2 The need for change. As a public sector organisation, you face change on a scale rarely seen before. You re being asked to become more efficient, more focused on citizens and more responsive. Collectively, you re also expected to deliver over 6bn in savings. Delivering more for less Today, we believe that shared services have a big contribution to make in meeting this age of austerity head-on. Rather than cutting costs by slashing services, they provide an opportunity to actually deliver a wider choice of services, for less spend. With high-speed fibre optic networks, there s no reason why the shared service model can t be truly embraced. For example, if local authorities shared their data centre services, cost savings could be made and the inconvenience of putting multiple independent backups in place could be removed. In a similar way, sharing networks themselves would drive efficiencies. Working smarter It s about doing things better, smarter and getting better value for money, says Robert Parker, Head of Business Development (Public Sector) for Virgin Media Business. In deploying this shared service approach across the public sector, it s easy to see how significant cost savings can be made. This will cut out duplication and improve efficiencies. This will bring you closer to the citizens you serve by enabling cross-departmental and inter-agency working. Aggregated procurement and shared services are providing an opportunity to address the current financial challenges the public sector face. 3 Public Services Network: A network of networks. Public Services Network (PSN) continues to underpin the Government s ICT strategy and is working towards Government policies such as Digital Britain. It is already delivering cost savings, improving the access and delivery of public services and supporting the shared services initiative. PSN will connect you, other organisations and the citizens you serve through a network of networks. It ll be easy to share information and access any network service that s needed. Departments and organisations will be able to share existing services and look after their communities better too. Savings of up to 500m per year The PSN marketplace will balance the need for efficiencies and lower costs with the benefits of a standards-based approach. It ll allow you to concentrate on service delivery. You ll be able to buy the network services that you need from pre-approved suppliers, close to you, confident that different technologies will work together and that data will be secure. By creating such an open marketplace and promoting increased collaboration and sharing, procurement will become quicker, cheaper and simpler too. Collectively, PSN will save the Public Sector up to 500m a year a significant part of the Government s 16.5bn ICT spend*. The Government Conveyance Network (GCN) lies at the heart of the PSN. It s a network of networks that will be used to connect multiple operators. Access to the GCN will be given to Direct Network Service Providers (DNSP), who will in turn enable public sector organisations to connect to other organisations networks and share services. *Source [Operational Efficiency Programme (OEP) Report].

4 What we re doing to help. With PSN underpinning the Government ICT strategy, we re doing everything we can to support it. Working with the Cabinet Office Understanding PSN and the impact it will have on your organisation becomes increasingly important as it gets more widely adopted. That s the reason we re at the centre of this Cabinet Office led programme. It keeps us on the pulse of evolving PSN standards which we continuously feed directly into our customer deployments. PSN Accreditation To ensure PSN compliance, it s critical your service provider is taking the relevant steps to bring its network and services in line with the latest standards. We re proud to be the first organisation in the UK to achieve full Public Service Network (PSN) Compliance Certification as a Direct Network Service Provider (DNSP). This follows the successful audit and subsequent certification of our data services, having met the requirements set out by the CESG Assured Services (Telecoms) scheme. So you can be assured that your data is secure and your services are future-proof and primed for PSN. Enabling key cost savings Enabling remote and flexible working through services like unified communications, remote access and managed LAN services, can bring vast savings to public sector organisations. We are already deploying services like these to create shared service environments, built on PSN principles. These first collaborative network projects include the ground-breaking HPSN2 in Hampshire and CPSN in Cambridgeshire. Now more than ever, public services need to work together in order to share the cost of service provision to the public.
