CALL TO ORDER At an Organizational Meeting of the Monroe County Emergency medical Authority held in the Board Chambers in the City of Monroe on Wednesday, January 28, 2015, the meeting was called to order by Meagan Russell, Deputy Clerk at 6:01 p.m. II. III. IV. ROLL CALL Roll call by Deputy Clerk as follows: Present: James Bennett, David Brown, Mike Carder, Michael Demski, Glenda Kennon, Robin Miller, and Peter Navarre. Absent: William Urbanski (Excused) PLEDGE OF ALLEGIANCE Deputy Clerk led the Pledge of allegiance. ELECTION OF CHAIRMAN Michael Demski nominated Peter Navarre as Chairman of the Monroe County Emergency Medical Authority, term expiring December 31, Supported by Robin Miller. No other nominations were offered. Deputy Clerk closed the nominations. Motion carried. V. ELECTION OF VICE-CHAIRMAN Mike Carder nominated William Urbanski as Vice-Chairman of the Monroe County Emergency medical Authority, term expiring December 31, Supported by David Brown. No other nominations were offered. Deputy Clerk closed the nominations. Motion carried. VI. ELECTION OF SECRETARY Robin Miller nominated Meagan Russell as Secretary of the Monroe County Emergency Medical Authority, term expiring December 31, Supported by Glenda Kennon.

ELECTION OF TREASURER Robin Miller nominates Mike Carder as Treasurer of the Monroe County Emergency Medical Authority, term expiring December 31, Supported by James Bennett. No other nominations were offered. Deputy Clerk closed the nominations. Motion carried. VIII. APPROVAL OF AGENDA Motion by Mike Carder to approve the agenda as presented. Supported by Glenda Kennon. Motion carried. IX. APPROVAL OF MINUTES (11/19/14) Motion by Michael Demski to approve the minutes as presented for November 19, 2014 regular meeting and waive the reading of the minutes. Supported by James Bennett. Motion carried. X. PUBLIC COMMENT - None XI. LOCAL GOVERNMENT MEMBERS COMMENTS XII. COMMUNICATIONS 1. Board Action A. Approval of 2015 Meeting Schedule Motion by Robin Miller, supported by Mike Carder to approve the 2015 Meeting Schedule. Motion carried. 2. Information

XIV. OLD BUSINESS - None NEW BUSINESS 1. Updated Report MCA Dirk from MCA gave update report regarding the Dundee Station, where they are in the process of purchasing the old Fire Station in Downtown Dundee. As of the last township meeting we have come to an agreement and we are looking forward to getting into the station for renovations. Also MCA has done a few different things since the last meeting we have meet with the Monroe Police Department and we have done tourniquet training with them. The officers will now have first aid kids with tourniquets in them. We also have been working with Promedica Monroe Regional Hospital in helping with the resident program. The residents will be going on third rides with us so that they can see what we do on a daily basis. MCA gave presentations regarding the 5 AEDS that were awarded. Divine Grace Parish / St. Patrick Church (Carleton) o AED will be placed in the church or parish gymnasium o Representative - Lisa McGrath Family Medical Center (Carleton) o AED will be placed in the reception area o Representative Lori O Neil Dundee Community Schools (Dundee) o AED will be placed High School Athletic Building o Representative Aaron Carner Airport High School (Carleton) o AED will be placed in the High School Gym o Representative Chris Lukosavich Bedford Hall (report made by Bedford Heart Heroes) o AED will be placed in the Hall o Representative Roxann Satkowski (Bedford Heart Heroes) All representatives thanked the board for giving them an opportunity to receive the AED s and that it is a very good cause. MCA explained how the process went, how the recipients got picked and where the AEDS were funded from.

