Manages the development of an overall planning framework for the strategic development of the Department s IT operations involving risk management analysis, long-range operational planning, establishing of departmental policies, strategies, standards and systems transformation initiatives to fully integrate all aspects of IT activities into alignment with the Department's strategic vision. Plans, assigns and oversees multi-disciplinary project teams to develop operational and strategic IT plans, data management plans, enhanced management frameworks for IT, research on emerging technologies in IT and their impact on IT strategic and operational planning and work with client groups to identify opportunities for streamlining IT operations. Provides expertise in, and manages the provision of technical advice and guidance to clients, assigns and develops individuals and groups to serve as experts on specialized technical aspects of strategic IT planning, risk management analysis, emerging technologies, systems Manager, Planning Page 1 of 5
2 transformation initiatives and on opportunities for streamlining IT operations. Represents the IT Organization as the subject matter expert responsible for the integration of the Department s IT operational plan; the development of the Department s overall planning framework for IT operations; the identification of emerging IT technologies for adoption by the Department; the development of IT policies, strategies and standards; the data management plan; and enhanced management framework for IT in consultations with senior managers within the Department, senior IT officials in other federal departments and external organizations with authority to seek common ground to move initiatives forward. Chairs or facilitates project-related meetings with project sponsors, other stakeholders and vendor representatives. Chairs or participates in departmental and inter-departmental meetings and committees as required. Maintains knowledge of trends and developments in operational and strategic IT planning. 3 Skill - Habiletés The work requires the knowledge of: Theories, principles and practices of computer science including application development and maintenance, Systems Development Life Cycle (SDLC), service management, IT operational planning and development; the development of concepts, systems and implementation of IT policy to serve as a senior advisor and source of expertise on IT operational planning. Theories, principles and practices of strategic planning for the design and implementation of an IT strategic plan for the department in collaboration with other departments and organizations, which ensures the ongoing and future interoperability and security of potentially integrated interorganizational IT operations. Methods and techniques related to project management to conduct related cost-benefit analyses; to manage resources; to develop plans and reports; and, to plan, allocate, monitor and approve the work performed by project team members. Principles and practices of business analysis, risk management and planning in the provision of planning and design services for the management of the development of operational and strategic IT plans, the management of changes to departmental IT standards and policies, and the planning for the replacement of IT assets. Theories, principles and practices of financial management to budget and manage financial resources of the unit, for the negotiation and management of service level agreements with client organizations, the management of the IT assets of the Department, and for the negotiation and management of contracts with suppliers. Policy and program objectives of the Department, departmental client organizations, and external client and partner organizations in order to identify the state and evolution of the Department s IT needs and the technologies which could address policy, program, and organization needs of the Department and to provide advice to clients on the merits of specific changes to the strategic direction of IT operations. Legislation, regulations and Government policies relevant to the position. Leadership and management theory, principles and practices to lead committees and teams and manage a unit of project leaders. Departmental, federal, Canadian and international standards, trends and developments in IT operations and in emerging technologies to provide related technical advice to clients. The work also requires: Negotiation skills to conduct consultation and negotiation with business line and IT management for the successful implementation of IT strategies and plans; for the effective use of resources on project teams and committees; and for the negotiation of contracts and agreements with Manager, Planning Page 3 of 5
4 internal and external parties. Analytical skills to conceptualise and manage the development of IT strategies and plans. Communication skills to represent the IT Organization in consultation and negotiation with senior business line and IT managers within the Department, senior IT officials in other federal departments and external organizations. Verbal skills to communicate planning or technical information negotiate and resolve issues and make presentations to clients, colleagues and senior management. Writing skills to produce strategic and operational IT plans, policies, strategies, business cases, specifications, correspondence and other documents related to IT. Effort - Efforts Intellectual effort is required to: Provide management and expert advice for planning the strategic development of a Department or Agency s IT operations, the establishment of departmental IT policies and standards, and the identification of opportunities for IT operations. Effort involves analyzing current and future IT operations while identifying specific client group requirements; reviewing, monitoring and overseeing related analysis and planning projects which will form the Department s planning framework for IT operations. Develop management and service delivery frameworks. This involves developing strategies, plans and procedures; developing and presenting reports; guiding clients and senior management; negotiating services from suppliers, and developing and evaluating recommendations. Develop strategies, plans and systems for clients meeting the overall departmental technology goals and objectives. This involves researching, analyzing and identifying clients goals, objectives and requirements in terms of IT operations, analyzing these against the overall departmental goals and objectives and developing and proposing viable strategies, plans and systems to be implemented. Analyze the overall planning framework for the strategic development of the department s IT operations and to identify major risk management issues and to develop Departmental IT policies, strategies, standards or systems transformation initiatives. Judgment and innovative thinking are required to develop strategies, plans and systems for clients meeting the overall Department technology goals and objectives. Activities, recommendations and decisions have an impact on the Department and affect: the successful planning, development and delivery of IT services; the expenditure of funds related to budgets, contracts and capital expenditures; the effective utilization of human resources; the Manager, Planning Page 4 of 5
5 development of IT frameworks, strategies and policies; and the attainment of corporate objectives and the alignment of expected results with planned goals. Physical: The work requires sitting for prolonged periods while writing reports, business plans, presentations and memos and participating in lengthy meetings and conference calls. May be required to stand to make presentations. Responsibility - Responsabilités The position is responsible for contacts with senior business line specialists, senior managers, program specialists and senior technical staff to obtain agreement on requirements for services or on the resolution of IT planning issues, and has authority to seek common ground on which to base solutions. Manages the work performed by a unit comprised of project leaders. Assigns specialists to work teams and projects, and directs and schedules their work by setting target dates and milestones. Provides technical guidance and direction to projects. Evaluates performance and recommends training, provides counselling on career paths and assists career advancement. Analyzes human resource requirements to perform the work of the unit and recommends staffing levels through input into business plans. Manages unit and project budgets, identifies need for expenditures for supplies, equipment and contract services to support project requirements within approved budgets. Negotiates and manages service level agreements and contracts with suppliers of technical expertise; negotiates and/or manages project agreements with clients for the negotiation of contracts with suppliers; commits expenditures within established guidelines and procedures. Initiates contract process for services and approves payments on the fulfillment of contract technical specifications. Responsible for a desktop and/or laptop computer, security hardware and software, and for maintaining data integrity, and confidentiality and security in own work.
