3. tender One tender (together with Samsø-Kalundborg) med to packages operators can give application on one or both lines Operators can give one and just one application on each line We choose the economically most advantageous application It is a tender with a negociation It is a tender with a lot of options: A 5 year contract with an option for the 6. year Applications can be given on one line with the precondition, at the operator wins the traffic on the other line and operators have to give a discount % in case the operator wins the traffic on both lines (can be 0 % ) Operators have to give a price for as well low as high capacity
3. tender Demand for at least 600 cars a day in the summer season in the hours between 10 am and 6 pm That means either: larger ferry or more ferries or faster ferry Other ferries than the present implies new berths in both harbours (unless the present operator gives an application with the use of two ferries, identical with the present ferry) because no modern ferries can use the present narrow scissor-berths
What did we expect? We had to stay below the present appropriation In spite of that we expected to get: A capacity more fitted to the demand Modern berths and reduced contract price!!!
Who applicated? Applications from 4 of 5 prequalified operators Scandlines Sydfynske A/S Bornholmstrafikken A/S Samsø Linien A/S Mols-Linien A/S Rømø-Sylt Linien GmbH did not give application
Applications negociations Scandlines Sydfynske A/S: The present ferry prolonged and refitted 75 cars Reuse of berths Same schedule as today The other operators: Larger and faster ferries New berths New schedules More capacity
Evaluation criterias Price: 70 % Flexible frequence 20 % Ferry quality 10 %
and what happened? Scandlines Sydfynske A/S won It is cheap or at least cheaper than today And it is better but not as good as it could have been Because we did not get our new berths so let s go to work! - we have to secure a fair competition

DKK a year - a little higher than the contract price in the first tender in 1997 but the price did include a higher reliability
3. tender One tender (together with Bøjden-Fynshav) med to packages operators can give application on one or both lines Operators can give one and just one application on each line We choose the economically most advantageous application It is a tender with a negociation It is a tender with a lot of options: A 5 year contract with an option for the 6. year Applications can be given on one line with the precondition, at the operator wins the traffic on the other line and operators have to give a discount % in case the operator wins the traffic on both lines (can be 0 % ) Operators have to give a price for alternative traffic between Kalundborg and an eventuel new harbour on the eastern side of Samsø
Applications - negociations Applications from 2 of the 5 prequalified operators Bornholmstrafikken A/S Samsø Linien A/S Scandlines Sydfynske A/S, Mols-Linien A/S and Rømø-Sylt Linien GmbH did not give applications

Evaluation criterias Price: 70 % Flexible frequence 20 % Ferry quality 10 %
and what happened? Samsø Linien A/S won It is cheap - around 50 % reduction in the price for the same traffic We had a new, modern berth in Kalundborg included in the price We will not get a new harbour in Ballen but maybe somebody will build a bridge in stead
Sælvig-Hou Samsø West
