2 Looking backwards Why a European e-competence Framework?" In 2006, before e-cf creation, there was no common agreement on how to express ICT competence/ skills requirements and gaps on Nationals and at European level" Airbus, Eurocopter, Michelin as well as many other leading European companies use IS/IT services worldwide: à Huge efforts and costs to establish and update company internal ICT competence catalogues for HR planning, training and development à Sharing these efforts at a European level could save time and money" National ICT qualification/ competence frameworks existed in parallel to each other which made them difficult to apply in a cross-national environment" No common language to link ICT competence demand and qualification/ certification supply" Lack of transparency + Five- fold workload à mobility + efficiency problem which impacts European ICT sector s compeaaveness 2
