2 Fairfax County Office of Emergency Management All hazards approach approach to emergency management Prepared for everything from severe weather events to terrorist attacks to traffic interruptions. Emergency management staff work across all four phases of emergencies: 1. Mitigation 2. Preparation 3. Response 4. Recovery

5 Functions of Emergency Management Manages the county s s Emergency Operations Center and 24/7 warning center. Provides emergency planning. Facilitates training and exercise programs. Coordinates disaster recovery activities. Activates Emergency Alert Network (EAN) and Community Emergency Alert Network (CEAN) Systems. Manages the county s s Citizen Corps program.

6 Citizen Corps Programs Volunteers in Police Service (VIPS) works to enhance the capacity of state and local law enforcement to utilize volunteers Neighborhood Watch/USAonWatch incorporates terrorism awareness education into its existing crime prevention mission The Community Emergency Response Team (CERT) program educates and trains citizens in basic disaster response skills The Medical Reserve Corps (MRC) program helps medical, public health, and other volunteers offer their expertise Fire Corps promotes the use of citizen advocates to provide support to fire and rescue departments

7 Fairfax County uses the award winning Community Emergency Alert Network, or CEAN, to deliver important emergency alerts, notifications and updates during a major crisis or emergency. 8 Alternate Emergency Operations Center (AEOC) Located on the first floor of the Government Center $4 million (80% paid with federal funds) 4,000 square feet Includes a six-display projection system Seating arrangements for 60 staff members Robust 120-line, redundant telephone system Separate conference and radio rooms Redundant mechanical and electrical systems (including A/C and heat) Generator and uninterrupted power source (UPS)

11 Make a Plan Make a family communications plan that coordinates with your school, work and community communication plans. Practice this plan with your entire family regularly.

12 Assemble a Kit Build an emergency supply kit that includes enough supplies for each family member for three days. Remember to check your kit every six months. There are six basics you should stock for your home in case of an emergency: Water Food First aid supplies Clothing and bedding Tools and emergency supplies Special items for medical conditions.

15 Questions? Q: Fairfax Water did not have back-up generators for its system (note: Fairfax Water is not part of the County) as of a few years ago. Do you know if they finished building a back-up generator yet? A: After Hurricane Isabel, Fairfax Water developed a plan to build back-up generation at its treatment facilities and major pumping stations. This project is projected to be a $82 million effort. We are well under way on design of each of the facilities and are in the permitting process for a number of locations. We are projecting construction to be complete in 2010.

16 Questions? Interesting Fact about Fairfax Water: Fairfax Water has 400 tons of water per minute to pump! Fairfax Water s s plant uses the same amount of electricity per day as the entire City of Manassas!

17 Questions? Q: None of the phones worked on What do you suggest? A: It may be easier to make a long-distance phone call than to call across town, so an out-of of-town contact may be in a better position to communicate among separated family members. Be sure every member of your family knows the phone number and has coins or a prepaid phone card to call the emergency contact.

18 Questions? Q: How much water should people store at home? A: One gallon of water per person, per day for 3-53 days. Pets count as people and require an additional gallon per day. Supplies should not be stored in a basement in case of flooding.

19 Questions? Q: In the event of a nuclear attack, do you know if there are emergency shelters and escape routes in place? Short A: Yes. Long A: We do not advertise our evacuation routes or emergency shelters ahead of time. For security purposes As well, people tend to assume that those shelters and routes will be open during all emergencies. That is not the case. You will receive specific instructions during the incident. Stay flexible. We encourage shelter-in in-place. Home, Work, Car.

20 Questions? Q: As far as an Anthrax attack, how would people get the antibiotics in time? A: The Health Department has specific plans set up in place for anthrax, pandemic flu and other medical disasters. SNS plans have been exercised to bring meds into Fairfax in time. The Medical Reserve Corps plays a critical role with Points Of Distribution sites and Quick Dispensing sites.

21 Questions? Q: What about Pandemic Flu? A: Currently, there is no pandemic flu. Go to We will see it coming! Store two weeks worth of food and water. Practice social distancing. Wash your hands!
