programme activities related to Save the Children responses in Niger. Specifically, you will need to support the Programme Director and the various Emergency Programme Managers to plan, manage and control the budgets for individual projects and the overall programme budget financed by various donors. Save the Children s origins lie in emergency response and it has remained central to our work ever since. Our approach integrates our emergency and development work, through the medium of our country programmes, which we expect to have the expertise for both types of work. With the increasing frequency and severity of emergencies world-wide the organisation is in the process of increasing its standby capacity to support programmes. In response to needs identified during a joint nutritional assessment carried out with Oxfam GB in Niger, Save the Children UK is providing an emergency nutritional programme. Working in Zinder and Maradi districts SC UK will set up Community Therapeutic Care (CTC) and Supplementary Feeding Programmes (SFP). We work to realise this aim for all children no matter where they live and regardless of age. In the UK, we deliver education in schools about the issues that children in developing countries face in realising their rights. Our aim is to encourage children in the UK to achieve their own rights while, ideally, inspiring action to help those in other countries. You ll help us succeed. Developing our new Primary school Strategy, you ll plan, implement and continuously evaluate learning projects across England and Wales. You ll devise and agree the overall framework, and then work in partnership with pupils, teachers and LEAs to outline and establish individual, regional projects. You ll also lead the team involved, to actively ensure the creation of new and exciting ways for school pupils to learn about global children s rights. And crucially, you ll disseminate any learning externally and throughout the organisation. As such, we re looking for an ambitious, experienced teacher and manager, with the vision and communication skills needed to collaboratively plan and drive projects through to completion. Project management experience in an education context is important too, as is an understanding of monitoring and evaluation processes. And ideally, you ll also have knowledge of child rights, global education and UK curriculum development issues.

Strong communication and financial management acumen will be backed by excellent interpersonal, conceptual and influencing skills.the ability to speak Welsh would be advantageous. An active presence in Afghanistan, we re working to alleviate the devastating effects of two decades of war. We re now reshaping our programme to deliver ever greater benefits for Afghan children developing a new approach of small, focused projects, designed to provide high-level impact. And as we do, our accountability for the use of donor funds will be a critical issue, which is why we need you. This is a difficult living environment with active conflict in country. Staff live and work in restrictive conditions and many people find this difficult. Staff need to commit to working in Afghanistan for 12 months and therefore you need to think seriously about living and working in these conditions. A source of expert advice and support, you ll help senior colleagues throughout the programme manage their project-relevant grants and donor funding. You ll assist in the management of accountability and compliance requirements, while producing reports, proposals and budgets for audiences up to government level. Relationship management with key donors will feature too, as will internal auditing and the maintaining of our grants database. As such, we re looking for a strong leader with a real understanding of compliance requirements for major donors, and the ability to establish systems in response. You ll need to be able to build relationships and develop the ability of others to manage accountabilities and compliance. Communication skills are also key, as you ll be presenting to team members, negotiating with donors and both writing and editing reports. And you must be comfortable developing audit files and project files for accountability purposes.

Since the end of the war, we ve launched post-conflict programmes in areas such as child protection, community re-integration and reproductive health. Our progress to date has been impressive, but there is still much to do. And this is why we need you. The focal point for our entire programme, you ll manage, develop and strengthen our work in all areas. You ll lead a diverse team, represent our work at the highest levels and set in place systems for the effective management of resources and finances alike. Risk assessment will feature too and you ll also build staff capacity and shape joint-working with Alliance members. Crucially, you ll also help develop a sub-regional portfolio of protection training and quality research. With five years experience in international relief and development programme management, you re ready to deliver impact at a national level. You re a natural leader and strategic thinker, comfortable negotiating at senior levels and influencing policy change. Analytical and able to manage both finances and resources, you also have experience of managing risk, developing security plans and securing income. And you have a genuine commitment to child protection. Poverty is endemic, one in four children dies before the age of five, and basic services, particularly education are massively under-resourced. In response, we re launching a project called Innovations to Improve Marginalised Girls and Boys Access to Basic and primary education in Afghanistan. Implemented across four key regions over a two year period, the project will identify, and build bridges for, children who are not attending school. You ll make sure it succeeds. This is a difficult living environment with active conflict in country. Staff live and work in restrictive conditions and many people find this difficult. Staff need to commit to working in Afghanistan for 12 months and therefore you need to think seriously about living and working in these conditions. A clear source of motivational leadership, you ll spearhead the development and roll-out of this ambitious new project. You ll also manage many of our other education projects, ensuring they evolve in line with our corporate priorities, and developing an overall advocacy strategy for the programme. Financial and grant budget management will feature too, as will regular reporting and external representation. And you ll also make a positive contribution to the development and implementation of the country s strategic plan. With four years experience working with an international NGO, and a solid background in people management, you ll thrive in this role. You have wide-ranging experience in primary education management, including teaching methodologies, active learning approaches and school structures. Your programme management and monitoring skills are excellent too, and your grant management experience includes budget holding and donor reporting. And perhaps most importantly, you re a natural communicator, comfortable writing reports and advocating at high levels.
