24 Authorization problems Difficulties in building new high voltage lines due to authorisation problems People opposition linked to increased (excessive) environmental sensitivity, often connected to EMF Difficulties in identifying new feasible routes due to intense human territorial penetration Constraints in urban and territorial development due to corridors for electrical lines Lack of integration between electrical and territorial/environmental planning Unsatisfactory results and uncertain timetable of present authorization procedures (EIA) -24-

25 SEA Strategic Environmental Assessment A new tool EC Directive 42/01 introduced the public evaluation of developments plans, including electricity infrastructure plans The SEA in the power sector allows the assessment of environmental compatibility of planning tools and evaluation of global impact on the territory of the development plan The SEA addresses problems at an early stage and allows introducing alternative plans in a flexible way -25-
