3 Emergency Prcedures Guide/ Safety Manual A Guide t Emergency Planning and Disaster Preparedness This safety manual is designed fr faculty and staff f West Virginia State University (WVSU) t utilize fr guidance in the case f emergency situatins. It cmplements The WVSU Emergency Respnse Guide, furteenth editin. These are guidelines and sme adaptatin may be required depending n actual situatin presented. In case f emergency, dial WVSU Public Safety at (304) r (304) ; r 911 West Virginia State University has been lng nted fr its Emergency Respnse Planning effrts. The WVSU Emergency Respnse Guide has been distributed t students, faculty, and staff yearly fr ver the past tw decades. This safety manual is an edited and applied versin f the Emergency Planning and Prcedures Guide fr Schls ffered fr use by the West Virginia Divisin f Hmeland Security and Emergency Management. A cmplete revisin f Emergency/Disaster Preparedness: a Planning Guide fr Schls, published in Nvember 1999, was ffered fr schls as a mdel t adapt t specific needs. It is a cndensed versin with the majr WVSU Emergency Respnse Plan and WVSU Emergency Respnse Guide crdinated with Kanawha Cunty Emergency Services ver the years. By cndensing the larger plans t crdinate with Hmeland Security dcuments, the plans crrelate with thse f state emergency agencies t. Emergency Planning West Virginia and its lcal cmmunities create respnse plans fr all types f emergencies. The WVSU Public Safety Department representing West Virginia State University is an integral part f a crdinated respnse plan wrking with the lcal and state planning effrts. Emergency respnse planning infrmatin has been distributed t students, faculty and staff at WVSU during rientatin fr many years and is als available in the Public Safety Office and n the internet. Sme infrmatin is prvided in a cndensed versin in the faculty, staff, and student handbks. As mentined, there are practice Shelter-in-Place drills held every year t remind abut the sunds f the emergency siren and the act f sheltering as the preferred methd f first respnse t many emergencies. The WVSU Emergency Respnse Guide is distributed t infrm f sheltering in place.

4 T ensure effective and timely executin f emergency plans, public safety and facilities staff are trained in emergency respnse prcedures during practices. Drills and exercises are essential parts f emergency planning prviding real tests f staff, faculty, and student awareness. Exercises are mre effective if they vary thrughut the year. Plans, prcedures and training are updated peridically based n the results f these drills. Of curse, fire drills are als cnducted. Cmmunicatins In an emergency, external cmmunicatin is crucial t a successful respnse and t cmmunity relatins. This issue is addressed in the sectins n media prcedures and emergency phne numbers. Internal cmmunicatin amng buildings is even mre critical. Linking peple thrugh multiple means f cmmunicatin is the key t a quick and accurate respnse. Currently every majr building n the WVSU campus has an Emergency Respnse Bx in the Shelter-in-Place Rm and Building Crdinatrs wh receive training. Als, public safety and apprpriate facilities persnnel have cell phnes. These prcedures are meant t be a guide in the perfrmance f duties related t emergencies. Realistic situatins may necessitate use f gd judgment with available infrmatin.

