S/N Description of Job 01 Repairing of Diesel Bowsers No. MH 34 A 5980 and MH 34 A 5623 at Project Site. Estimated Cost Rs.99000/- for 2 Nos EMD Value Rs Completion Cost of tender period document 7 days Rs SCOPE OF WORK. 1) Complete Repairing of diesel bowsers as per requirement for certification of renewal of Explosives Licences. 2) Testing of diesel bowsers tanks. 3) Writing works as required by explosive department.. ISSUE OF TENDER DOCUMENTS (a) Date of issue of Tender Documents (on written request) :- 23/05/2014 to 29/05/2014 (b) Last date of submission of sealed tender (Part-I & II) :- 29/05/2014 upto 2.00 PM (c) Date & Time of Opening of Tender (Part-I) :- 29/05/2014 at 4.00 PM TERMS & CONDITIONS 1) Tender documents (tender notice & Bill of quantity-part-ii) shall be issued to the firm/tenderer on receipt of written request and can be obtained from the office of the undersigned on any working day on payment of tender fee from 23/05/2014 to 29/05/2014 upto 2 PM except Wednesday & holiday. Tender Notice is also available on " web site and can be downloaded directly from website. Tenderer who have downloaded the tender document directly from the website will be accepted only when it is accompanied by a DD of Rs.100/- as cost of tender document & EMD otherwise their offer will be rejected on the spot itself. Also the tenderer who has been downloaded the tender form from web site, will have to furnish a certificate that the tender document were downloaded from WCL web site and has not been tampered. 2) LOCATION OF JOB :- WCL, New majri open cast, Tah. Bhadravati, Dist.Chandrapur of New majri open cast Sub Area may be contacted before submission of tender. The Firm is advised to get the job at site inspected by their authorized representative and to make a Joint Inspection Report (JIR) with the concerned Engineer / Engineer I/C(Excv) of the unit. This J.I.R. should be submitted with the Technical Bid (Part-I). The offer without their J.I.R. will be liable for rejection. 3) RECEIPT OF THE TENDER:- Tenders are to be submitted in sealed TWO SEPARATE COVERS clearly mentioning as Part-I & Part-II in the Office of the chief manager (Excv) WCL New Majri Open cast po shivji nagar, Dist.Chandrapur Pin upto 2.00 PM on 29/05/2014 No Tender will be accepted by FAX. 3 Page (2) 4) OPENING OF TENDER :- Part-I of the tenders will be opened in the office of the chief manager (Excv) WCL New Majri Open cast po shivji nagar, Dist.Chandrapur Pin at 4.00 PM on 29/05/ ) Part-I of the offer in sealed cover should contain Earnest Money Deposit, Cost of tender documents, terms & conditions duly accepted & signed along with self attested copies of the following certificate / documents towards qualifying criteria duly signed by the tenderer. 1.Valid firm registration details, if any. 2.The last Bank Solvency Certificate (within one year form the date of submission of tender) of Financial soundness from any nationalized banks or from any scheduled commercial banks for a minimum value of 20% of estimated cost. c) Service Tax registration certificate. d) VAT Registration certificate. e) Professional tax clearance certificates for the last financial year or the last assessment year whichever is later or proof of filing the returns for the previous financial year. f) Experience of same / similar nature of work (work order copies) with work completion certificate or copy of bill certified by the Engineer concern for job completed satisfactorily in WCL, CIL or its subsidiaries, Public Sector Undertakings, State/Central Govt. etc. are to be enclosed with the offer. g) Copy of PAN Card. h) Non Banning Certificate. i) Joint Inspection Report (JIR) of Firm s authorized representative & concerned Engineer / Engineer I/C (Excv) of the project at site. 6) Part-II (Price Bid) :- The rates shall be filled by the firm in the document (Bill of quantity) provided with the tender only. Both the documents should be enclosed individual envelopes and sealed and subscribed in the corner of the envelope with tender notice no. and date and due date of opening and Part-I as technical bid and Part-II as price bid. The validity of quoted rates shall be 180 days. Part-II shall be opened after ascertaining the eligibility of the valid offers based on the documentary evidence submitted by tenderer along with Part-I of the offer. Part-II of the tender shall be opened only after the acceptance of Part-I by the Management. Mere issuance of the tender document does not mean that the party has qualified for opening of Part-II. 7) RATE :- The said jobs are to be carried out at project site on the own risk of Firm. Necessary orrengment will be provided by the project. Cost of material/labour charges and taxes if any must b mentioned separately in your offer. 8) EXPERIENCE :- (a) Tenderer must have executed a singly contract of similar nature of work during any of the proceeding 1-5 financial years not less than the amount equal to 80% of the estimated cost OR two same completed works each costing not less than the amount equal to 50% of the estimated cost. OR three completed works each costing not less than the amount equal to 40% of the estimated cost. (b) Tenderer must have executed a similar nature of work as mentioned above in the same name and style of the firm during past 1-5 years. 9) EMD VALUE :- Payable to Western Coalfields Limited, New Majri Open Cast Sub Area no 1 A/c by Demand Draft from any Nationalized / Scheduled Commercial Banks OR by cash to be deposited to the Chief Cashier of New majri open cast sub area on 29/05/2014 any working day up to (2.00 PM) except Wednesday / holiday. The Earnest Money shall bear no interest. 10) PRICE OF TENDER DOCUMENT :- Price of tender document shall be 100/- per set, which is not refundable, ` 50/- shall be charged extra for postal delivery. Ancillary units of WCL are exempted from payment of tender document fee. Contd.. Page 3..

4 Page (3) 11) INSPECTION :- Final inspection will be carried out by our Project Engineer at our Project Site after receipt of above repaired items from your works. 12) GUARANTEE/WARRANTY :- You will have to offer guarantee period of 1500 working hours or 6 months. 13) PAYMENT :- 90% payment will be paid within 30 days after completion and acceptance/inspection of above job & balance 10% after completion of guarantee period. The details of EFT payment has to be mentioned by you in your offer. 14) DELIVERY PERIOD :- Duly carried out job shall be delivered to the consignee within 7 days 15) PENALTY :- In case of failure to complete the above job repaired within stipulated above time period, ½% per week of the cost of job subject to a ceiling of 15% will be levied upon you or the part thereof as the case may be. 16) INDEMNITY BOND :- The successful tenderer shall submit an indemnity bond on non-judicial stamp paper of Rs.100/- for the work order value to the consignee before lifting the material for repair. 17) WCL reserves the rights to accept or reject any or all the offers or part thereof without assigning any reason what so ever. WCL shall not be responsible for any consequences due to postal delay. The tenderer should contact the tendering authority and verify the facts in case of confusion regarding terms and conditions, if any before due date of opening of tender.
