2 ISTSS began in Sweden in 2003 as the International Symposium on Catastrophic Tunnel Fires. Interest for the first Symposium clearly identified the need for a conference dealing with safety and security issues related to tunnels. In response to overwhelming interest, the scope of the Symposium was broadened and the event was renamed the International Symposium of Tunnel Safety and Security (ISTSS). The 1st ISTSS was held in Washington, DC, in 2004 and has continued biennially since then attracting more than 250 delegates each meeting. At SP, we are proud to have established this prestigious event in collaboration with our event partners. 5 th ISTSS in New York, USA Tunnels are an increasingly important part of the infrastructure network. They create challenges for incident prevention and management, fire protection and security against attacks or sabotage. This Symposium offers an excellent opportunity for experts working with transport, infrastructure security systems, manufacturers and technical organisations to exchange their experience in an international forum. 3 Keynote Speakers Tunnel safety and security is a challenge for both private and public sectors. ISTSS provides a forum over 3 days to discuss current practice and emerging trends and research in the field of tunnel safety and security. We have created a program with leading experts from a variety of fields within the following themes: risk & security, human behaviour, passive fire protection & construction, active fire protection & fire fighting, ventilation and fire dynamics. Each day is opened by two invited Keynote Speakers, leaders in their field, providing an overview of their topic of expertise as an introduction to the themes of the day. We are proud to present our Keynote Speakers below. Marieke Martens,TNO Marieke Martens is a traffic psychologist, who has been working in the area of Human Factors and tunnel design for 15 years. She is senior research scientist at TNO in the Netherlands, with a research position since Since 2009 she is also an Associate Professor at the Centre for Transport Studies at the University of Twente. Her main research field is to design tunnels for human use. This includes designing tunnels for optimal driving behaviour in normal conditions, but also to design for emergency evacuation and incidents. Optimal design in the tunnel operator centre and training the operators and emergency rescue teams is also of great importance. Marieke has worked in national and international projects dealing with tunnel design, driving behaviour and accidents and incidents. She was involved in the European SAFESTAR project, dealing with tunnel design and exits and entries in tunnels, and she was work package leader of the Human Factors work package of the European UP- TUN project, dealing with tunnel users, tunnel operators and rescue teams. She is also a member of the PIARC WG3, concerned with human behaviour and calamities in tunnels, that is about to finish its third term. Martin Brown, Transport for London Martin had a lengthy career with HSE (the UK Safety Regulator) including practical experience of the safety and security issues of the London Underground and the Channel Tunnel, and a wide range of manufacturing industry (including defence and electronics) and the construction sector. He moved to Tube Lines as Director Health, Safety and Environment, which included involvement in the service restoration and clear up following the 7/7 Kings Cross bombings. He is currently Director HSE for London Rail, part of Transport for London, where his responsibilities include staff and system security issues, including preparations for the London 2012 Olympics. 3 Peter Johnson, Arup Peter Johnson is a Principal and Fellow of the global consulting firm of Arup. He is also a Fellow of Engineers Australia and the Society of Fire protection Engineers and Life Member and Board Advisor of the Fire Protection Association, Australia. He is a member of the Standards Australia committee on tunnels. Peter has worked in the fire safety field for over 35 years, and has been involved in a wide range of building and infrastructure projects internationally. This has included design involvement in a significant number of road and rail tunnel projects, including the Fehmarnbelt tunnel proposed between Denmark and Germany, Airport Link tunnel in Brisbane, and Cross City tunnel in Sydney. Peter has a special interest in fire scenario development as the driver of fire engineering design and risk analysis. William H Bill Arrington, U.S. Department of Homeland Security Bill was sworn in as a Maryland State Trooper in September, 1974 and enjoyed a long and remarkable career before retiring at the rank of Lieutenant Colonel. In October, 2002, Bill answered the call to serve when the Transportation