5 LOCK DOWN PROCEDURE A crisis n campus may require West Virginia State University t implement an emergency lck dwn f either all r a specific area f the campus. Lckdwn is a prcess during which individuals n campus receive instructins t immediately enter r remain inside a structure t prtect themselves frm pssible danger. This actin might be necessary when evacuatin is nt practical. The fllwing prcedures have been develped t initiate a campus lckdwn. Types f Events that may cause lckdwns The types f events that may cause a lckdwn include but nt limited t: Active Shter / Mass Shting Hstage Situatin Rit, Large Uprising, Crwd Cntrl Other emergency where evacuatin may pse greater risk than sheltering in place. Hw will yu be ntified One r mre f the fllwing methds may be used t alert the campus cmmunity f a lckdwn. The use f any ne methd will depend n the circumstance presented. Emergency Text Messaging: West Virginia State University can send emergency alerts t cell phne and SMS devices. If yu have nt signed up fr this service please d s thrugh the WVSU Public Safety links prvided n the hme page at West Virginia State University may send emergency alerts via . Public Safety Annuncements: WVSU may utilize lcal media t deliver emergency messages. This may cme frm either news bradcasts r radi annuncements. Wrd-f-Muth: If the situatin safely permits, Public Safety r ther staff and faculty may prvide wrd-f-muth ntificatin t individuals present that a lck dwn f the campus r specific area is ccurring. What t d When an annuncement is made t initiate an emergency lckdwn, the fllwing steps shuld be fllwed. Leave the area r the campus if it is pssible t d s safely. When running, use a zigzag pattern instead r funning in a straight line. If unable t leave, prceed t an area that can be secured. Call 911, if able t d s safely. D nt assume thers have r will call. If yu are near an emergency call bx, pen it, r activate it and fllw the instructins fr use. D nt pull the fire alarm. Lck all drs int the area. If it is nt pssible t lck the drs place furniture in frnt f them t frm a barricade. Sme drs pen ut int the hallway. If this is the case, use whatever means necessary t try t restrict entry int the rm including placing furniture and equipment in frnt f the dr, r using a belt r ther item t tie the dr handle t smething stable. Mve t a pint in the rm that is mst distant frm a dr entering the rm frm the utside r hallway. D nt huddle tgether but spread ut in the rm. Clse the blinds and drapes fr cncealment. Turn ff all lights, put cell phne r messaging devices n vibrate. If cmmunicatin is needed use text messaging nly.

6 If an assailant enters the rm and yu are nt able t flee, cnsider thrwing items at the persn t distract frm frward prgress. Remember every emergency is different and yu shuld always use yur best instincts t survive. Remain under lckdwn until advised by WVSU Public Safety, senir administratin, r Law Enfrcement persnnel that the crisis has been reslved. After the lckdwn has been lifted, faculty and staff shuld attempt t restre an air f nrmality, and prvide cmfrt t thse in the lcked dwn area(s). After the emergency, use text messaging nly t ntify yur family and friends abut yur situatin. Please try t keep the cell phne lines pen fr emergency persnnel. If dne prperly, hallways can be cleared in less than a minute.

7 FIRE In the event f a fire, smke frm a fire, r detectin f a gas dr: Pull fire alarm and ntify building ccupants by pulling the alarm. Call 911 and ext Evacuate students and staff t the designated areas. These areas shuld be a safe distance away frm emergency persnnel. Be aware f the arrival f emergency respnders. Fllw primary fire drill rute whenever pssible. Fllw alternate rute if primary rute is blcked r dangerus. Faculty shuld take class list r grade bk with them if feasible. Faculty shuld take attendance after evacuatin, if feasible. Faculty shuld reprt missing students t building administratr immediately. If trapped by fire, g t Shelter-in-Place Prcedures Building administratr: Building administratr ntifies fire department (call 911), then ext. 3181, and Building administratr r designee meets with emergency fficials as sn as pssible. After cnsulting with apprpriate fficial, building administratr may mve students t primary relcatin center at an alternate building if weather is inclement r building is damaged. D nt reenter buildings until they are declared safe by fire r law enfrcement persnnel. Building administratr r plice fficer ntifies staff and students f terminatin f emergency. Fire drills shuld be held at varied times during the day. Practice bth primary and alternate rutes. Try nt t have students gather in the same place each drill. Extra staffing is necessary fr students with special medical r physical needs. Public Safety has a carrier device fr a persn with mbility impairment.

