2 Please Join Us The Military Health System (MHS) of the Department of Defense (DoD) is considering open source software (OSS) solutions as a part of their future health information technology. A workshop on Open Source Software and the Military Health System has been organized to review OSS technology and product lifecycle management of OSS. It is aimed to provide the MHS leadership team with additional knowledge in which to base their initiatives. This workshop brings together OSS experts from the Department of Veterans Affairs (VA), Department of Defense, National Institutes of Health (NIH) and civilian sector as well as academia. The two-day workshop will explore key relevant aspects in OSS technology that might be helpful for the DoD-VA joint efforts in health information technology.

3 The Internet s growth during the past few years has profoundly affected the way software is designed, developed, licensed and distributed. The term open source commonly refers to a software program or set of software technologies that are made widely available by an individual or group in source code form for use, modification and redistribution under a license agreement having very few restrictions. The open source Internet tools can help make open source code more cost effective, efficient and robust by allowing many diverse programmers to collaborate in real-time on development and testing. Open source is a powerful concept but often it is poorly understood in its use, development, up-grades, cost, deployment, security, and risk management to name a few. This workshop, Open Source Software and the Military Health System, has been organized to look at all aspects of OSS with special emphasis on full lifecycle management within the Military Health System. DoD has commissioned several studies reviewing the applicability of open source code, as well as development methodologies unique to open development. The Department of Veterans Affairs has been a champion of open source for a long time and has committed to further expanding the program through the establishment of an Open Source EHR Custodial Agent (OSEHRA). It is a not-for-profit organization established by tiag Inc, under a VA contract to facilitate rapid innovation through community engagement. This workshop is organized as a part of community enablement program of OSEHRA.

4 WORKSHOP OBJECTIVES 1. Understand what Open Source Software (OSS) is and is not. 2. Discuss the state of OSS technologies, best practices, and existing business models. 3. Review OSS sustainability from the perspective of product lifecycle management. 4. Understand OSS tools for building high quality software and promoting innovation. 5. Review the security implications of using Open Source and risk management strategies. 6. Understand governance models for managing and leveraging OSS. - Please Note - This workshop will not be a venue for discussing specific projects or initiatives, such as VLER, VistA, HITIDE, or iehr among the government agencies.
