1 The job market conveyor instruments for integrative manpower placement in Europe: - a comparison of their effects - an intensive know-how exchange of experts - the qualification / the exchange of key forces - the development of an European ideal model the creation of a permanent expert's conference a Central Europe application

2 Central Europe: Agens GmbH. plans to apply for this project for the 3. call. Deadline for submission of the application is the 7th May, 2010, decision of the project approval in 11/2010, Project start would be January in Project duration: 30 months, from 01/ /2013. Project partner: Agens GmbH. as a Lead partner plus 3 additional project partners (private or public institutions possible), who will take actively part within work package 3 (= search of conveyor instruments,development of the data-matrix and key force exchange), as well as public job market actors (= job market service, Federal agency for labour, AFSZ in Hungary, etc.), who will participate as active partners in particular within work packages 4 +5 (= development(creation) ideal model and expert's conference) as additional partners, coming from Central Europe program area. Those public partners, as the Austrian Agency for Labour will participate with low budget shares to the project. We are anxious to win national ministries of Labour as associated partners. We plan to have The German project start, the company Trenkwalder would be planned for Czechia or Hungary and one (nord) Italian partner, who has not been found yet. Project goals: - to analyse every national (good practice) conveyor instrument for manpower placement, which are aimed to the integration of jobless persons in labour market, with regard to their effectiveness for labour market policies and to compare them, - to organise an intensive know-how exchange of international experts on the subject - specifically within a permanent accompanying virtual expert conference, which should last longer than the project itself - to qualify Key forces (= employees) of this project scenery in an scale of transeuropean exchange and to develop an ideal conveyor model of the integrative manpower placement in Central Europe and its national applicable adaptations. Relevance for future decisions: - Aid: In Austria the manpower placement as an integrative instrument on the job market, is nowadays primarily supported on one hand by non profit manpower placement organisations, which are assigned by the Austrian Agency for Labour (AMS), on the other hand, by direct supports to commercial staffing companies. - job market-political integration work: in both cases the purpose is the integration of jobless persons in the labour market. - different beneficiaries: all European lands(countries) have different conveyor instruments, which are sometimes orientated stronger at the benefit of the target groups to be integrated and sometimes stronger for the benefit of the economy - political strategy: a wide comparison of the conveyor instruments and evaluation concerning their way they effect labour policies and the different labour target groups, is essential for future political strategy decisions of all decision taking labour market stakeholders (ministries, Labour Agencies, etc.)

3 Project costs: All together we apply for the project for whole project costs of approx. 2,300,000 EUR. Of it for the achievements, which are produced by all project partners = data searches, Data evaluations, data analyses, key forces exchange, concept of the ideal model, adaptation on 4 national models, implementation of the permanent Conference approx. 2,000,000 EUR. As in the East Central European countries the integrative manpower placement is less established as in the western Central European countries we suggest the following budgets: Austria: 500,000 EUR, Germany 600,000 EUR, Italy 500,000 EUR, East Central Europe 400,000 EUR,-- plus 300,000 EUR for the management of the Lead partner Agens. 75% (in east lands 85%) of the whole project costs are financed by ERDF. The difference is has to be co financed by the partners. The Austrian Co financing rate of 200,000 EUR (= 25% from 800 TS) is already assured. The co financing rate would be for Germany 150,000 EUR (= 25% of 600TS), for Italy 125,000 EUR (= 25% of 500 TS) and for Czechia and/or Hungary 60,000 EUR (= 15% of 400 TS). The budget will be spread on 2011 (= 40%), in 2012 (= 40%) and in 2013 (= 20%) and have to be assured. Amount of work: The responsibility for the content and financial project coordination is connected with the Lead partnership. The Lead partner takes over the project management (exception: low national budgets for own management). Agens education and consulting is a Ltd. (enterprise). Agens GmbH. ordered by the CEO Dr. Hermann Zemlicka and its employees have knowhow on this subject (integrative manpower placement) in Austria. The prior project Trendwerk (representative till 2005 Dr. Hermann Zemlicka) has during the last years by public order employed approx. 8,000 people, being not job ready, to integrate them finally after a period of some months as an temporary employee for favourable conditions for the companies, into labour market. Approx. 65% of them have been integrated into Labour market. This model was elected as a " best of all practice-model. Agens has also know how to other conveyor forms of integrative workforce placement (e.g., working assistance, models in cooperation with commercial staffing companies). In addition the employees of Agens are experienced in managing projects co financed by European funds and in submission of projects applications to the INTERREG IVC program. Every project partner has to take over the national data research, data capture and analysis from projects or companies using integrative manpower placement, the common Development and evaluation of the matrix, the key forces exchange, the building up and Participation in the permanent expert conference, the development of an ideal model and its national adaptations, being ready for national realisation.

