1 Newsletter No. 2 e-leadership Delivering Skills for an Innovative and Competitive Europe 'NEW CURRICULA FOR E-LEADERSHIP' REGIONAL CLUSTER EVENTS DATES AND AGENDA ARE NOW ONLINE: HAVE A LOOK AND SELECT AS APPROPRIATE FOR YOU A series of 10 regional cluster events to take place throughout Europe are currently being organized within the European Commission e-leadership initiative which focuses on the leadership needs of top decisionmakers and professional leaders at larger enterprises. These leaders oversee portfolios of both well-defined and emergent innovation opportunities. Successful design and implementation requires developing and engaging highly qualified staff to realise the target value. The initiative has been started against the background that demand is growing throughout European industry to improve the quality of e-leadership, covering organisation leadership in ICT innovation to deliver business value. Research has confirmed a significant shortage of e-leadership skills across Europe - a call for action. Registration is now open at for the events on 20 May at the New Bulgarian University in Sofia (Bulgaria), 3 June at Henley Business School in the UK, IE Business School in Madrid on 4 June and at Politecnico di Milano on 25 June Further events will follow. EUROPEAN E-LEADERSHIP CURRICULUM PROFILES ENDORSED BY EUROPEAN INDUSTRY LEADERS At the recent European CIO Association board meeting, unanimous approval was given to endorse the newly developed curriculum profiles that have been created as part of the European Commission New Curricula for e-leadership initiative. Peter Hagedoorn, Secretary General of the Association, believes that the curriculum profiles go a long way to creating a simpler way of navigating through the jungle of executive education programmes that address e-leadership skills. Matching the needs of the demand side industry organisations to the supply of programmes and courses from the academic and technical supply side is essential to tackle the skills shortfall that is predicted for the coming years. The following e-leadership curriculum profiles are endorsed by the organisation: Innovation and Transformation through ICT Business and Enterprise Architecture Information Security Governance Paul Costelloe, Director of Executive Education for EuroCIO, said that the curriculum profiles are being incorporated as a key feature in their executive education programme: We are already using the BEA curriculum profile to map the required e-leadership skills to our pan-european programme taught by Henley Business School in the UK, TiasNimbas in the Netherlands and Technical University Munich in Germany. This ensures that our programme stays up to date and current and continually evolves. The fact that the profiles
2 make reference to the e-competence Framework adds enormous value to the overall approach. NEWS FROM RELATED e-leadership INITIATIVES EXPERT WORKSHOP ON E-LEADERSHIP SKILLS FOR SMALL AND MEDIUM SIZED ENTERPRISES Effective organisations are demanding e-leaders who are both business and ICT-savvy. For effective e-leadership, the skills required are seen as those which enable people with very strong ICT skills to lead qualified staff from ICT and other disciplines towards identifying and designing business models and exploiting key innovation opportunities. Their success is defined as making best use of developments in ICT and delivering value to their organizations. It is against this background that the European Commission (DG Enterprise and Industry Unit ENTR-E4 - Key Enabling Technologies and Digital Economy) has launched a complementary e-leadership initiative to the above one on e-leadership Skills for Small and Medium Sized Enterprises. The initiative held its first expert workshop on 17 March 1014 in Brussels. This workshop aimed to Bring together a wide group of scholars and practitioners with an expertise at the intersection of ICT, entrepreneurship, business development, and leadership: e-leadership; Discuss the research planned to capture requirements for e-leadership skills in this particular business setting; Present and discuss: existing e-leadership definitions and metrics; and existing efforts to understand demand and supply of e-leaders in successful SMEs, especially with regards to the roles of Higher and Executive Education. e-leadership requirements from SMEs, entrepreneurial and high growth start-up companies. Mission statement, definitions and monitoring approach NEWS FROM OTHER RELATED EUROPEAN COMMISSION ACTIVITIES INTERNATIONAL WORKSHOP OF THE EUROPEAN COMMISSION ON E-SKILLS AND ICT PROFESSIONALISM ON MARCH 2014 IN BRUSSELS The European Commission has invited to and hosted this first international workshop on e-skills in Brussels. At the workshop, national and