The Challenge of a Changing Texas Thursday, May 22, 2014 Michael E. Cline, Ph.D. Associate Director and Research Scien st, Hobby Center for the Study of Texas Rice University, Houston, Texas Texas is a much different state than it was 40 years ago. Our popula on is more than twice as large as it was in We are a much more racially and ethnically diverse state. In the aggregate, we have an older popula on than 40 years ago. And today, a larger share of our popula on lives in metropolitan areas. These changes have brought about challenges in the last 40 years and these changes will con nue to impact Texas well into the future. How is Texas likely to change in the next 40 years? This session will present alterna ve future scenarios of Texas economy and demands for public and private services depending upon how the state meets the challenges brought about by changes in the size and rate of growth in the racial/ethnic, age, and household composi on of Texas popula on. Dr. Michael (Mike) Cline is the Associate Director of the Hobby Center for the Study of Texas at Rice University, an applied research center devoted to understanding the determinants and consequences of demographic change in Texas and beyond. A na ve of Snyder, Texas, his professional work in demography began soon a er the 1990 Census as an intern for the South Plains Associa on of Governments. Since that me he has provided demographic research to assist in planning for businesses, non-profits, and other ins tu ons in Texas and beyond. Dr. Cline earned his Ph.D. in Demography from the University of Texas at San Antonio, his M.A. in Geography from Kansas State University and his B.A. in Geography from Texas Tech University. Dr. Cline s latest work (co-authored with Steve Murdock, Mary Zey, P. Wilner Jeanty and Deborah Perez), Changing Texas: Implica ons of Addressing or Ignoring the Texas Challenge (Texas A&M Press) provides a picture of the demographic changes occurring in Texas and how those changes are likely to impact business, health, government, transporta on, and other factors without efforts to improve educa onal outcomes for all Texans. Texas Monthly recently stated that Changing Texas should be the catalyst for some serious thinking.

This Workshop will help you to locate, access and use these data for economic development and business purposes. Presenters: Pauline Nunez - Partnership and Data Services Denver Regional Office, U.S. Census Bureau Andrew W. Hait - Data Product and Data User Liaison Economic Planning & Coordination Division, U.S. Census Bureau This training is designed for Texas data users who want to learn to use U.S. Census Bureau Economic and Demographic data. The Census Bureau measures our vast and dynamic American economy and popula on for government and business decision making. Par cipants will access Census data to study business compe on, site loca on, prepare a business plan, demographics of their trade area, review their local economy and analyze where people work and where workers live in their community. Who should come? Economic Development Departments of local governments, Council of Governments, small business owners, consultants, Small Business Development Training Centers, Chambers of Commerce, and any agency who targets small businesses and economic development. Please bring your own laptop to be er par cipate in the workshop demonstra ons, Wi Fi will be provided.

7 Speaker Information: E. Allen Carrigo III, Ph.D. Dr. Allen Carrigo is currently the Director of Region Operations and Support for the Northwest Texas Small Business Development Centers Network. He is responsible for coordinating daily operations for six SBDC Sub-Centers and five Specialty Centers within a ninety-five county area. He is extensively involved with the Small Business Innovation Research (SBIR) and the Small Business Technology Transfer (STTR) programs. He is also responsible for supervising Texas Tech University s Business and Industry Data Center (BIDC) that is part of the NWTSBDC network. The BIDC provides U.S. Census and other demographic informational support to small businesses in West Texas. Dr. Carrigo graduated from Texas A&M with a degree in Economics. He was commissioned as an Infantry second lieutenant and spent twenty-five years as a regular Army officer. Dr. Carrigo has: a MBA in Financial Management from Syracuse University and a Ph.D. in Operations Management from Texas Tech University. Michael E. Cline, Ph.D. Dr. Michael (Mike) Cline is the Associate Director of the Hobby Center for the Study of Texas at Rice University, an applied research center devoted to understanding the determinants and consequences of demographic change in Texas and beyond. A native of Snyder, Texas, his professional work in demography began soon after the 1990 Census as an intern for the South Plains Association of Governments. Since that time he has provided demographic research to assist in planning for businesses, non-profits, and other institutions in Texas and beyond. Dr. Cline earned his Ph.D. in Demography from the University of Texas at San Antonio, his M.A. in Geography from Kansas State University and his B.A. in Geography from Texas Tech University. Andrew W. Hait Andrew W. Hait serves as the Data Product and Data User Liaison in the Economic Planning and Coordination Division at the U.S. Census Bureau. With over 26 years of service at the Bureau, Andy oversees the data products and tools and coordinates data user training for the Economic Census and economic survey programs. He also is the lead geographic specialist in the Economic Programs directorate. Andy holds a bachelor's degree in Economics from Syracuse University and has a Masters Certificate in Project Management from George Washington University. Kari L. Klinedinst Kari L. Klinedinst works with business survey respondents and data users as a survey statistician in the Customer and Respondent Outreach Branch at the U.S. Census Bureau. Previously she was an analyst on the economic census, specializing in retail trade. Kari has a bachelor's degree in Statistics from Purdue University. Mary Nemmers Mary Nemmers is a Business Research Librarian from the University of Houston Small Business Development Center. She has been there for 20 years and helps entrepreneurs with their market research. Mare received her MLS (Masters of Library Science) from the University of Arizona in Tucson.