8 HAZARDOUS MATERIALS If an incident ccurs in a campus building: Ntify building administratr/ffice if there isn t a life threatening situatin. Call ext if there is an bvius spill that needs clean-up assistance. Call 911 if there appears t be a life safety cncern. If the type and/r lcatin f hazardus material are knwn, reprt that infrmatin t 911 and ext Evacuate t an upwind lcatin, taking class rster if deemed necessary. Faculty take attendance after evacuatin. Faculty seal ff area f leak/spill. Clse drs. Fire fficer in charge will determine additinal shelter-in-place r evacuatin actins. Shut ff heating, cling and ventilatin systems in cntaminated area t reduce the spread f cntaminatin. Reference Material Safety Data Sheets if easily available. Resume nrmal peratins when public safety and facilities fficials apprve. If an incident ccurs near schl prperty: Fire r law enfrcement will ntify schl fficials. Fllw WVSU Emergency Respnse Guide. Siren fr shelter-in-place may be sunded by lcal emergency authrities at Metr if there seems t be need fr cmmunicatin r actin. If sheltering, fllw emergency respnse prcedures and g t designated shelters in a public building, r stay put if in faculty/staff husing. Cnsider clsing utside air intake, evacuating students t a safe area, r sheltering students inside the building until emergency passes r relcatin is necessary. Fire fficer in charge f scene will instruct schl fficials n the need fr sheltering r evacuatin. Fllw prcedures fr sheltering r evacuatin. If evacuating, faculty take class rsters and take attendance after evacuatin. If evacuatin is nt rdered, be aware f and remain alert fr any change in health cnditins f students and staff, especially respiratry prblems. Seek medical attentin if necessary. Resume nrmal peratins when fire fficials apprve. Be cnscius f students, faculty, r staff with special medical and/r physical needs.

9 SEVERE WEATHER SEVERE THUNDERSTORM/FLOODING/TORNADO If a Trnad/severe thunderstrm WARNING has been issued in an area near the campus: Metr will activate cunty sirens if majr strm is imminent and starting t impact. Shelter-in-place prcedures in the Emergency Respnse Guide will be fllwed. Ntificatin will cme by , web page, r a siren. Assemble in shelter-in-place areas. Infrmatin will be given at that time. (All these are cntingent upn ample warning f a natural event). Mnitr NOAA Weather Radi All Hazards (Natinal Weather Service) r emergency alert radi statins. Bring all persns inside building(s) wh0 did nt first hear the sirens, i.e. newly arriving cmmuters. Clse windws. Emergency Respnse Bxes will have radis. (There are very few trnad-like strms in this area). Trnad safe areas are interir hallways r rms away frm exterir walls and windws and away frm large rms with lng-span ceilings.

10 MEDICAL EMERGENCY Life threatening injury, illness, r death: Ntify ffice staff, building administratr, faculty, r student t make emergency call t ext r If unable t reach Public Safety r Wrk Cntrl immediately, call 911. Wrk as a team. Give full attentin t the victim(s). D nt attempt t mve a persn wh is ill r injured unless he/she is in immediate danger f further injury. If pssible, islate the affected student/staff member. If yu are faculty r staff attempt t disperse nlkers and keep thers frm cngregating in the area. Check breathing. Is the airway clear? Is the victim in a psitin t facilitate breathing? Help stp bleeding. Applying pressure n wund, r elevating wund may help stp r slw bleeding. Prtect yurself frm bdy fluids. Use glves if available. Check fr vital signs. Initiate first aid, if yu are trained. Cmfrt the victim(s) and ffer reassurance that medical attentin is n the way. After immediate medical needs have been cared fr, remain t assist emergency medical services persnnel with pertinent infrmatin abut the incident. Nn-life-threatening injury r illness: Fr all nn-life-threatening illnesses and injuries, call the University Health Center. Administratr: In case f traumatic medical emergency r death, after the ill r injured persn s physical health has been addressed and the incident handled: Ntify the apprpriate Vice President. Activate pst-crisis prcedures if necessary. In all ther medical emergencies, assess individual s need fr pst crisis interventin with Cunseling Services. File incident reprt with Public Safety and with the Office f Fiscal Affairs.

