3 Pinellas Police Standards Council APPROVED Agenda: June 11, :30 AM 1. Call to Order Chairman Rick Stelljes 2. Approval of PPSC Minutes Motion by Chief Holloway and Captain Rawson The Council unanimously approved the May 8, 2014 PPSC Minutes. 3. Guests Joanna Newton Executive Director of MADD of West Central Florida Director Newton provided a brief history of her background including her tenure with AAA where she worked closely with MADD. Director Newton informed the Council that the main office of MADD is moving from Largo to Tampa. She stated that the victim advocate section/personnel of MADD will remain in Largo. Director Newton advised that MADD is broadening their public exposure and has planned a fundraiser walk for September 19, PASS Update Tina Trehy Investigator Trehy advised that the initiation of POBITS is going very well. The new Recruitment View will be presented to our represented agencies on June 20, 2014 from 0900 to Investigator Trehy advised that Director Waters sent an correspondence denoting this training and a majority of our agencies have RSVP d. 5. Committee Reports Legislative Committee Chief Dorene Thomas o No report for this month. Training Dean Brian Frank o No report for this month.

4 Standards Review Committee Chief Robert Vincent o No Appeals for the SRC this month. Finance Chief Thomas Edwards o Chief Edwards went over the prepared May 2014 Budget statistics. LE Radio and User Group Director Jackie Weinreich Director Weinreich went over the recent radio move and the extremely limited affect it had on some radio channels. LE Information Systems and Analysis Director Mike Cooksey o No report this month. Homeland Security Corporal Armistead o No report this month. 6. New Business Chief Holloway thanked PCSO, FBI, FDLE and Largo for their help during the shooting incident that took place recently in Clearwater. He provided a brief account of the incident and the aspect that many of the individuals involved resided outside of Pinellas County. Chief Holloway advised his agency is taking preventative measures to hopefully eliminate, if not greatly reduce, the potential for an incident like this to occur again. Chief Stelljes discussed the recent letter he received from Assistant Principal Michelle Topping of the Pinellas Park High School Criminal Justice Program. AP Topping humbly asked for donations that would raise enough money for their selected criminal justice team to attend and represent Florida in the National Skills USA being held in Kansas City, Missouri. Sheriff Gualtieri commented that his agency has given AP Topping $5,000 toward this event. Chief Thomas agreed that Pinellas Park will also help by some means. Chief Stelljes thanked Sheriff Gualtieri and Chief Thomas and asked the remaining Council membership to give the appropriate consideration toward AP Toppings donation request. 7. Old Business Director Cooksey spoke to the Council about the 2010 enacted Pinellas County ordinance that placed a moratorium on prescribing pain clinics. He stated the Prescription Drug and Advisory Board met last week to discuss the impact of the 2010 moratorium. The Board learned that the Medical Examiner s Office has seen a reduction in prescription related deaths each year since of the 2010 moratorium. Director Cooksey advised that the Board, chaired by Commissioner Latvala, is recommending to keep the moratorium in place and will voice their recommendation at the July 24, 2014 Board of Pinellas County Commissioners Meeting. State Attorney McCabe expressed his support of the moratorium and recommended a Letter of Support from the Council be sent to Commissioner Latvala for the upcoming Commission Meeting. State Attorney McCabe s motion was presented to the Council and seconded by

5 Chief Thomas. The motion for support of the moratorium extension was passed unanimously by the Council. (PPSC Resolution Supporting Extension of the Moratorium on High Prescribing Health Clinics, carried out June 20, 2014, is attached to these minutes). 8. Roundtable Interim Chief Kevin Matson of Kenneth City Police introduced himself and he was welcomed by the Council. Interim Chief David DeKay advised the candidates for the Chief of Police at the City of Saint Petersburg will be coming in to town for the last portion of the selection process. He advised that the mayor hopes to make a decision by the end of this month. Sheriff Gualtieri informed the Council that he recently met with Tampa Police Chief Jane Castor regarding the topic of medical marijuana. He advised that Chief Castor and he were in agreement that agencies should work together toward a unified law enforcement approach and consensus of medical marijuana. Sheriff Gualtieri advised that additional meetings will be forthcoming regarding this topic and encouraged agency participation and support. State Attorney McCabe discussed the JIMMY RICE ACT and the provision requiring anyone in prison, prior to being released, be screened to see if they have any behavior in their past of sexual behavior which makes them fall under the Jimmy Rice Act. State Attorney McCabe advised that this provision will now be required of all inmates at the county jail as well. Next Meeting Wednesday, July 9, :30 AM
