3 1.0 Purpose and Scope of Policy The Bedfordshire Skills and Community Learning Service receive a subsidy for most of its provision from the Skills Funding Agency (SFA). This policy aims to ensure compliance with the funding regulations and to support the Service s strategic objectives. This policy applies to all programmes funded or part funded through the Skills Funding Agency Community Learning or Skills Budget programmes. 2.0 Courses leading to a qualification BASCL s tuition fees for qualification courses will be aligned to the SFA rates for qualifications. fees for qualification courses are calculated based on the learners eligibility and circumstances on the first day of their course. Fees are charged under three bands: Full fee / loan - cost of the course to be paid by the learner or through a successful application for a 24+ Loan to the Student Loan Company, you can find out more about on our 24+ loan page here> 50% Reduction - 50% cost of the course paid by the learner 50% by the SFA FREE - costs of the course paid by SFA / EFA 3.0 Tuition Fee Categories The following table shows tuition fee categories for learners who are eligible for SFA / EFA funded provision or 24+ student. Any learner who does not meet their eligibility criteria will have to pay the full cost of the course and would not be eligible to apply for a 24+ student loan. Notes for table: All learners must be aged 19 or older on 31 August within the funding year in question, 31/08/2014. JSA - Job Seekers Allowance ESA (WRAG) - Employment Support Allowance for the Work Related Activity Group. *Universal Credit - unemployed and are mandated (required) to undertake skills training. ** BASCL defines means tested benefits as Income Support, Housing Benefit and Council Tax Reduction. in receipt of means tested benefits must provide evidence of the benefit claimed at the time of starting the learning aim. in receipt of Working Tax Credit or Child Tax Credit will be co funded, however if they may apply for Discretionary Learner Support fund for additional financial support towards the qualification. Please note household incomes will need to be less than 16,000. Disability Living Allowance will be fully funded for those who declare they are for and actively seeking work. *** fully funded for an individual studying their first full level 2 qualification in receipt of JSA, ESA or means tested benefit otherwise 50% fee applies **** fully funded for an individual studying their first full level 3 qualification or are in receipt of JSA, ESA or means tested benefit otherwise 50% fee applies PL008 Fee Policy V1.3 Sep 2015 Page 3 of 6

5 Learning Loans For further information about 24+ Advanced Learning Loans visit this link Qualifications and their corresponding level Qualifications are at a number of levels. In order to decide the fees a learner will need to pay, the highest level qualification held by the learner needs to be identified. At induction the learner will need to indicate which category applies to them based on the following: None Entry No previous qualifications Entry Level qualifications Level 1 NVQ Level 1 (eg. CLAIT, ECDL part 1) 1-4 GCSEs grades A-C or equivalent Level 2 GCSE English grade A-C or equivalent GCSE Maths grade A-C or equivalent Full Level 2 5 or more GCSEs grades A-C or equivalent (NVQ Level 2) Level 3 Full Level 3 1 A Level (or 2 AS levels) or equivalent 2 A Levels or equivalent NVQ Level Wider Family Learning and Personal, Community Development Learning programmes tuition fees are paid from SFA funding for learners who are unemployed and in receipt of certain benefits or whose prior attainment is below level Learner Support Fund ( Skills Budget only) Providers delivering adult skills budget provision have the opportunity to access a Learner Support Fund for learners with identified learning difficulties through the process identified below.
