4 Mobility: General facts Policies for internationalization and mobility in Brazil No general policy or strategy for the internationalization of higher education Mobility based on scholarships for faculty and students (undergraduate and PhD) Funding schemes: some bilateral projects (France, Germany and Netherland), individual scholarships for PhD students and SwB Attraction policies: Solidarity - Latin America, Africa an Caribbean: PEC-G (50 years), PEC-PG Attraction - SwB: Young researchers and Visiting scientists Strategy for mobility based on capacity building for future researchers and professionals as well through the development of joint research projects 4
5 Mobility: General facts Impact on Brazilian HEI: Undergraduate mobility: inclusion of small intuitions in the process of internationalization and internal changes in all institutions to be more adaptable to the international needs PhD mobility: increasing number of joint publication with higher impact Impact in the development of the country: Overall impact in the postgraduate system with Brazil having more PhD in its universities than any other latin american country A well stablished and solid postgraduate system Leading areas in the world in some research topics: oil & gas (Petrobras), aeronautics (Embraer), food security (Embrapa), dentistry, etc. 5
6 Concrete results Development of Double Degree programs Ongoing work for the development and implementation of a Brazilian international policy and strategy Better position of HEI in the most important international rankings Brazil shifted to a key position in the world of the international education Development of a policy for language teaching (English, French, Spanish, Portuguese as a second language, etc.) Funding scheme for the federal universities to support internationalization 6
7 Concrete results Brazilian Association for International Education - FAUBAI Transformation of the national conference in the most important conference on internationalization of education in South America (600 people, 37 countries, 120 presentations) Coordination of the Brazilian participation at the American (NAFSA) and European (EAIE) conferences on internationalization of education Consistent action for the definition of a Brazilian policy for the internationalization of higher education 7
8 Trends for the future Attraction of international students to Brazil Development of different Internationalization at Home activities Virtual mobility: Collaborative Online International Learning (COIL) - SUNY / US, Online International Learning (OIL) - Coventry / UK Second round of the Science without Borders program (SwB 2.0) with some possibilities for changes in the students placement process Bigger involvement of HEIs in the management and placement Very difficult to get back or even interrupt the process / programs Increase in the bilateral cooperation with Europe through the new European schemes of funding 8
9 Final remarks Which actions Brazil could take (among others )? Follow the Brafitec Aproach as a model for the mobility projects Define a national strategy and actions for the internationalization of higher education Develop an excellence initiative, similar to those in Germany and China, to identify and support the country's excellence universities Increase funding to attract foreign researchers to national universities Induct to a rapprochement between universities and industry to facilitate technology transfer Establish an agency for the promotion of Brazilian higher education abroad 9