Security Administration was created under the United States Department of Transportation shortly after the 9/11 attack. With a primary focus on aviation security, Bill served as one of the first Area Directors in Aviation Operations with the responsibility for overseeing security at all commercial airports in the eastern half of the United States. At the present time Bill is the General Manager for the Office of Highway and Motor Carrier Security under TSA s Transportation Sector Network Management Directory. He has primary responsibility for commercial motor vehicle security which includes; trucks and motor coaches, school bus security and critical infrastructure (bridges and tunnels) security for our nation s transportation systems which consist of more than four million miles of highway. Bill s experience and expertise are reflective of his ability to lead and direct in the Nation s critical transportation security arena. Rick Carvel, University of Edinburgh Dr Ricky Carvel is a Research Fellow and assistant director of the BRE Centre for Fire Safety Engineering at the University of Edinburgh, Scotland. Originally from Edinburgh he studied at St Andrews University, obtaining a BSc (hons) in Chemistry and Physics in 1992 and an MPhil in Chemistry in Since then he has worked for the University of Aberystwyth, Heriot-Watt University, International Fire Investigators and Consultants and the University of Edinburgh. He is editor of The Handbook of Tunnel Fire Safety and has been working in the field of tunnel fire phenomena since He is also an associate editor of the Fire Safety Journal. His tunnel work has highlighted the influence that tunnel ventilation systems and tunnel geometry can have on the burning behaviour of various different types of fires in tunnels. In 2004 he was awarded a PhD from Heriot- Watt University (Edinburgh, Scotland) for his thesis Fire Size in Tunnels. He currently provides fire safety engineering consultancy services to a number of different companies, including Jacobs UK Ltd and some UK tunnel operators, primarily with regards to tunnel fire safety. William G. Connell, Parsons Brinckerhoff Inc Bill Connell is Technical Director of Mechanical Engineering and an Assistant Vice President for Parsons Brinckerhoff, Inc. USA. Bill has over 32 years of experience working on major transportation infrastructure projects and is a recognized technical expert in fire and life-safety design requirements for road and rail tunnel facilities. He has been a member of the Technical Committee for NFPA 502 Standard for Road Tunnel, Bridges and Limited Access Highways for more than sixteen years and has served as the committee s Chairman since 2005.

Anders Lönnermark, SP, Sweden Dr Anders Lönnermark is a Senior Research Scientist at the Department of Fire Technology at SP Technical Research Institute of Sweden, where he has been employed since Lönnermark has a long experience of performing fire tests, both in model-scale and in full scale. In 2003 Lönnermark was responsible for the performance of the large-scale tests in the Runehamar tunnel. In 2005 he obtained his PhD degree from Lund University. The title of his thesis was On the Characteristics of Fires in Tunnels. Margaret McNamee, SP, Sweden Dr Margaret McNamee has worked in the field of fire and combustion research for more than 20 years. She obtained her PhD in Combustion chemistry from the Chalmers University of Technology 1995 before beginning work in Fire Technology. Her main field of interest has been the environmental effect of fires, in particular the development of models for the environmental assessment of products incorporating fire performance as an important parameter. She has more than 40 international publications, co-authored 20 SP Reports and four book chapters. Jack Mawhinney, Hughes Associates, Inc., USA Jack Mawhinney joined Hughes Associates, Inc. in Baltimore, Maryland as a fire protection research engineer in From 1984 to 1995 he worked as a Research Officer at the Canadian Institute for Research in Construction in Ottawa, Canada. He is past chair of the National Fire Protection Association (NFPA) 750, Standard on Water Mist Fire Protection Systems, and author of chapters on water mist systems in the NFPA and SFPE handbooks. Mr. Mawhinney has extensive experience in full-scale fire testing, including evaluations of the performance of water mist systems in tunnels involving large fires in automobiles and heavy goods vehicles (HGVs). He has provided scientific review and analysis of fire tests conducted at tunnel research facilities in Switzerland, Spain, Norway and England. He has applied CFD modeling to study the impact of active fire protection systems on very large HGV fires in tunnels. Ricky Carvel, University of Edinburgh, UK Dr Ricky Carvel is