11 FIGHT/DISTURBANCE (Rle f faculty r staff) Ensure the safety f students and staff first. Ntify Public Safety at ext Wrk as a team, especially when separating participants. Try t calm a crwd if n weapns are invlved. Disperse nlkers and keep thers frm cngregating in the area. When separated, d nt allw further visual r verbal cntact. Public Safety will dcument all activities witnessed by staff, faculty, r students. Deal with event accrding t the campus discipline plicy. The Office f Student Affairs ntifies parents/guardians f under-aged students invlved in fight. Plice may be ntified as necessary, r as indicated by schl plicy. (See abve.) Assess cunseling needs f participants and witnesses. Implement pst crisis prcedures as needed. Fr fights r disturbances that elevate t pssible assault level, refer t Assault guidance. ASSAULT Ensure the safety f students, faculty, and staff first. Ntify Public Safety at ext r Wrk as a team. Ntify law enfrcement if circumstances lead yu t believe that criminal activity is invlved, e.g., if a weapn is used, if there has been a sexual assault, r there is a physical injury that causes substantial pain. Public Safety will seal ff area t preserve evidence and disperse nlkers. If victim requires medical attentin, fllw Medical Emergency prcedures. D nt leave the victim alne. Dcument all activities witnessed by staff, faculty r students, Assess cunseling needs and implement pst crisis prcedures as needed. Assault has arrest ptential and administratin disciplinary ptential.

12 INTRUDER Intruder an unauthrized persn wh enters campus prperty: Back away frm intruder if he/she indicates a ptential fr vilence. Allw an avenue f escape. T the extent pssible, maintain visual cntact. If the intruder seems harmless, plitely greet the individual and identify yurself. Cnsider asking anther staff r faculty persn t accmpany yu befre appraching intruder. Infrm intruder that all visitrs must register at the Public Safety Office in Wallace Hall if during regular wrkweek, r at the desk f a Residence Hall at any time. Ask intruder the purpse f his/her visit. If pssible, attempt t identify the individual and/r vehicle. Call ext r 3353 if intruder seems t be a threat. If intruder s purpse des nt seem legitimate, ask him/her t return with an appintment t see whm they are visiting. Accmpany intruder t exit. Dial ext r 3353 if there appears t be a threat r if the individual(s) d nt leave. Ntify building administratr r Public Safety at ext r If intruder refuses t leave: Ntify building administratr and law enfrcement if intruder refuses t leave. Give law enfrcement full descriptin f intruder. Be aware f intruder s actins (where he/she is lcated in a building, whether he/she is carrying a weapn r package, etc.). Maintaining visual cntact and knwing the lcatin f the intruder is less disruptive than ding a building wide search later. Shuld the situatin escalate quickly, Public Safety may decide at any time t initiate Lckdwn prcedures. They may chse t nt let additinal persns enter the building until the intruder is questined. Nte: T assist faculty and staff members wh interact with a stranger at schl, use the I CAN rule. Cntact Public Safety and Persn f Authrity in Building Ntify ext r 3353.

13 WEAPONS Staff, faculty r students wh are aware f a weapn brught t campus: Immediately ntify Public Safety at ext r Give the fllwing infrmatin: Name f persn suspected f bringing the weapn, if knwn. Lcatin f the weapn. Whether the suspect has threatened anyne. Any ther details that may prevent the suspect frm hurting smene r himself/herself. Faculty wh suspect that a weapn is in the classrm: STAY CALM. D nt call attentin t the weapn. Ntify Public Safety r a neighbring faculty member as sn as pssible. Faculty shuld nt leave the classrm. Call law enfrcement as sn as pssible at ext r 3353 t reprt that a weapn is suspected. Ask a law enfrcement fficer t questin the suspected student r staff member. Cnsider the best time and place t apprach the persn, taking int accunt these factrs if pssible: Need fr assistance frm law enfrcement. Type f weapn. Safety f persns in the area. State f mind f the suspected persn. Accessibility f the weapn. If the suspect threatens yu with the weapn, DO NOT try t disarm him/her. Back away with yur hands up. STAY CALM. After the incident, dcument all activities related t the weapn. Help Public Safety lcate any ther pssible witnesses by describing r naming them.

