2 About us The declaration Cineas For a Risk Culture summarises the Consortium s mission: spread culture and vocational training regarding integrated business risk management be a link between businesses, institutions and academia create new skills develop research on safety issues for the third millennium Cineas is an important contact point between businesses, institutions, insurance industries and academia. It incorporates a demand for business safety and develops qualified professionalism regarding risk management. Cineas was founded in 1987 as an Engineering Consortium within insurance companies. This was the result of an initiative on behalf of the Institute of Technology in Milan and the main Insurance Companies, Trade Associations and the Industry Ministry Experimental Fuels Establishment. At the end of the 1990s, the increasing complexity of technical production means and the onset of new financial, social, political and environmental risks pushes Cineas towards having an increased focal point. The Consortium more and more directs itself towards issues relating to the culture of risk and towards helping the working world identify, assess and manage business risks and create new professions. It undertakes research in various risk areas (natural disasters, innovative finance, adverse events in hospitals, corporate governance) and offers advanced training programs in: Risk Engineering, Corporate Financial Risk Management, Hospital Risk Management, Loss Adjustment, Environmental Risk Assessment and Management. Since it was first established Cineas has trained more than 1,515 professionals who occupy important positions in the leading companies on the market. Currently, the Consortium has 57 members from academia, industrial world, primary insurance industries, brokers as well as professional and trade associations. Adolfo Bertani - Cineas Chairman In 1997 Bertani assumed the chairmanship of Cineas which, under his leadership, is increasingly focused on issues related to the risk culture with the establishment of new and highly specialised continuing education courses. 3 Areas in which the Consortium works Cineas is a liaison between companies, institutions and insurance industries. In fact, the Consortium recognises the demand for safety of businesses and develops skills and qualified professionals for the management of risks in the areas of Insurance, Businesses, Loss Adjusters and Health. Insurances Since its establishment, Cineas has always paid particular attention to the world of insurance. In this area, in recent years the Consortium has implemented surveys, publications, conferences and seminars in order to stimulate industry operators in developing and enriching entrepreneurial and managerial qualities for risk and accident management, coordinate all resources aimed at distributing insurance products and create added value by providing clients with a qualified brokerage service. Businesses One of the objectives of Cineas is to address the need of overall safety for businesses, industries, services and trade associations. In this regard, the Consortium implements training programs in risk Engineering and Financial Risk Management so as to spread this culture and especially those specific skills that promote integrated business risk management. During the academic year, Cineas awarded the first Enterprise Risk Manager diplomas in Italy. This is an all-round risk professional who is able to manage all of the risks that a company has to deal with. Loss adjusters In recent years, the Consortium has placed an emphasis on issues related to the assessment and settlement of damage caused by natural calamities. In addition to offering training programs in loss adjustment (including online courses) for the training of loss adjusters capable of assessing damage suffered as a result of accidental events, and of managing complex claims. Cineas has implemented surveys, conferences and publications on the subject of insurance coverage law regarding damage brought about by natural disasters. Health During the academic year, Cineas awarded the first Hospital Risk Manager diplomas in Italy; this is a figure within the organisational structure of hospitals, who develops policies, tools and methods to measure and manage risks, and who participates in the creation of the technological and organisational infrastructures needed to identify and eliminate adverse events. Within the health sector the Consortium has implemented various surveys, conferences and publications on the theme of safety and procedures to be adopted by hospitals for the management of risks. Cineas also offers flexible training solutions that can be adapted to the needs of healthcare facilities in view of the legislative requirements provided for in the last national collective agreement for healthcare practitioners which made clinical risk management training and continuing update mandatory (article 17 of the national collective labour agreement dated 17 October 2008 regarding Risk management systems and insurance coverage ). This is a formula designed to meet the needs of healthcare facilities to be provided at the hospital that requests it within the timescales and conditions agreed upon with the management. The training consists of 3 independent modules of 20 hours, is CME accredited and structured for groups of no more than 30 professionals. Cineas has also formed its own Health and Insurance Round Table with the task of defining a set of actions, in the short and medium term, to facilitate the interaction between health and insurance companies in light of the latest regulations on compulsory insurance of professional liability for physicians. The purpose is to protect individuals, restore patient confidence in the Italian medical profession, reduce errors in hospitals, reduce the economic burden on the state and finally render both people and healthcare companies insurable. Cineas has approved the establishment of inter-sectoral Round Table discussions as a connecting point between the various institutions that its members represent, insurance industries, loss adjusters, remediation