CHINA SCHOLARSHIP COUNCIL China Scholarship Council Study Abroad International Students in China Programs with Australian HEI 1 China Scholarship Council (CSC) was established in 1996 as a non-profit institution affiliated with the Ministry of Education. CSC is the national institution entrusted by the Chinese Government with the responsibilities of sponsoring Chinese citizens to pursue studies abroad and international students and scholars to study in China. The State Scholarship Fund is set up with special appropriations from the Government. CSC also welcomes donations and support from individuals, enterprises as well as organizations both home and abroad. 2

4 POLICY ON STUDY ABROAD Government policy on study abroad: Support the pursuit of studies abroad, encourage the return of study fellows on completion of studies, and ensure their freedom to come and go. CSC stresses the principle of equity, fairness, and transparency in its operation and adopts legal mechanism to ensure fulfillment of legal obligations. Responsible for the annual review of scholarship status of international students under Chinese Government Scholarship Programme and relevant statistic work of international students in China. 26