international e-skills experts (from US, Brazil, South Africa, Russia, India, Japan, Malaysia, Australia, Chile and Canada, as well as Europe) met to discuss the topic. The primary focus of the workshop was to facilitate information sharing and to explore possible avenues of cooperation and collaboration in the longer term. The main focus was on e-skills for ICT practitioners (not on basic digital literacy). The primary objective was to facilitate information-sharing between participants, so that national/regional perspectives can be shared to facilitate a common view of the international landscape for e-skills and ICT professionalism. The current situation and state of affair on e-skills in Europe was presented by empirica, the Innovation Value Institute and CEPIS. CONFERENCE IN BRUSSELS ON "THE INTERNATIONAL DIMENSION OF E-SKILLS AND THE IMPACT OF GLOBALIZATION" 26 MARCH 2014 On the 26 March 2014 the European Commission Directorate General of Enterprise and Industry, held a high-level conference in Brussels on "The International Dimension of e-skills and the Impact of Globalization". A special focus of the conference was on the need for maturing the ICT profession and on the emerging education and training needs stemming from newly emerging mega trends in ICT in areas such as cloud computing, big data, social media technologies, etc. The event was an opportunity for senior level stakeholders in government, industry and academia across
3 Europe to come together to help shape future e-skills policy. It took part after a two-day expert workshop with representatives from leading countries in this field including (see above). The goal is to enhance understanding of the international dimension of e-skills in order to better anticipate, envisage possible future cooperation and improve efforts to develop e-skills for Europe and manage the transition to a digital economy. It is launched as a follow up to the European Commission s Communication on "e-skills for the 21st Century: Fostering Growth, Competitiveness and Jobs" which includes a long-term e-skills agenda and of the "Grand Coalition for Digital Jobs" launched by President Barroso in March RELEASE OF BROCHURE SUMMARIZING THE RESULTS ON E-SKILLS -MONITORING AND BENCHMARKING POLICIES AND PARTNERSHIPS IN EUROPE IN ALL EU OFFICIAL LANGUAGES The Final Report and 27 Country Reports together with a 24-page brochure translated into all EU languages on e-skills -Monitoring and Benchmarking Policies and Partnerships in Europe have been released. Interested parties can download all these documents at the European Commission's website: and or E-SKILLS FOR JOBS 2014: MOBILISING TO SUPPORT JOB CREATION AND UPSKILLING OF THE WORKFORCE, 6 MAY ETHNIKI CONFERENCE CENTRE, ATHENS, GREECE As part of the e-skills for ICT Jobs initiative the European Commission is organizing the conference e-skills for Jobs 2014 Conference: Mobilising to Support Job Creation and Upskilling of the Workforce on 6 May 2014, at the Ethniki Conference Centre in Athens. This event is under the auspices of the Greek EU Presidency and the European Commission and is organised by SEPE (the Federation of Hellenic ICT Enterprises) and DIGITALEUROPE. During the course of 2014, the e-skills for Jobs campaign is taking place in 30 European countries, informing students, unemployed people, ICT professionals and SMEs about the vast range of opportunities that ICT-related jobs present in response to the growing demand of ICT-skilled professionals -which is currently not met-despite high level of unemployment in Europe. The goal of the conference is to foster dialogue among key stakeholders and demonstrate the opportunities that the ICT industry offers to support the creation of jobs and growth in Europe. The campaign comes under the umbrella of the European Commission s Grand Coalition for Digital Jobs, an EU-wide multi-stakeholder partnership helping to address a shortfall in the number of European citizens with ICT professional skills, and to exploit the employment creation potential of ICT. To register, please go to For further inquiries, please contact: forum@sepe.gr NEWS FROM RELATED NATIONAL ACTIVITIES SOFTWARE CAMPUS AN INNOVATIVE E-LEADERSHIP PROGRAMME FOR EXCELLENCE Software Campus is an innovative scholarship programme for excellent PhD and Master students in ICT, focusing on outstanding individuals who show promise to address a shortage in suitably qualified e-leaders, as it is widely perceived in Germany. Apart from the scholarship grants, which are generous (up to 100,000 per candidate and project), the initiative is providing the infrastructure for systematically supporting acquisition of e-leadership skills. Software Campus also offers career support via measures for networking and