companies, health care companies and the academic world, with the aim of finding common ground to discuss and dissect the critical issues and opportunities that these categories face. 4 Areas in which the Consortium works Studies and research In addition to performing intensive training, Cineas contributes to the spreading of a risk culture by means of studies, research and conferences. Among the most important are the following: 2001: Prisoners of time, a dossier on environmental disasters linked to climatic changes 2002: When errors enter hospitals, a survey conducted in cooperation with Zurich Consulting, dedicated to the issue of safety in hospitals 2003: Risks in the third millennium, a dossier from the point of view of companies, institutions and the insurance sector regarding a continuously changing scenario that includes earthquakes, natural disasters, terrorism and financial meltdowns 2004: Risk Management and Corporate Governance for ethical businesses, a survey among the largest companies within our country aimed at analysing the level of Risk Management and Corporate governance in Italy 2005: Natural disasters: should we act or react? Creating an insurance coverage legal system conference 2006: Safe hospitals: is this reality or a mirage?, a conference during which hospital errors were assessed by questioning health care professionals 2006: The risks most feared by Italians, a survey and analysis regarding the safety needs of Italians at the beginning of the third millennium 2008: Safety at work: is this utopia or reality?, a conference during which the data of a survey on safety at work in the building, manufacturing, chemical and metallurgical fields were presented 2008: qualitative survey of the degree of sensitivity and interest of local administrators towards a law aimed at hedging against the risks associated with natural disasters 2009: a study regarding a new meeting format entitled Leader s view with the aim of debating and investigating at the highest level the change management process being experienced by all sectors. The following appointments were set: What does the future hold for the Italian insurance institution? (Milan, 24 March 2009); The importance of claim management with respect to the profitability of insurance companies (Milan, 7 October 2009) 2010: the publishing of the white paper Safety at work: is this utopia or reality? published in March 2010: Leader s view - Clinical risk: are insurance companies on the run? (Bologna, 26 May 2010) 2010: Natural disasters: welfarism or prevention?, a quantitative survey conducted on a population sample residing in areas prone to natural events in order to verify its level of awareness regarding the associated risk and danger, of spreading prevention interventions and efficiency or otherwise of the current arrangements for disaster management 2011: Innovation for growth in the Italian insurance market this was discussed among some of the most qualified experts during an event that CINEAS organised to encourage operators to understand how to address the key challenges that the insurance industry will have to face in the foreseeable future, to foster dialogue and propose concrete and effective strategies to be put into practice 2011: Specialised skills and life skills for professions of the future a survey in collaboration with the GIDP (Association of personnel directors) 2012: Risk management in the hospital, between management and insurance companies, the conference was an opportunity to let the different forces engaged in the culture and education regarding surgery risks, professionals and insurance companies meet in order to understand critical issues and possible solutions on a subject of deep concern in broad areas of the Italian society 2012: Annual Risk Management Study centred on Italian SMEs, implemented by the Department of Management Engineering at the Institute of Technology of Milan, as part of the chair of Global Risk Management, with the support of the FinC - the Finance Centre - and CONFAPI Industria (The Italian Confederation of small and medium private industries). This study, which involved small and medium-sized businesses located throughout the country and belonging to all sectors of activity, was the first study in Italy to analyse the state of the art for implementing risk management techniques in SMEs, with a specific focus on risk culture and the tools used. This survey originated from the lack of studies regarding the use of risk management practices within small and medium-sized Italian companies 2013: Insurance in health: a shared solution is possible!, the first Insurance and Health Cineas Round table proposals which were presented during the Conference as well as The Guidelines on choosing professional liability insurance policies for health care workers Cineas - page 4

8 Inter-professional Funds Training with Inter professional Funds Cineas can offer client companies the provision of services related to funded training. What is this? The national Joint Inter professional funds created as a function of Law No. 388/2000, are trade bodies which are promoted by organisations representing Social Partners and that are intended to collect and allocate funds for the continuing vocational training of corporate employees. Company, sectoral and regional training plans as well as individual training plans can be funded. Who can participate? All companies who are required to pay INPS (national social security contributions) relative to involuntary unemployment for their employees may participate in the Inter professional Funds. The company may choose to allocate an amount equal to 0.30% of social security contributions due to INPS for the financing of training and upgrading of employees. Since, in any case, these contributions must be paid by the company, this is a way to advantageously optimise them. Employees will then have access to such funds. Cineas has got the organisational skills to offer client companies the provision of services related to funded training in compliance with FBA/FONDIR (Banks Insurance Companies Fund/Joint Inter professional Fund) provisions.
