1 History of Education Institute for Autism () Estabished:: March in Beijing Founder:: Ms. Tian Huiping (mother of a boy with autism) STARS AND RAIN was founded in 1993 by a parent and is China s first non-governmenta educationa organization to serve chidren with autism. Individuaized therapy service For chidren with autism, ages Teaching techniques are based on Appied Behavior Anaysis (ABA). The primary components of the services incude: PARENTS to understand autism and to earn the skis they need to improve their chidren s daiy ife through a parent training program and IFP (Individua Famiy Program). 11-week parent training program Four courses offered annuay. About 60 famiies from across China attend each course. CHINESE SOCIETY to recognize, Outreach training workshop and accept peope with autism and other disabiities. Hep parents in other provinces. 2 What is Autism? Description Autism is a deveopmenta disabiity that impairs sensory input causing probems in socia behavior, communication and earning. It hinders estabishment of persona reationships, and interaction in community ife. Most, but not a, individuas with autism have some degree of menta retardation. Causes No singe bioogica cause has been found but a significant number of medica disorders occur in conjunction with autism. Current research supports the fact that autism is a disorder of eary brain deveopment, probaby before 30 weeks gestationa age. Symptoms Autism greaty affects the way an individua reates to others and to the word. Its symptoms can be cassified in the foowing genera areas: Quaitative impairment in socia interaction skis; Quaitative impairment in using communication toos (eye contact, body anguage, verba anguage ); Limited, repetitive and stereotyped pattern of behavior, interests and activities Deayed or abnorma functioning occurring before the age of three. Statistics Autism has been found throughout the word in famiies of a racia and socia backgrounds. It occurs in approximatey 5-15 out of every 10,000 births, and is four times more common in boys than girs. It is estimated that there are at east 600,000 individuas with autism in China. Diagnoses Because the causes of autism are currenty sti unknown, there are no medica tests that can definitivey confirm or rue out a diagnosis. It is diagnosed by comparing the individua's behavior to the diagnosis criteria and determining whether or not the individua meets those criteria (DSM and ICD). Treatment To date, there is no effective cure. Eary diagnosis and intervention are vita to the future deveopment of the chid. Speciaized services designed in an IEP (Individua Educationa Program) incuding educationa, residentia, and empoyment services are needed. 3 Parent training--our unique service mode has been: & & Organized as a 11-week course. There are 4 courses hed each year. Each course now enros about 60 famiies who come from a parts of China. The whoe training program contains: 2 weeks for observation and assessment of students with autism. An IEP (Individua Educationa Program) is deveoped for each student as an outcome of this process. 7 weeks for teaching ABA Techniques (parents practice ABA skis each day with sessions for guidance and feedback from teachers in sma groups). The skis are separated into 10 units, which are ectured on each Friday. Parents are tested at the end of each week, and they practice these skis in different sessions, such as anguage/cognitive session, fine motor, sports etc. 2 weeks for evauation of the students and deveoping an IFP (Individua Famiy program). Foow-up training exists for parents who woud ike to further the training skis aready acquired. On March ceebrated its 10 year anniversary th Our Achievements In the ast 11 years STARS AND RAIN has: 1 Provided individua education therapy and consuting services to more than 2,000 chidren with autism from 32 provinces of China. 1 Trained more than 700 parents how to use the Appied Behavior Anaysis (ABA) approach. 1 Started outreach training courses for famiies iving far from Beijing (since 1998). We have hed 34 courses in 22 provinces and heped 326 famiies by teaching them ABA skis and principes. 1 earned from and adapted successfu methods from abroad, impementing educationa techniques based on Appied Behavior Anaysis, thus becoming China s first schoo to provide ABA services. 1 Trained the first team of ABA professionas in China. 1 Deveoped a compete "ABA Parent Training" service mode appropriate for Chinese famiies of chidren with autism. 3