8 Pauline Nunez Pauline Núñez conducts and develops training programs on U.S. Census Data for local governments, Congressional staff, nonprofit, health care, economic development organizations and school districts throughout the southern part of Texas and Arizona. In addition to her state assignments, she is the Regional staff liaison for the State Data Center Program, a network of state agencies, universities, libraries, and regional and local governments throughout the twelve-state Denver Region. She has over 25 years experience in community development micro lending, grant writing, marketing and business development for small businesses and non-profit management. Pauline is a member of the Rocky Mountain chapter of the American Society for Training and Development (ASTD). She hails from El Paso, TX which makes her a Texan ( although some folks dispute whether El Paso is part of TX). Beverly Pecotte Beverly Pecotte has over 30 years of experience coordinating the efforts of research, academic and programming staff on projects analyzing the demographic distribution patterns for Texas diverse environments, population groups and socioeconomic resources. Her current duties include acting as liaison between the U.S. Census Bureau and the Texas State Data Center. She has co-authored a number of books, articles, chapters and technical reports with other members of the research staff. Her background has proved valuable to the integrated research programs within the Institute. Ms. Pecotte received a M.S. in Geography in 1983 from Texas A&M University. Billy U. Philips, Jr., Ph.D., M.P.H. Dr. Billy U. Philips, Jr. is the Executive Vice President and Director of the F. Marie Hall Institute for Rural and Community Health for the Texas Tech Health Science Center. Dr. Philips joined the staff of TTUHSC on April 1, He is currently oversees four different rural health programs including a telemedicine program, Area Health Education Centers program, Health Information Technology Regional Extension Center, and a Rural Research program. He joined TTUHSC after 35 years at The University of Texas Medical Branch in Galveston, TX. While at UTMB, Dr. Philips served in various positions including senior administrative positions in the UTMB Cancer Center, the School of Allied Health Sciences, and Director of Graduate Programs and later as Chairman of the Department of Preventive Medicine and Community Health in the School of Medicine. He was a tenured Professor and holder of the Leon Bromberg Chair for Excellence in Teaching. Dr. Philips earned his Bachelor s Degree in Psychology from Oklahoma City University in 1969; his M.P.H. and Ph.D. in Epidemiology from the University of Oklahoma Health Sciences Center in 1971 and 1974, respectively and completed Post-Doctoral study at the New England Epidemiology Institute in Medford, Mass. He is an established NIH investigator and author of numerous books, peer-reviewed articles, and other scholarly works in community based research and chronic diseases. Lloyd Potter, Ph.D., M.P.H. Lloyd Potter serves as the State Demographer for the state of Texas and is the director of the Texas State Data Center housed at the University of Texas at San Antonio. The State Data Center program provides the State Demographer's Office with population estimates and projections for the State of Texas, serves as a data archive for Texas, and offers technical expertise in demographic and socioeconomic research. Dr. Potter is also a professor of Demography at The University of Texas at San Antonio where he serves as the director of the Institute for Demographic and Socioeconomic Research. He holds a Ph.D. in Demography and Sociology from the University of Texas at Austin, a Master of Public Health Degree from Emory University, a Master of Science in Education from the University of Houston at Clear Lake and a Bachelor of Science from Texas A&M University. His current academic work focuses on training applied demographers in the area of public policy; research in public policy and health related topics.

9 Deborah Schueneman Deborah Schueneman has been part of the SBDC program for 21 years and as Director of the SBDC National Information Clearinghouse for the most recent 9 years. Her understanding of business research needs is rooted in both her ownership in Celebration Savvy (a high end catering company) and her consulting experience as an SBDC Business Advisor. The SBDCNet delivers an average of over 25,000 individual research reports annually to Business Advisors nationwide. Annette Sobel, M.D., M.S., FAAFP, FAsMA, P.E. Dr. Annette Sobel currently is an Associate Professor in the Department of Medical Education and serves as the Executive for Critical Infrastructure Protection and Health Security Initiatives, Texas Tech University Health Sciences Center and Texas Tech University. She is residency trained in Family, Community, and Aerospace Medicine, as well as being a Hyperbaric Medicine Specialist, certified by the U.S. Navy. Dr. Sobel is a Human Factors Engineer and her work has emphasized global disease surveillance and development of interactive learning and education platforms to include development of augmented reality systems for learning disabilities. Dr. Sobel received her Masters from Wright State University and her MD from Case Western Reserve School of Medicine. Kenneth L. Stewart, Ph.D. Kenneth L. Stewart is professor of sociology and director of Community Development Initiatives at Angelo State University (ASU) in San Angelo, Texas. Dr. Stewart joined the sociology faculty at ASU in He is also a member of the faculty in the Department of Public Health at Texas Tech University Health Sciences Center in Lubbock, Texas. He is author or editor of five scholarly books, and numerous journal articles analyzing the social history of Mexican Americans, immigrants, and other vulnerable social groups. He has presented his work in a variety of local, regional, national, and international venues. As director of ASU s Community Development Initiatives, Stewart served as Chair of the 2010 Census Complete Count Committee for Tom Green County and the City of San Angelo. He also implemented numerous community research and program evaluation projects, many involving application of demographic data and analysis to local social, economic, and public health issues. He writes a monthly column for the San Angelo Standard Times as a public education service to inform residents about findings and insights stemming from community-based research at Community Development Initiatives. Lila Valencia, Ph.D. Dr. Lila Valencia is a researcher and the Legislative Liaison at the Office of the State Demographer. She has over 10 years of experience in quantative and qualitative research in both the public and private sectors. Her current work focus involve understanding and communicating demographic trends and processes in Texas. Lila holds a Ph.D. in Applied Demography from the University of Texas at San Antonio, a Master of Arts in Psychology from the College of William and Mary in Virginia, and a Bachelor of Arts from the University of Texas at Austin. She is from Brownsville, TX.
