Approve Agenda Motion by Springville and second by Central City to approve the agenda as presented. Motion carried. 3. Public Comments Agenda Related Rick Lewis, Commander with the CAP (Civil Air Patrol) in Cedar Rapids spoke. He stated EMA supports one of their hangers at The Eastern Iowa Airport. Rick spoke regarding the support given by CAP during the Flood of Invited Guests/Speakers/Presentations/Awards Bill Michael with Linn County Planning and Development and Hilary Copeland with ECICOG spoke regarding a multijurisdictional HazMat Planning grant they are applying for in the amount of $55,000. Linn County Planning and Development is working with ECICOG on this and they noted a 15% local match and 10% State match. The cost will be approximately $330 per jurisdiction for the local match. The plan is updated every five years and the County will do that. This allows communities access to funds and this will be putting all plans in one central location. A Resolution will be needed for each community and this is for the volunteer time. It was noted $27.60 per hour for volunteer time is used for this region for the in kind match. The Stafford Act was explained. 5. Consent Calendar 5.1. Minutes 04/19/2011 Commission Meeting Motion by Mt. Vernon and second by Springville to approve the consent calendar items. Motion carried. 6. Business (discussion and action may be taken on any of the following) 6.1. Discuss interest in dual activation capabilities for non-daec sirens. (Note: Interest has been expressed by a commission member to investigate the possibility of establishing the capability for EMA/Sheriff to activate non-daec sirens in addition to the local jurisdiction.) Mike Goldberg stated there was interest in building toward a county wide siren system. Not all jurisdictions are LC EMA Minutes June 21, 2011 Page 2 of 5

3 currently covered under EMA/Sheriff activation capabilities. The inquiry occurred after the last Commission meeting and he was checking to see if there was enough interest to move forward with this. Some concerns were voiced primarily relating to zoning capabilities. Commission members would like to see partial activation capabilities vs. the current all or none.. Motion by Walker and second by Central City to proceed further with investigating the possibility of establishing the capability for EMA/Sheriff to activate non-daec sirens. Motion carried Discuss agreement with Eastern Iowa Airport for renewal of hanger for Civil Air Patrol. (Note: This is a renewal of a 1985 agreement. EMA has paid this $75/mo. Renewal rate is $88/mo with a 5% discount available by paying annually = $83.60/mo. Tom Ulrich noted somewhere there is an AG agreement also. Motion by Mt. Vernon and second by Springville to approve the agreement with the Eastern Iowa Airport for the renewal of the hanger for the Civil Air Patrol, with the annual payment. Motion carried Review of May 10th DAEC exercise. Mike Goldberg stated there were items put in place at the May 10 th DAEC exercise that were follow ups from the March 29 th DAEC drill. There was a good turnout of exercise participants and the Polk County EMA Coordinator had also been invited and gave some suggestions which we will try to implement for the September 29 th drill Review of May 3 rd, DAEC Alert Mike Goldberg noted this was the first ALERT ever at this plant and we learned a lot from it. The fire incident was located outside the plant. Mike added there is a possibility that Kirkwood Community College is making changes, in the future, to this building and EMA is interested in acquiring the computer lab room Provisioning of equipment and clothing to EMA staff and/or volunteers. Mike Goldberg stated the personnel manual that preceded the bargaining contract included EMA clothing purchases but that was not included in the personnel policy rewrite. Since the allowance was provided pre-labor agreement, Mike was looking to see if the purchase of Agency clothing for employees is still an allowable expenditure. Mike talked with Linn County Human Resources and it is not part of the contract but is allowed at the employer discretion. Motion by Mt. Vernon and second by Springville for the purchase of EMA clothing for employees to be an allowable expenditure in the budget. Motion carried Discuss commission members interest in exercises (tabletop, functional, full-scale) Mike Goldberg noted EMA is willing to assist or set up exercises for the communities. EMA still has the Any Town USA equipment and vehicles for tabletop usage HazMat financial update Mike Goldberg gave a financial update (see attach) and noted one check came in yesterday for deposit. HazMat didn t spend the $16,000 that was approved previously contingent upon fund balance. One HazMat retainer was not received for the current fiscal year Update - EMPG Funding & new grant requirements (CEUs and exercises) EMPG funding reallocation was discussed and Mike Goldberg stated the new funding allocation has not been approved, yet. 4 funding has to meet CEUs and that does include Dawn Nelson. Mike found out today that five laptops didn t arrive prior to the end of the fiscal year. 7. Reports 7.1. Director s report Discuss Activity/Project report Mike Goldberg noted at the July EMC meeting, ESF 5, ESF 10 and ESF 14 will be on the agenda for approval. He also added that NIMS reporting is coming up, again, and is due September 1 st. Public Comment (Non-agenda related) Rich Struve commented on the sirens and noted at spotter training the expense of sirens and sounding was discussed. He stated in prior years, EMA pre-staffed the EOC for weather events and he would also give staff weather updates. A couple of weeks ago, EMA didn t have a HAM (amateur radio operator) in place and he had one report to EMA for the weather event. Mike Goldberg and Rich Struve both agreed that event had unique circumstances. Adjournment- Motion by Mt. Vernon and second by Springville to adjourn at 6:59 p.m. Motion carried.
