Partika, HPM Faculty member Phone: Fax: nantika@hawaii.edu Office: and Office Hours: Biomed C-103, Office hours: please or call to schedule meeting time Course Description In public health, we plan, implement and evaluate programs and develop policies to address specific public health problems and areas needing services and support. How do we determine which programs and policies might work to address a specific problem? Who should be involved in suggesting and planning potential solutions? What can be learned from the literature and data to determine which evidence-based approaches to utilize to develop a new program? How do staff and community participate in program planning processes? How can funds and other resources be garnered to support new programs? What is the role of evaluation in program planning and implementation? Professionals in health and social science fields are challenged to answer questions like this everyday. Planning health programs, managing program resources, and setting up ways to evaluate program impact are essential public health functions. We will explore and practice these functions in this class. Most classes will include a lecture/presentation, including selected guest presenters as well as activities and interactive discussions, during which time students will be working in teams to develop a PH program plan. Assignments will include readings, weekly online journal entries, interactive team project deliverables and oral reports. Course Learning Objectives At the conclusion of this course, students will be able to: 1. Describe a basic planning cycle and types of program planning common to public health 2. Identify sources of data and information relevant to a PH project/program s purpose and needs 3. Identify and clearly present an evidence-based justification for a program and/or its expansion 4. Articulate credible process and outcome evaluation indicators and outline mechanisms to capture evaluation data 5. Understand how programs are assessed by policymakers/funders for performance 6. Learn to work collaboratively and as a team on program planning issues. 7. Improve written and verbal communication skills. Maximum benefit from this class can be achieved only if you attend class online, complete the readings and projects as they are assigned, and actively participate in the online class discussions. 2. A working headset microphone & weekly access to a computer with good internet access and minimal environmental distractions are required for this online synchronous course no exceptions. 3. Final grades will be issued on the basis of completed assignments, projects, class attendance and participation. ALL assignments must be completed and turned in for a passing grade. 4. All written assignments must be typed with one-inch margins, with page numbers on each page, and with references cited according to the APA convention. In addition to the grading criteria given for each assignment, all assignments will be graded on the quality of critical thinking and writing skills. 5. PLAGIARISM is unacceptable and will result in a failing ( F ) grade for the assignment. Students are expected to be familiar with and abide by the University of Hawai i Student Conduct Code. Copies of the Student Conduct Code are available at the Office of Student Affairs at the Student Services Center. 6. There will be no extra credit assignments, and no Incompletes will be issued. Students are advised to concentrate on doing well on all the assignments given. 7. The class schedule is tentative. Topics for discussions may be re-scheduled depending on availability of guest speakers, and the needs and interests of the class as the semester progresses. 8. Course Expectations: Evaluation of learner performance is based on a combination of individual assignments and class conference participation as summarized below: Attend all class sessions online each Wednesday, from 4:15pm to 6:15pm (attendance will be taken weekly). Class and Group Activity Participation: ALL students are expected to participate in the class and team discussions occurring in each module. In these conferences, students contribute to a discussion with other learners, often involving the development of and analysis of aspects of program planning and development. All students are expected to make meaningful contributions via weekly online group discussions and program development activities. Active participation in these weekly group sessions is expected of all class members. (points=30) Readings: There is NO required textbook for this class all required and recommended readings will be placed under the weekly MODULES section in Laulima for you to download. Please read all required readings, as assigned, and incorporate concepts into class discussion and assignments due. Team Program Plan:: You are expected to work with your team to complete, report on and turn in a Program Plan, which will have a total of 9 sections, be approximately pages in length total, which is to be turned in by 4/24/12 (Tues.). The paper must be turned in by the due date, be typed with one-inch margins and no more than 1.5 line spacing, have course title info and team members identification and a paper title, have numbered pages and cite all references, according to APA convention (see Laulima resource section for APA formatting guidelines). Papers will be graded on the quality of group work, analytical thinking and writing skills. (Points= 30) Class PPT Presentation (due in 4/23/12, Mon.) You will be asked to present as a team on your Program Plan in a Powerpoint ( PPT) format with Program Plan, findings, and conclusions to the 4

5 class during the Week 15 class sessions.. Plan to prepare no more than slides for your 30 minute presentation to the class. (Points=20) Weekly Journaling/Blogging (20 points)- Students will write brief journal/blog entries (1-2 paragraphs of three or more sentences) on Laulima after each weekly seminar to summarize their understanding of the topic and include their thoughts and opinions on the program planning issues presented in the course as well as the team process.10 blogs minimum are required, to be submitted online by no later than 4/13/11. Grading Grades will be based on the following factors: Assignment Points 1. Weekly class and group activity participation Team Program Plan (Due 4/24/11) Team Program PPT presentation (Due 4/23/11) Weekly Journaling/Blogging on Laulima (10 weeks minimum) 20 Total 100 Grading Scale I use the +/- grading system A = class and articulated in written work. B = C = D = F < 60 Excellent, distinctive work. Demonstrates sophisticated understanding: Nuanced and insightful account, powerful and effective application of concepts, frameworks and theories discussed in Above average work. Demonstrates accomplished understanding: Thorough, well-documented account; adequate and apt application of concepts, frameworks and theories discussed in class and articulated in written work. Average work, sufficient, but not distinctive. Acceptable view with some misconceptions or oversight; not fully supported; acceptable but limited application of concepts, frameworks and theories discussed in class. Poor, insufficient work. Naïve or inadequate understanding: simplistic account and use of concepts, frameworks and theories discussed in class. Unable to articulate thoughts and ideas in written work. Apply principles of strategic planning and marketing to public health. 3. Describe the tasks necessary to assure that program implementation occurs as intended. Upon graduation, the MPH student will be able to collect, manage and organize data to produce information and demonstrate ability to present this information in meaningful ways to different audiences. 5