14 SHOOTING If a persn displays a firearm r begins shting: Mve t r seek safe shelter. Ntify law enfrcement at ext. 3181, 3353, r 911. If yu hear gunshts: If pssible, determine where shting is taking place. Seek safe shelter. If utside, stay as lw t the grund as pssible, and find any kind f cver. If inside, stay put. If siren sunds, g int shelter-in-place assembly area fr infrmatin and shelter. Faculty shuld take attendance and ntify the plice f missing students r staff as sn as it is safe t d s if yu are sheltered tgether. Public Safety may rder lckdwn f a specific building if exact lcatin f shter is knwn, r shelter-in-place, if necessary. Lckdwn cncept indicates n new persns are t enter the building, drs are nt lcked. Assess the situatin as t: The shter s lcatin. Injuries. Ptential fr additinal shting. Public Safety may call back up and give as much detail as pssible abut the situatin. Secure the campus, if apprpriate. Help students, faculty, and staff find safe shelter. Care fr the injured if it is safe t d s until emergency respnders arrive. D nt add t the victim list by expsing yurself t unreasnable danger. Refer media t campus spkespersn per media prcedures. Initiate pst crisis prcedures. Wrk with external lcal law enfrcement t identify their respnse methds and capabilities. Prvide them with updated building diagrams.

15 HOSTAGE Witness t a hstage situatin: If the hstage taker is unaware f yur presence, DO NOT INTERVENE! Call 911; Ntify Public Safety at ext r Give dispatcher details f situatin. Public Safety will blck ff area near hstage scene, if knwn. Plice will take cntrl f hstage scene; Dcument all activities where feasible after episde. Turn ff yur cell phne; turn ff classrm lights if in adjacent classrms r hallways. If taken hstage: Cperate with hstage taker t the fullest extent pssible. Try nt t panic. Calm students if they are present. Treat the hstage taker as nrmally as pssible. Be respectful t the hstage taker. Ask permissin t speak; d nt argue r make suggestins. Cunseling: Seek cunseling at the WVSU Cunseling Services after the incident.

16 Critical infrmatin: BOMB THREAT D nt use cell phnes, radis r fire alarm system because f risk f activating a device. Public Safety is respnsible fr assessing bmb threats t determine credibility, s call ext r 3353 after any phned in r written threat. All bmb threats must be taken seriusly until they are assessed. The decisin whether r nt t evacuate rests with WVSU, nt the respnding agencies, unless a device is lcated r unless the threat is widespread. Prcedures upn receiving a bmb threat: By phne call Cmplete the Checklist fr Telephne Threats. By written nte Preserve evidence. Place nte in plastic bag, if available. Phtgraph wrds written n walls. Ntify building administratr r designee. Ntify law enfrcement. Evacuatin r ther actins may be taken accrding t threat assessment. Cautin: Overreacting may encurage additinal threats. Scanning prcess cnsideratins: Scan classrms and cmmn areas fr suspicius items. Peple wh are familiar with the building shuld make scans. Assign staff t certain areas f the building. Keep in mind that a bmb culd be placed anywhere n schl prperty inside r utside. Any suspicius devices, packages, etc., shuld be pinted ut t emergency respnders. D nt tuch. Once a device is lcated, emergency respnders take respnsibility fr it. Evacuatin cnsideratins: If a decisin is made t evacuate, ntify staff and faculty via phne system, r by messenger.

