25 SEA Strategic Environmental Assessment A new tool EC Directive 42/01 introduced the public evaluation of developments plans, including electricity infrastructure plans The SEA in the power sector allows the assessment of environmental compatibility of planning tools and evaluation of global impact on the territory of the development plan The SEA addresses problems at an early stage and allows introducing alternative plans in a flexible way -25-
