1 Weather Network Member States/ Finland / Finnish National Road Administration an Norway / Vejdirektoratet regions/ Sweden / Swedish National Road Administration Other countries/ Other organisations Lead participant Swedish National Road Administration Objectives The objective of the implementations is to build up a data collection infrastructure to provide sufficient information of good quality to the VIKING traffic management services and tools as well as winter maintenance activities. The whole VIKING TERN network should be covered with continuous real time road weather monitoring in the future; by 2000 this is accomplished for specified corridors and areas in the VIKING countries. Description of Sites Involved TERN road network within VIKING area. Work Description Methodology The action includes extension of the road weather monitoring systems to sufficiently cover also interregional parts of the TERN. The implementation cover the monitoring stations (measurement equipment, installations etc.), the local logics (the outstations) and the connection to power and communications network. The project is divided in three phases: Phase 1 on main roads The implementations in this phase concentrate on main roads, most of which are TERN roads and the rest national connecting links to the TERN. Project milestone: Road weather monitoring outstations and road weather CCTV cameras implemented on the TERN and its national connecting links. Phase 2 for traffic management pilots The implementations in this phase are mainly connected to new weather related traffic management systems and their pilot implementations. Project milestone: Road weather monitoring outstations and weather forecasting systems providing input to weather related traffic management systems. 2 Weather Network Phase 3 for traffic management The implementations in this phase are also connected to new weather related traffic management systems and their pilot implementations, but in a larger scale. Probe vehicle systems are introduced Project milestone: Road weather monitoring outstations and probe vehicles providing input to weather related traffic management systems. The action includes extension of the road weather monitoring systems to sufficiently cover also interregional parts of the TERN. The implementation cover the monitoring stations (measurement equipment, installations etc.), the local logics (the outstations) and the connection to power and communications network. Technical approach Road Weather Information systems technology is well developed and work associated with the systems of maintenance type rather than r&d. Forecasting is still subject for r&d though. Norway: 20 new stations have been installed in Norway. The total number is approximate 135 Finland: Norway: Sweden: 2 weather cameras 20 new weather stations 19 weather stations MS3. 3 weather stations upgraded. 5 new MS4 weather stations 20 road weather cameras In Finland 2 weather cameras in the region of Lapland have been installed during Phase 3. The approximate total number of weather stations in Finland is 270 and about 125 weather cameras (the number includes both cameras for traffic and weather surveillance. 3 Weather Network Sweden: 19 weather stations (MS3) have been installed in Sweden. 3 weather stations (1 MS2 and 2 MS3) have been upgraded to MS4. 2 new (MS4) weather stations for weather controlled road E22 and 3 new stations on the bridge of Öresund have also been installed. Totally 20 road weather cameras have been installed. The total amount of stations in Sweden is 674 weather stations and 125 cameras. and the common development of monitoring technologies, methods and tools (end results of activity 11). The aim is to provide the necessary information infrastructure for harmonised traffic management in the specified operating environments on the VIKING road network. Hence, the an added value is a direct result of harmonised road and traffic monitoring while the result can be actualised only via traffic management tools and services based on the monitoring implementations. Recommendations The implementations in the next phases should move to strategic corridors in the VIKING network. When the VIKING Guidelines have been validated, the implementations should follow the common guidelines, and then accordingly, the eventual VIKING implementation plan to be agreed upon within the later phases of VIKING. an Added Value The an added value will be realised in the later phases of the VIKING action, when implementations will be affected by the VIKING monitoring guidelines and the monitoring plan (end results of activity 10) VIKING - An Action for Co-ordinated Road Traffic Management in Northern Supported by the an Union, TEN-T, Project EU/SW/98/242 & 243 Page 3 (6) VMS and weather station in the traffic and weather controlled road E22