17 After ntificatin is being made at ext. 3181, Public Safety staff shuld survey the grunds t clear exits and areas where students, faculty, and staff will be ging. Exit rutes shuld be altered accrdingly if the lcatin f the device is knwn. When evacuating, leave everything as-is. Leave rm drs unlcked. Faculty shuld take class rster where pssible. Bmb squads generally will nt search a building unless a suspicius package has been lcated. CHEMICAL OR BIOLOGICAL THREAT via Mail, Package Delivery, r Planted in Building If a telephne threat references a chemical r bilgical device r package call If pssible, cmplete the Checklist fr Telephne Threats. This page addresses receiving, by mail r delivery service, a suspicius letter r package that might be a chemical r bilgical threat. When srting mail r receiving delivered packages: Lk fr characteristics that make yu suspicius f the cntent, such as: excessive pstage, excessive weight misspellings f cmmn wrds ily stains, disclratins, dr n return address r shwing a city r state in the pstmark that des nt match the return address package nt anticipated r nt sent by a knwn schl vendr If a letter/package is pened and cntains a written threat but n suspicius substance: Ntify law enfrcement at ext r Limit access t the area in which the letter/package was pened t minimize the number f peple wh might directly handle it. It is cnsidered criminal evidence. Turn the letter/package ver t law enfrcement. Dcument all activities. If a letter r package is pened and cntains sme type f suspicius substance: Ntify law enfrcement at ext r 3353 immediately. Islate the peple wh have been expsed t the substance. The gal here is t prevent/minimize spreading cntaminatin. Limit access t the area in which the letter/package was pened until Public Safety arrives. Emergency fficials will determine the need fr decntaminatin f the area and the peple expsed t the substance. Public Safety will prbably ntify apprpriate external law enfrcement agencies. There are specific agencies that deal with this.

18 CHECKLIST FOR TELEPHONE THREATS Remain calm. If yu receive a telephned threat (bmb/chemical/ther): D nt hang up. Keep the caller n the line as lng as pssible and listen carefully. Ask the fllwing questins: Where is the bmb/chemical r ther hazard? When will it explde/be activated? What des it lk like? What kind f bmb/hazard is it? What will cause it t explde/activate? What is yur name? Did UyuU place the bmb/hazard? WHY? Where are yu? Exact wrding f the threat If vice is familiar, wh did it sund like? Call rigin: Lcal Lng distance Internal Cell Phne Caller s vice: Nte pattern f speech, type f vice, tne. Check all that apply. 19 DEMONSTRATION If demnstratrs are near but nt n schl prperty: Ntify Public Safety at ext r Mnitr situatin until Public Safety arrives. Ntify law enfrcement at 911 if necessary. Suicide Threat SUICIDE Cnsider any students, faculty r staff reference t suicide as serius. D nt leave the individual alne. Ntify Public Safety at ext. 3353, a schl cunselr, scial wrker, and psychlgist r building administratr immediately. Stay with the individual until suicide interventin staff arrives. D nt allw the individual t leave the campus until cunselr arrives, if pssible. Public Safety may arrange medical transprt t hspital. Suicide Attempt n Campus Call 911 if the persn needs medical attentin, has a weapn, needs t be restrained r parent/guardian cannt be reached. Try t calm the suicidal persn. Call ext r 3353 fr Public Safety. Stay with the suicidal persn until suicide interventin staff arrives. Islate the suicidal persn frm persns staring, if pssible. Initiate first aid if dire situatin. Encurage individual t stay until checked by medical persnnel. Reprt incident t the Office f Student Affairs r supervisr where applicable. Wrk with campus public infrmatin fficer if a suicide was successful r the individual hspitalized.

20 SHELTER IN PLACE PROCEDURES (AN ENTIRE MANUAL EXISTS ON THIS Emergency Respnse Guide) Sheltering in place prvides refuge fr students, staff and the public inside the building during an emergency. Shelters are lcated in areas f the building that maximize the safety f inhabitants. Every public building n campus has an identified shelter with cmmunicatins equipment. Sheltering in place is used when evacuatin wuld put peple at risk (i.e., trnad, envirnmental hazard, blcked evacuatin rute, danger n campus f specific nature). Shelter areas may change depending n the emergency. Safe areas have been identified in campus buildings. Siren annunces that students, faculty, and staff must g t shelter areas. G inside building(s). Faculty takes class rsters where feasible. Clse all exterir drs and windws, if apprpriate. Physical Facilities staff will handle the ventilatin units. Crdinatrs accunt fr all individuals after arriving in shelter area. All persns remain in shelter areas until a building administratr r emergency respnder declares that it is safe t leave. (N ne is frced t shelter.) Evacuatin will be crdinated with cunty and state fficials, Public Safety, and the University If all evacuatin rutes are blcked: Stay in rm and clse dr.
