1 The Polk County Board of County Commissioners Polk County is strategically located in the center of the Florida peninsula just 25 miles east of Tampa and 35 miles southwest of Orlando. DEPUTY CHIEF - MEDICAL SERVICES (Fire Rescue) - Bartow, Florida - **This position may require a physical ability/agility test** MAJOR FUNCTIONS Responsible administrative, supervisory and managerial work in planning, directing and coordinating the pre-hospital emergency medical care and transportation service of the Fire Rescue Division. Functions as Command Staff in the Incident Command System, within the limits of the obtained certifications. Functions as a senior manager of the Fire Rescue Division, and coordinates and ensures compliance with the Federal, State of Florida, and Polk County regulations, rules, policies and procedures for Polk's emergency medical service (EMS). ILLUSTRATIVE DUTIES Responsible for developing, updating and implementing written standards, operating guidelines, schedules, program material, manuals, forms and reports. Responsibilities also include, but are not limited to, planning, directing, and coordinating emergency medical treatment and transport of the sick and injured, as well as oversight of the various quality improvement and quality assurance programs related to Polk's prehospital emergency care system. Responds to various emergencies including, but not limited to, emergency medical incidents, vehicle accidents, technical rescues, fires, explosions, hazardous materials incidents, and other disasters. Makes decisions as to the emergency care, transportation and management of emergency resources while on scene of emergency calls. Provides emergency medical care and other emergency scene duties within the scope of certifications.
2 Assists the Fire Rescue Division Medical Director with establishing emergency medical standing orders and clinical care guidelines. Directly assists in the planning of EMS related training and education. Supervises the development and maintenance of material to assist personnel in the use and care of emergency medical and ambulance equipment, according to State and local EMS standards. Evaluates and recommends various directions and the attainment of desired objectives for Polk's pre-hospital emergency medical system. Serves as staff advisor for all aspects of emergency medical and ambulance services within Polk County. Prepares comprehensive reports regarding the availability and geographic location of EMS resources for planning and/or organizational development. Coordinates public and private sector ambulance services with disaster preparedness, fire, hospital and other state and local agencies. Plans, directs, coordinates and supervises the overall personnel and administrative activities and functions of the Division with a particular focus on the pre-hospital EMS system. Conducts staff meetings and attends other meetings, hearings and events as directed. Prepares comprehensive reports, correspondence and memorandums. Prepares project applications for state/federal funds to provide expansion and improvement of the local EMS system. Assists in the maintenance of the Division's operational budget. Oversees the records management function of the EMS system. Engages in public speaking and must be able to communicate effectively with a wide range of groups including, but not limited to, emergency responders, government officials and hospital administrators. MINIMUM REQUIREMENTS Graduate of an accredited college or university with a minimum of a two (2) year Associate Degree in Public Safety, Emergency Medical Services, Fire Administration, Fire Science, or other related field of study, and as follows: A. Must have a valid State of Florida Paramedic License B. Must have a minimum of six (6) years of paid pre-hospital emergency care experience in an organized career fire department or with a licensed EMS provider and at least three (3) years at or above the rank of lieutenant or equivalent. C. Meet the requirements in Florida Statute , as this position may be required to drive an advanced life support vehicle in the event of an emergency. D. Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment, And meet the following driving history requirements: -Have not accrued 12 points within 36 months or 18 points within 48 months. -Have not been convicted of alcohol/drug related offenses within 36 months. -Have not been convicted of two (2) alcohol/drug related offenses within 10 years -Have not had a suspension, revocation, or restriction due to moving violations or alcohol/drug related problem, including failure to take a breath test within the 36 months prior.
3 -Must provide proof of insurance when required to use their personal vehicle as part of their daily job duties. E. Possess a valid American Heart Association CPR "BLS for Health Care Providers" card or the American Red Cross Professional CPR card. F. Possess a valid American Heart Association Instructor card in the following disciplines: BLS for Health Care Providers; Advanced Cardiac Life Support; Pediatric Advanced Life Support or its equivalent. G. Possess a valid Instructor card for Pre-Hospital Trauma Life Support or International Trauma Life Support. H. Possess a valid Emergency Vehicle Operator Course Certification card or a recognized 16 hour course that is equivalent. I. Possess the following National Incident Management System (NIMS) certifications: a. IS-100: Introduction to the Incident Command System b. IS-200: ICS for Single Resources and Initial Action Incidents c. IS-700: National Incident Management System, An Introduction d. IS-800: National Response Framework, an Introduction SPECIAL REQUIREMENTS Must obtain Federal Bureau of Investigations (FBI) Criminal Justice Information Services (CJIS) Security Awareness certification through the Florida Department of Law Enforcement (FDLE). Employees hired into this position after January 1, 2013 must obtain this certification as a condition of employment. Applicants who have not been employed by the Polk County Fire Rescue Division in a firefighting, paramedic or emergency medical technician capacity will be required to produce documentation that they have successfully completed a physical ability exam. The exam date can be no more than one calendar year from the closing date of this job posting. Either of the following is acceptable documentation for this requirement: A Medical Physical Ability Test (MEDPAT) from one of the following: - Ridge Fire Academy - Fortis Institute - Polk State College - South Florida State College - Or - -The Ridge Fire Academy Physical Ability Test (RPAT) - Or - -The Fire Service Joint Labor Management Wellness/Fitness Initiative's IAFF/IAFC Candidate Physical Ability Test (CPAT) from a licensed provider Must have a telephone within 15 days of employment, as employee is subject to call in emergencies. Must keep certifications and licensure updated as required for employment.
4 KNOWLEDGE, ABILITIES AND SKILLS Knowledge of Polk County's Emergency Management procedures, Standard Operating Procedures, Clinical Care Guidelines, and County Disaster Operations Plan. Thorough knowledge of geographical layout, typography and street system of Polk County. Knowledge of the principles and methods of emergency ambulance service, emergency medical service and life-saving techniques. Knowledge of basic management principles with the ability to learn State of Florida laws and administrative codes, along with the rules, regulations, policies and procedures which govern the operation and administration of the Fire Rescue Division with a specific focus on those related to EMS. Must possess the ability to make rapid, accurate and prudent assessments as to the emergency care, transportation and management of emergency resources, while on scene of emergency calls. Ability to supervise the maintenance of a variety of records, including those from accounting/billing systems. Must be able to foster partnerships and integrate EMS needs with local institutions including, but not limited to, hospitals and colleges. Ability to present projects and ideas clearly and concisely, orally and/or in writing. Ability to use good judgment in administrative and personnel situations and decisions. Ability to make independent decisions. Ability to maintain an effective working relationship with a wide range of people including employees, officials, doctors, hospital staff and the public. Ability to make effective public speaking presentations. Must have and maintain the skill, physical strength, agility and emotional stability to provide emergency medical care including patient preparation and loading into an ambulance or other vehicle, within the limits of current certification and as approved by the Polk County Fire Rescue Division's Office of Medical Direction. Knowledge of health and safety concerns related to the provision of emergency medical care, Critical Incident Stress Management procedures, and the Incident Command System. Ability to instruct, maintain discipline, stimulate interest, and develop the respect of subordinates. SPECIAL PREFERENCES Considerable progressive experience in EMS and rescue work, with progressive supervisory experience preferable, including some experience at the command level. Considerable experience in classroom instruction of various EMS disciplined coursework.