4 Project details: The project will be applied under "priority 1 = facilitating innovation across Central Europe", 1.3 = fostering knowledge development The general goals of the Central European program is the strengthening of the territorial Cohesion, fostering internal integration and the improvement of the competitiveness of Central Europe. Project goals: The concrete project goals are to compare (good practice) conveyor instruments for manpower placement / temporary employees, which duty is to integrate jobless persons in the first labour market, to organise an intensive know-how exchange of international experts, to qualify key forces of this project scenery by an international exchange and to develop an ideal model for the integrative manpower placement in Europe (with national adaptations). Project content: The project partner will collect successfully conveyor instruments (e.g., collaboration models from commercial and non profit temporary staffing companies, employment supports to non profit companies, direct employment supports of enterprise like grants for employment, working assistances, Combination wage models, etc.) in the partner countries and compare them with each other. This happens by the inquiry of identification numbers, which will be shown in one of the project partners developed matrix (e.g. kind of the support, labour market policies orders and their effects, advantage for the enterprises or for the employees, financing of the enterprises / Projects, target groups, importance of the qualification, job market-political results, sustainability of the employment, etc.). As well commercial as non profit companies dealing with temporary employment will be reviewed. Similary the conveyor instruments and their effectiveness, concerning the integration of jobless persons / different target groups and concerning their results for the economy and the job market policies will be examined. The needed data will be provided or collected in cooperation with the reviewed companies by the project partners and they will evaluated them. During the whole project term an intensive know-how exchange is planned between international experts. This exchange will be effected on the one hand within the scope of conferences etc. and on the other hand by the virtual expert conference at Internet platform of the project website. In addition, an organised exchange of key forces between well selected projects / enterprises in the partner countries will take place. The benefit will be qualification by know-how exchange and the elevation of not known, but relevant data for the developed matrix. As an essential project goal a theoretically ideal model and its national adaptations of integrative manpower placement will be developed by all project partners and experts based on the collected an evaluated data.

5 The ideal model is based on the won good practice experiences of the project partners and on the input of the experts. Then this model will be adapted by the project partners taking under consideration of national requirements and juridical circumstances, to be able to be implemented in the partners regions. Its another partner duty to campaign for a national implementation to assure a sustainable project result. The outputs and results of the project will be interesting and useful for strategy decisions of labour ministries or labour agencies, for the employee and employer representations, for Governments, etc. and for all companies / facilities working with the integrative manpower placement as labour market instrument for disadvantaged people. The work packages: In work package 1 the project management and the project coordination is described more precisely. A Steering Group will be implemented. It will meets every six months and will take the basic decisions for the project. The Steering Group will be composed obliging from a representative of each partner. The work package 2 is dedicated to communication and dissemination of the project and the project results. In this work package the complete public relation work of information and external dissemination (e.g. Project website, event creations, etc.) will be done. To be able to do the necessary work to co-ordinate work in the partner countries and to discuss the next working steps a work group will be established. It will meet when it is required, at last every six months. Within the scope of the work package 3 the exchange of experience should happen. On the one hand the content work for matrix development, data elevation, data analysis, key forces exchange etc. will take place on the other hand the knowledge exchange will be organised as conferences, workshops, seminars and study visits. The development of a European ideal model and its national adaptations will be done in an additional work package 4. A work Group will be responsible for content work and coordination of the next working steps. The Work Group will also organise expert conferences to develop and discuss the ideal model. In work package 5 the the permanent virtual expert conference will be build up. In the course of the matrix development, all data exchange, data analysis, the exchange of key employees, the conferences and workshops a permanent exchange of good practice models will occur. This constant exchange takes place constantly on the project website and converts to the permanent expert's conference which should sustainably last after the project term.