Frenchtown, Bedford, and City of Monroe had the highest volume of calls; 101, 104, and 158 respectively. PUBLIC COMMENT Peter Navarre explained to all present what the Emergency Medial Authority is involved in and what they are responsible for. XVII. OTHER ITEMS FROM MEMBERS Michael Demski asked what the affects of ProMedica taking over Mercy are going to be also will it be effecting the AED s donated next year. MCA explained how it will be affected and also the different relations the hospitals and ambulance companies fall together. Discussion followed. XVIII. Second St. Monroe Michigan Reference: March 25, 2015 agenda item - Beaumont One Air Ambulance Service Mr. Chairman; I am scheduled out-of-the-county for business on March 25 & 26, In my absence, please accept this correspondence pertaining to Beaumont One s proposal to service Monroe County. Central Dispatch was contacted in January 2015 with a request from Beaumont One to provide service to Monroe County. The request was redirected to both the Monroe County Medical Control Authority and the Monroe County Emergency Medical Authority (EMA) for review and consideration. Once both authorities are satisfied that all medical and licensing requirements are met for a Monroe County ambulance service, Central Dispatch can add the approved service into our system. Central Dispatch requires ambulance services, to include air ambulances, to communicate on the Michigan Public Safety Communication System (800MHz) and to have the capability to access all Monroe County emergency talk-groups. The requirement mirrors what is defined in EMA policy section 4 subsection 4.2. The capability to communicate on Monroe County emergency talk-groups is essential for communications with ground responders insuring a safe and controlled response to an incident. Beaumont One response area would become the North County defined area as referenced in EMA policy Section 4 subsection 4.1. The area is currently serviced by the University of Michigan s Survival Flight. A rotation would be established between the two north services as is presently utilized for South County air ambulance services. In the event an air ambulance service is not available to respond to their defined geographical area the closest available service is then requested. Such a request could prompt a North County service to respond into the south area. For your reference, in 2014, U of M s Survival Flight was activated three (3) times for North County responses. 8 MONROE COUNTY EMERGENCY MEDICAL AUTHORITY POLICY Subject: Air Ambulance Policy 1. Purpose: A policy defining the guidelines for air ambulance boundaries, communication equipment, certifications, dispatch procedures and annual reporting requirements. 2. Authority: Monroe County Emergency Medical Authority 3. Responsibility: The Monroe County Emergency Medical Authority shall be responsible for overseeing and administering this policy. This policy shall not conflict with Monroe County Medical Control Authority Board s Helicopter Utilization Policy. 4. Policy: 4.1 Boundaries The boundaries for air ambulances being dispatched from the north or south is identified by an imaginary line drawn across the bottom of Exeter, London, Milan, Ash and Berlin s (Please see attached map.) 4.2 Communication Equipment All air ambulances operating in Monroe County must have the capability to use the 800 MHz radio system through the Michigan Public Safety Communication System (MPSCS). 4.3 Communication Procedure All air ambulances that are summoned to Monroe County shall call in service with Monroe County Central Dispatch Center; provide the location from which they are responding and an ETA. The air ambulance provider will then be directed to switch to an emergency talk group as assigned by Monroe County Central Dispatch and communicate

9 directly with the paramedic and fire personnel on scene. 4.4 Certification All air ambulances must be approved and licensed by Monroe County Medical Control Authority Board. 4.5 Dispatch Procedure Monroe County s Dispatch Center will be responsible for notifying an air ambulance assigned to the area where the request is being made on a call-by-call rotation. If the Ann Arbor Area/Toledo Metro Area provider is unavailable, Monroe County Central Dispatch will then secure an appropriate mutual aid response. 4.6 Reporting Requirements 5. Definitions: None 6. Application: Each air ambulance provider is required to remit a quarterly statement via to the Recording Secretary that contains the following: A. Where Launched From B. Dispatch Time C. Arrival Time D. Hospital Who Received Transport. Quarterly statements are due as follows: A. May 6, 2009 B. August 5, 2009 C. November 4, 2009 Each provider is required to attend the February Meeting of the Monroe County Emergency Medical Authority of each calendar year and provide an annual report. This policy shall apply to all air ambulance providers who service the County of Monroe.

10 7. Administrative Procedure: The Monroe County Emergency Medical Authority s Chairman or designee shall be responsible for administering this policy.