Internationa organizations have heped the director to obtain opportunities to visit coeagues and organizations in Germany, Austria, Canada and the United States. Individuas have offered many books, materias, and videotapes that we use to provide our services. STAFF BACKGROUND: Some are graduates from schoos of preschoo education. Some are graduates with degrees in socia work. They have been working at since 1993, 1998, and THEIR PROFESSIONAL TRAINING: The first group of teachers have competed their on-thejob training about specia education/autism and ABA techniques at. In 2002 we started a two-year New Teacher Training Program with start-up funds from Rotary Beijing. Support from the vountary training work of professiona experts from Taiwan, Japan, the United States and France. Exchanges with coeagues from organizations in other countries. Devoted and creative practice of teachers at everyday sessions is aso an important contribution to the quaity of teaching. 4

8 Appendix Deveopment Fund (SRDF) 1. Background: Education Institute for Autism () is the first non-governmenta organization (NGO) in China engaged in serving chidren with autism and their famiies. provided an ABA (appied behavior anaysis) training program for preschoo students and parent training workshops. Since our estabishment in 1993 as an NGO, we have been an independent organization and our financia situation has aways been tight. Because there currenty isn t any possibiity of getting funds from the government, we rey heaviy on donations generousy given by peope from across China and overseas to continue our invauabe work. A quaified and experienced team of speciaized staff is the key to s success. In order to maintain and acquire exceent staff we desperatey need to raise more funds. SRDF has been estabished to fufi this need. 2. Purposes A. Support "Staff Training Program" - To provide new teachers with speciaized training. - To provide existing staff with ongoing and further training. -To invite professiona peope to to hep with training work. B. - Support schoo faciities To expand the schoo space To improve the schoo conditions to make more appropriate for teaching activities To deveop new programs (for exampe for oder students) C. Support Staff benefits - To provide heath insurance and housing funds for staff. - To reward outstanding teachers' achievements. D. Assist in teaching activities - To pay for transation of foreign anguage materias. - To purchase necessary teaching aids and equipment. E. For advocacy and awareness work - To pubish bookets and iterature giving information about autism. 3. Management: A. SRDF is managed by 's financia department, ed directy by the Director and 's Funds Committee. Money donated to specific causes wi be accuratey targeted for that purpose. B. SRDF Funds counci is an interna monitoring system, composed of the director, accountant, and staff representatives. C. A review of the fund and its financia situation wi be pubished every three months. D. The funds financia review wi be avaiabe to every donor for perusa and suggestions. 4. Donation: A. Any amount of money and any kind of currency are wecome. B. The donation wi be put into SRDF found or according to the donor s wishes to other specific areas. 8

9 Appendix Fund for Famiies with Chidren with Autism (SRFF) 1. Background: The purpose of estabishing SRFF is to offer assistance to Chinese famiies strugging to bring up chidren with autism under difficut circumstances. At present China is in a period of economic transition with an undeveoped socia insurance system. Many peope have to dea with the shock and upheava of unempoyment. Some of those aid-off are aready coping with the chaenge of bringing up a chid with autism. The SRFF is estabished to support these famiies, and to hep chidren with autism are not away because their parents are facing financia hardship. 2. Purposes: A. To decrease or cance the tuition fees (from partia to tota) for the aid-off famiies. Aso to provide necessary teaching materias and foows-up services. B. To decrease or cance the schoo fees for chidren with autism who have ost their parents. C. To reward the famiies who keep up the therapy sessions for their chidren with autism and have made good progress. D. A the above reief wi be awarded according to rigorous guideines and after proper scrutiny. 3. Management: A. SRFF is managed by Funds Committee. Money donated to specific causes wi be accuratey targeted for that purpose. B. Funds Committee is an interna monitoring system, composed of the director, accountant, and staff representatives. C. There wi usuay be one meeting every three months and the atest SRFF report wi be made avaiabe to a donors or others who are interested, for perusa and suggestions. 4. Donation: A. Any amount of money and any kind of currency are wecome. B. The donation wi be put into the SRFF fund or according to the donor s own wishes for other specific purposes. Every donor can put forward suggestions to hep us improve our work. Donors are aso wecome to take part in the fund counci meeting. 9
