2 Harmonised implementation tools - PURPOSE The aim is to develop harmonised and simplified implementation tools valid for all ETC programmes by: selecting core questions addressing ETC elements in projects in all strands, using common terminology in English language, and developing templates, which are to represent minimum requirements.

5 Quality assessment criteria Strategic assessment criteria - The main aim is to determine the extent of project's contribution to the achievement of programme objectives (contribution to programme results), by addressing joint or common target group needs. Operational assessment criteria - The main aim is to assess the viability and the feasibility of the proposed project, as well as its value for money in terms of resources used versus results delivered. + Administrative and eligibility checklist
