2 Making EVs the right choice With 60% of emissions in Oslo coming from the transport sector, the only way to reduce local emissions in Oslo is to boost a green shift in transportation. In 2008, Oslo adopted a ten-point plan to reduce CO2 emissions, to which the large scale introduction of EVs plays a big part.
3 A green shift in transport is needed Everything is connected to everything, in addition to more EVs we need: More public transportation Greener public transportation. Fossil-free within 2020 Increased focus on facilitation for pedestrians and cyclists Increased focus on (green) car sharing More freight handling by trains Green freight distribution in the City Electrification and greener heavy duty vehicles EL-taxis More integration between passenger cars and public transportation (park and ride solutions) Increased use of ITS As well as, More electrical vehicles

9 Making EVs the right choice - Charging infrastructure To kick-start the adoption of EVs electrical vehicle the City of Oslo has contributed to the proliferation of an adequate charging infrastructure. Today Oslo is Norway s, and probably the Worlds, largest owner of charging infrastructure Seeing- is believe. Easily available charging infrastructure made the driving an EV attractive and convenient, but also helped to raise public awareness and increase understanding about EVs.
10 Status 2015 The City of Oslo is today the country s largest owner of charging infrastructure with 728 on-street charging point on public ground. 400 new charging points will be deployed within The City will offer 1100 public charging points within 2015.

17 A launching customer Oslo will set an example by acting as a launching costumer. Oslo will replace its existing fleet of 1000 conventionally fuelled cars with EV s within In 2013 allocated 6.1 million euros in interest-free loans for agencies to use when replacing vehicles.
18 Subsidies from the Climate- and Environment Fund To boost the implementation and use of electric vehicles Oslo introduced a scheme for the implementation of charging stations in non-public areas (Such as shopping malls and dwellings). Private companies, institutions and housing associations can apply for a grant of 60 % of the establishment costs, up to ,- NOK (1200 Euros) per charging point, this resulted in over 400 additional charging points.
19 Does the strategy work? The growth of electrical vehicles in the Oslo area has been tremendous, with an exponential growth of more than 100 % on an annual base since In more than 35 % of all EVs sold in Western Europa in 2014 were sold in Norway, including more than half of all Teslas and E-Golfs sold in Europe. In the first three months of 2015 close to 20 % of all new vehicles sold in Norway were pure electrical.
20 Promising news This spring we witnessed some very promising news: Norway reached the ambitious goals of EVs, two years ahead of schedule. More than of them is situated in the greater Oslo area. Close to 20 % of all New vehicles sold in Norway are electrical in the first quarter of 2015, and 35 % of all EVs sold in Western Europa in 2014 was sold in Norway. A new Climate- and Energy Strategy, including a shift towards green mobility and EVs. Both for private cars and professional use.
21 New figures on CO2 emission of new cars sold in Norway (in the first quarter of 2015) dropped from 138 g/km CO2 to a promising 93 g/km, close to the national goal in Norway of 85 g/km CO2 which is deemed necessary to meet the ambitious goal of reducing the green gases by 50% in 2030.
22 The Challenge Ahead An exponential growth of more than 100 % annually makes it hard to keep up the phase with the deployment of charging infrastructure. The number of EVs increased with 112% in Oslo last year, and the number of charging points increased with 29%.
23 New focus areas Never change a winning card, but always stay flexible. New focus areas may include: Indoor Parking houses or EVs (Akershus, Vulkan). The World s first dedicated P-Houses just for EVs Establishing quick-chargers in cooperation with private actors Large on-street Sites
24 New Areas Increased focus on location outside Ring 2, and in residential areas Requirements on charging in public parking spaces for EVs Increase focus on Park and Ride Reduction of the maximum allowed parking time in the inner city Reserved parking places for EVs without charging Increase focus on green freight distribution Increased focus on EL-Taxi Increased focus on Resident Parking and payment for non-residents Stimulation of green car sharing Development of back-office solutions for charging Increased integration of ITS.
25 Continuation More on-street charging posts in areas with a low coverage, especially outside Ring 2 Grants from the Climate- and Energy fond (KEP) Purchase of EV in the municipalities of car fleet (1000 vehicles) Pilot projects on EVs and green fright distribution in EU (EVUE, FREVUE, C40) Cooperation with the EV association and environmental organizations Cooperation with Electric Mobility Norway and R&D organizations (SINTEF, TØI) Increase cooperation with important stakeholder, OBOS, Hafslund and private actors.
26 Sky is the limit, or trouble in paradise? A further expansion of EVs depends on: Technology development and trends (especially for battery and EVs) Price converges between EVs and conventional cars ( ITC) due to increase scale of economy The future of the financial incentives (both on purchase and usage) Regulatory policy, including parking, environmental zones etc. Relative price development for fossil fuel and electricity A strong and continued cooperation with the EV users organization, environmental organization, R&D institutions, car manufactures etc. Development in the local traffic (including congestions, pollutions and health costs, increased car use etc.)
27 Concluding remarks So far so good, but we still want more EVs. We also needs to speed up the green shifts for commercial vehicles; like freight vehicles, taxies, commercial trucks, buses, green car sharing etc. This work have started, for instance trough the EU-project FREVUE for green freight distribution in the inner City, and for the transformation of the hole fleet of our public transportation company Ruter to sustainable fuel such as biogas, hydrogen gas and electricity. Norway has contributed to a new shift to green mobility and has helped boosting the numbers of EVs internationally through a large demand, but we still want more, and more cities world-wide to do the same. Only then can we create world-wide achievements. It is really not a question of putting a man on the moon. The technical solutions are already there to pick, and the good news is - it is really working. Dear all thank you for your attention.
