2 CONFERENCE INFORMATION The IACP Law Enforcement Information Management (LEIM) Training Conference and Technology Exposition provides law enforcement executives, IT managers, technology specialists, and others with a forum in which to share information, best practices and lessons learned regarding state-of-the-art law enforcement information management, communications and interoperability, technology standards, and information sharing, analysis and fusion. The IACP has hosted information management and technology conferences since April The conferences provide training, professional development, and a national forum for law enforcement executives, operational managers, and technology and research staff to share best practices and lessons learned on a broad array of new and emerging technologies. 3 Refund Policy All cancellations must be submitted in writing and mailed or ed to IACP Headquarters. A penalty may apply. Telephone cancellations will NOT be accepted. Cancellations received on or before March 1, 2015 will be refunded in full. A $75 penalty will be assessed on all cancellations postmarked, faxed, or dated between March 2 - May 15, No refunds will be issued on or after May 16, No refunds will be given for no-shows. Refunds may take six weeks to process. The new Police Analytics unit serves as a clearinghouse for quantitative analysis and to support their mandate the new unit has developed an open source software solution that interfaces with the existing records management system to share information and analysis. In this workshop HRPS will discuss the Police Analytics unit and demonstrate how this technology can be used for free by other Services to improve information sharing and analysis. The evaluation focused on the system s impact on civil liability, addressing complaints, increasing transparency and enhancing prosecution. The evaluation also examined policy considerations, officer and citizen perceptions and data management. This workshop is intended to provide insight into some of the challenges of program implementation. Exploiting Law Enforcement ICT Networks Kathy Wunder, Director, Information Technology, Vancouver (BC) Police Department Paul Weatherhead, Vice President & Chief Technology Officer, Digital Boundary Group In the past year or two an unending stream of data breaches have taken place. Many are highly publicized like Target and Home Depot. But many others are not. As Law Enforcement agencies we are at risk and when tension in the community increase, our chances of being attacked go up significantly. Are we ready for such attacks? This session can help because of its practical nature. It will start with a practical demonstration of current methods by which law enforcement agencies' ICT networks are being breached. We will see what kind of impacts can occur from unauthorized access to an agency's networks and data. The presentation will then move on to the defensive part - practical actions that an agency needs to take to be safer and sleep easier! 9 11:00AM 12:00PM 12:00PM 1:30PM Building a National Law Enforcement Information Management Strategy for Canada Lance Valcour, O.O.M., Inspector (Ret.), Canadian Association of Chiefs of Police Kathy Wunder, Director, Information Technology, Vancouver (BC) Police Department In 2012 the Canadian Interoperability Technology Interest Group (CITIG) drafted a report and recommendations regarding the requirement for a national law enforcement information management strategic plan or roadmap. This report was submitted to the Canadian Association of Chiefs of Police (CACP) Information & Communications Technology Committee (ICT). Upon approval, the CACP sought government funding for a detailed study to research the current state of law enforcement information management in Canada. That research, completed in 2014, provided an excellent snapshot of the various operational law enforcement information management systems in Canada. More importantly, it outlined the serious lack of interoperability between these systems and identified a number of recommendations to improve law enforcement information management in Canada. In November 2014, approximately 30 of Canada's leading LEIM experts participated in a facilitated workshop and, after three days, developed the draft NLEIM Strategy. The NLEIM Strategy will be presented to delegates along with next steps and implementation recommendations. Taking DDACTS methodology to the next level. Engineering a digital enterprise grade DDACTS software, taking it to the next level a VISION for the FUTURE that is NOW ACHIEVABLE BY ANY AGENCY. 6.)Technology for enforcing your seatbelt, cell phone and texting while driving laws using telephoto and wireless technologies to send enforcement evidence upstream to enforcement team. In planning your study of the camera systems the personnel selected to do the study is vital to the success of the project. Diversity on the selection of participants is vital. When you implement the selected camera system it may be done gradually or all at once agency wide. There are pros and cons to both. In the management of your camera system there is a need for trained administrators and users. Protocols must be put in place that meets or exceeds evidence the retention rules that govern your agency. Lessons learned. While rigorous and defensible approaches to evaluating public safety technologies are needed, agencies face numerous challenges in developing meaningful metrics, including data quality issues and the use of technologies without adequate capabilities to report metrics. ARJIS, in partnership with RAND, will present how they ve addressed many of these issues using examples from several applications and technologies that ARJIS has implemented over the past couple of years. Prisoner Realignment in California - What's Working Pam Scanlon, Executive Director, ARJIS David Jorelman, Administrative Supervising Probation Officer, San Diego County (CA) Probation Carl Heidemann, Supervising Probation Officer, San Diego County (CA) Probation Public Safety Realignment (AB109) in California has shifted the supervision of thousands of prisoners from state parole to county probation. This historic legislation has also resulted in thousands of offenders being released early from prisons throughout the state. As the County of San Diego adjusts to this shift there has been a critical need for information sharing tools that serve to strengthen communication between local police departments and the San Diego County Probation Department. The panel will provide an overview of the issues related to re-alignment and a demonstration of the tools that are in place to ensure its success. Body Worn Camera Technology: Law Enforcement and a New Era of Transparency, Accountability, Public Trust and Confidence Trevor Daroux, Deputy Chief, Bureau of Community Policing, Calgary (AB) Police Service Asif Rashid, Staff Sergeant, Calgary (AB) Police Service The presentation will be offered by the BWC Implementation Project Team of the Calgary Police Service. The preamble of the presentation will be a compendium of videos recorded by actual Calgary Police members during pilot deployment of BWC technology which will be shown to attendees. Videos, recorded by a cross section of devices offered by several vendors will be supplemented by an overview of the Calgary pilot, (2012) as well as objective findings and tangible results during the evaluative phase of the project. A selection of actual cameras will be on hand for attendees to see/experience as the presentation will be delivered. Finally, challenges will be discussed including privacy concerns, RFP (request for purchase) issues, policy guidelines and legislative challenges. As facial recognition and body worn cameras become essential tools for law enforcement officers it is critical to have policies in place that ensure these technologies are being used a manner that is effective and maintains individuals privacy rights. This session will highlight two critical efforts in the San Diego region: the San Diego Police Department s body worn camera initiative and the privacy and policy issues associated with cameras at transit stops and on transit vehicles. The explosive growth and usage of mobile device connections and applications over the past decade has led to creation of critical bodies of evidence associated with most crimes committed globally. Digital forensics tools that extract and analyze data from mobile devices reveal information establishing location, intent, actions and interactions of suspects. This presentation focuses on commonly used tactics for effectively and efficiently recovering and analyzing mobile device data, evolving innovations in technology and legal and technical trends currently shaping the role of digital forensics in the law enforcement community. However, in order to access this information, officials not only need to acquire user name and password to these applications, but they also need to maintain multiple logons. With the development of ICAM concepts the problem of maintaining multiple logons goes away, reducing the time it takes to securely access the information appropriately available to the law enforcement user. Using case studies, the panel will describe the ways to provide background on the ICAM framework and how agencies can utilize the capabilities it can provide. Multiple agencies from several jurisdictions with minimal situational awareness converge on a scene with hundreds of panicked and/or locked down individuals. A goal of the project is the ability to predict the probability that an individual criminal subject will be involved in a violent crime in the future, either as a victim or as an offender. We have come to refer to such a person as a party to violence (PTV).