4 mentoring. Participants are to develop skills as researchers and managers at the same time, acquiring high quality working experience at several of the participating employers Software Campus has been selected as one of 20 e-skills best practice cases as part of the European Commission activity e-skills: Monitoring and Benchmarking policies and partnerships in Europe ( ITMB IT MANAGEMENT FOR BUSINESS BACHELOR S DEGREE THAT FORMS THE BASIS FOR FUTURE E-LEADERS The ITMB degree is a tailored education programme that meets the very core of e-leadership. It does not leave this special mix of competences to masters or PhD training. ICT and management skills are taught in a demanding bachelor s degree that forms the basis for future e-leaders. This is an example for a successful co-operation between the industry and the academic world. By putting employers in the driving seat, the design process applied for the ITMB fully reflects the ICT practitioner related requirements of major private sectors employers in the U.K., and has helped fill a gap for graduates who combine ICT practitioner with business and leadership skills ( The ITMB has been selected as one of 20 e-skills best practice cases as part of the European Commission activity e-skills: Monitoring and Benchmarking policies and partnerships in Europe ( NEWS FROM PARTNERS FIRST E-COMPETENCE ASSESSMENT CERTIFICATES HANDED OUT On 12 November 2013 the first ICT professionals received their official EXIN certification of the e-competence Assessment from the hands of Bernd Taselaar, CEO EXIN. This assessment measures the e-competencies of the professional and supports this with an official certificate. The e-competence Assessment, developed by EXIN, is a new way of validating competences of professionals. It offers the professional an objective valuation of its ICT skills based on knowledge (diplomas, certifications), attitude (soft skills) and skills (experience, realized in practice). Professionals make this clear their qualities, which help them in the next steps in their personal development. It gives employers objective handles to get the right people in the right place and it is also an effective instrument for procurement OTHER NEWS THE DIGITAL WORLD IN WHAT PLACE FOR EUROPE? - EUROPEAN INTERNET FOUNDATION (EIF) REPORT RELEASED After a yearlong collaboration with EIF members and experts from all over the world, including policy makers and representatives from industry and academia, the EIF report 'The Digital World in 2030: What Place for Europe?' is finally ready. This report proceeds in five chapters. The first proposes an updated central paradigm for trying to envision the digital world, this time of 2030, and summarises what are likely to be key features. The second updates observable trends in the evolution of the technologies and tools driving the digital revolution. The third turns to observable economic trends, and the fourth to political and social trends. Finally the authors ask what will be Europe s place in the digital world of 2030, looking more specifically at those public policy areas which for better or worse will largely determine the answer. Europe s place in this future Knowing Society will depend on our ability from this moment forward to both facilitate and manage knowing-driven change on our continent. Marginal reform of long-standing political, social and economic models will no longer suffice. Responsibility for meeting this challenge will increasingly lie with our younger generations at a time of unprecedented aging of the European continent. THE MOST SUBSTANTIAL CHALLENGES ARE DEMONSTRATING EFFECTIVE
5 LEADERSHIP AND FINDING, DEVELOPING, AND RETAINING IT TALENT RESULTS FROM A RECENT MCKINSEY SURVEY ON BUSINESS TECHNOLOGY The results from the latest survey of McKinsey show that more and more executives are acknowledging the strategic value of IT to their businesses beyond merely cutting costs. But as they focus on and invest in the function s ability to enable productivity, business efficiency, and product and service innovation, respondents are also homing in on the shortcomings many IT organizations suffer. Among the most substantial challenges are demonstrating effective leadership and finding, developing, and retaining IT talent. These are among the key findings from the most recent McKinsey survey on business technology, which asked executives from all functions about their companies priorities for, spending on, and satisfaction with IT.1 Overall, respondents are more negative about IT performance than they were in 2012 and, notably, IT executives judge their own effectiveness more harshly than their business counterparts do. Compared with executives from the business side, they are more than twice as likely to suggest replacing IT management as the best remedy.