assistant director of the BRE Centre for Fire Safety Engineering at the University of Edinburgh, Scotland. He is also editor of The Handbook of Tunnel Fire Safety (Thomas Telford, London, 2005). He has been researching tunnel fire phenomena since 1998 and has been a regular speaker at tunnel safety conferences since His work has highlighted the influence that tunnel ventilation systems and tunnel geometry can have on the burning behaviour of various different types of fires in tunnels. In 2004 he was awarded a PhD from Heriot-Watt University (Edinburgh, Scotland) for his thesis Fire Size in Tunnels. He currently provides fire safety engineering consultancy services to a number of different companies, including Jacobs UK Ltd and some UK tunnel operators, primarily with regards to fire safety in tunnels. He began working at Swedish National Defence Research Establishment (FOA) in 1983 studying weapons effects such as blast and fragments loading and damage to buildings and occupants after attacks with conventional weapons. He has continued to also cover studies of protective structures in his roll as Head of Buildings and Fortifications department at FOA (Protection and Materials department after reorganisation 1998) between 1994 and Since 2003 he is Engineering Director at FOI (former FOA) with specialties blast and fragment loadings from conventional weapons and improvised explosive devices in acts of sabotage or terrorism, building damage assessment, protective structures and measures to protect buildings and occupants after attacks, risk analysis for explosive storage and dangerous goods transport and storage. He is an author of more than 100 scientific and user reports, customer reports, memos and articles. Jens Stiegel, Frankfurt Fire Brigade, Germany Jens Stiegel, born in 1973 is an assistant chief with the Fire Department of the city of Frankfurt am Main in Germany. He's actually responsible for the department of education and training, which consists of the fire academy, the bureau of training, the EMS academy and the Fire Department s driving school. He graduated as a civil engineer with focus on construction and fire protection in 2000 from University of Darmstadt and worked for two years as an engineer for fire prevention. In 2002 he joined the State Fire Academy of Northrhine Westfalia and started his training period to become a chief fire officer. He graduated in 2004 and became chief of education and training at the Fire Department of the City of Frankfurt am Main. Håkan Frantzich, Lund University, Sweden Dr Håkan Frantzich is a Senior lecturer at the department of Fire Safety Engineering and Systems Safety at Lund University. His main area of expertise is related to people safety during evacuation in fires. He has a great experience in performing evacuation experiments for research purposes and linking fire human behaviour and movement of people to evacuation modelling. Frantzich has also been involved in the development of design procedures for linking risk assessment and fire safety design. He has contributed to the spread of fire related knowledge as an author of different publications e.g. design guides, building codes, a chapter on risk assessment in the next SFPE handbook and several journal and conference papers. Since 1963, the tunnel ventilation and the safety concept of more than 600 tunnels world wide have been designed by HBI Haerter that has offices in Switzerland and Germany. Moreover, pollutions dispersion modelling and risk assessment is part of the core services. Dr Rune Brandt is active in PIARC s tunnel working group air quality, fires and ventilation. Moreover, he serves on several scientific committees. HBI Haerter follows projects from first ideas over preliminary and detailed design to tendering, site supervision and operation. Dr Rune Brandt holds a Ph.D. from Cambridge University (UK), is Eur Ing and has a M.Sc. from the Technical university of Denmark. Daniel Joyeux, Effectis, France Dr Daniel Joyeux is the chairman of Efectis France, French official Fire resistance laboratory and leader of Fire Safety Engineer. He is also the legal manager of the European Grouping including the four European laboratories. He is an active member of numerous standardization and pre-standardization groups, as AFTES for fire safety of tunnel, AFCEN for fire safety in Nuclear Plant, but also working groups from French ministries for regulation evolution. Authors are invited to submit a manuscript or poster for presentation. Manuscripts and posters will be reviewed on the basis of an extended abstract of not more than 2 pages. Acceptance for presentation and publication will be based on scientific quality and significance. The manuscripts accepted for presentation at the symposium will be published as Proceedings of the Symposium.
