3 A. INTRODUCTION 1. Rededication ceremony for National Servicemen (NSmen) was introduced in 1987 to give employers an opportunity to publicly pledge their support for defence on Singapore Armed Forces Day (SAF) (i.e. 1 st Jul) and to give NSmen an opportunity to rededicate themselves to the defence of Singapore. (Source: 2008 CBD & South zone CRC at SPRING Auditorium, organised by the Association of Small & Medium Enterprises) 2. Rededication ceremony is held either on an individual (in-house) or combined basis. An in-house rededication ceremony involves the gathering of NSmen from one's own company, while a combined rededication ceremony (CRC) calls for the participation of NSmen from various companies residing in the same area. The areas are grouped under 4 main zones, namely the Central Business District (CBD) & South zone, East zone, North/ North-east zone and the West zone. To mark the significance of this occasion, an Officiating Minister will be invited to officiate the combined ceremony at each of the 4 zones. 3. As the rededication ceremony is usually conducted during working hours at the courtesy of the company, it is therefore in the Ministry of Defence s (MINDEF) interest to support these activities. 4. This guide aims to provide you with the necessary information as an organiser of the ceremony, either on an individual (in-house) or combined basis. 1
4 B. GENERAL CONDUCT OF A REDEDICATION CEREMONY 1. A rededication ceremony involves an assembly of SAF NSmen, staff and management from the company/ participating companies on 1st Jul. It is usually conducted during office hours. As the ceremony demonstrates the employer s support for defence, the organisation of the ceremony is on a selffunding basis, with no additional financial support from MINDEF. Participants 2. As the ceremony commemorates Armed Forces Day, SAF NSmen in the company below the National Service (NS) statutory age of 40 years old (for non-officers) and 50 years old (for officers) are encouraged to don their uniforms and participate in the ceremony. NSmen from the Singapore Civil Defence Force (SCDF) or Singapore Police Force (SPF) are not required to don their uniforms. They will be in their civilian attire and attend the ceremony with the rest of the employees. Types of Ceremonies and Selection of Venues 3. Either an indoor or outdoor ceremony could be held. The venue, though not necessary, is preferred to be at the company/ participating companies premises. Alternatively, the organiser can consider other appropriate venues that can accommodate the participants. As the rededication ceremony is organised during working hours, the proceedings of the ceremony is kept simple. A sample of the programme segments of the ceremony is as follows: a. Arrival of guests b. Arrival of Officiating Minister (Zone-level ceremony only) c. Welcome address by Chief Executive Officer (CEO) of organising company d. Reception Note: The organiser may incorporate or propose additional segments to the above programme which may be appropriate and relevant to the conduct of the event e.g. presenting letter of recognition to NS employees who have done well 1 The SAF Day message may be obtained from MINDEF a day before 1 st Jul. For in-house ceremony, the message should preferably be delivered by the CEO/ Managing Director (MD) of the company. For zone-level ceremony, a video recording of the message delivered by the Minister for Defence in the morning will be sent to the organiser by MINDEF s representative for the event. 2 The recitation of the SAF pledge should be led by an active NS officer. 6 in their in-camp trainings (ICTs), incorporating an educational tour to historical/ defence-related site for staff after the ceremony proper. Dress Code 5. The dress code for the event is as follows: Participants Army NSmen Air Force & Navy NSmen Civilian guests Military guests (from MINDEF) Attire No. 4 Dress 4 without headdress (if ceremony is conducted indoor or under tentage) (No. 4 Dress is commonly known as camouflage uniform) No. 3 Dress without headdress (if ceremony is conducted indoor or under tentage) Smart office wear - No. 5(T) without headdress (if ceremony is conducted indoor or under tentage) - No. 5(T) with headdress (if ceremony is conducted outdoor without tentage) 4 The sleeves of the No. 4 dress donned by NSmen are to be rolled up. 4
7 C. ZONE-LEVEL CEREMONY COMBINED REDEDICATION CEREMONY 1. The combined rededication ceremony (CRC) gathers the SAF NSmen, staff and management of various companies residing in the same area. The areas are grouped into 4 main zones as follows: - CBD & South - East - North/ North-East - West Responsibilities of the Organiser 2. As the organiser of a CRC, you will form 5 a working committee to look into the following: a. Solicit other companies participation i. Besides extending the invites to past participants, the committee is encouraged to rally the neighbouring companies to participate in the event. The committee could also include their subsidiaries/ associated companies and business associates in the participation of the ceremony. ii. The participants of the participating companies should comprise the senior management, NS employees and other civilian employees. A sample of the invite letter and reply form to consolidate the nominal roll is appended at Annex B. iii. Upon the companies confirmation on their participation, the committee could follow up with an e-invite on the event to be sent to all participants, through the participating companies point-of contact. A sample of such invite is appended at Annex C. b. Official invitation to Officiating Minister MINDEF will coordinate and arrange for the Officiating Minister to grace the ceremony. The organiser is required to follow up with a formal invitation once MINDEF reverts on the Officiating Minister. A sample copy of invitation letter to the Officiating Minister is enclosed at Annex D for organisers reference. c. Budget As the ceremony is self-funded, the main organising company may decide to fund the entire budget of the event or seek the necessary contributions from participating companies to share the costs in the organisation of the ceremony. 5 The committee members could comprise of people from the organising company or a combination of people from the participating companies. 5
8 d. Source for a suitable venue and car park arrangements i. The committee could hold the ceremony at their premises or explore external venues that could accommodate the crowd. The committee should also consider the accessibility of the venue. ii. Car park arrangements for VVIPs i.e. CEOs/ MDs of participating companies and senior military officers 6 should be catered for. iii. The committee could assist the guests to locate the venue and their allocated car parks by providing a map of the venue and the respective car parks. Traffic marshals or signage could also be set up to further assist the guests in locating their car parks. e. Propose, develop and execute the programme for the day The basic segments of the programme are as reflected on Pg 3. The committee could propose additional segments to complement the entire event e.g. performances, presentation ceremony to recognise NS employees for their good performance in NS. f. Welcome address by CEO/ MD A sample copy of the opening address is at Annex E for the committee's reference. The committee is requested to check the content of the opening address against the Officiating Minister's speech to ensure that there is no duplication of contents or contradicting remarks. g. Pledge Leader and Master of ceremony (Emcee) The working committee could source internally among their companies for staff to assume the 2 roles. It is to note that the Pledge Leader must be an active NS officer. A sample of the SAF pledge and MC script are appended at Annex A & Annex F respectively. h. Source for suitable mementoes i. To show the organiser s appreciation to the participating companies, the organiser could present mementoes to the representatives of participating companies. ii. In addition, mementoes could also be given out to the participating NSmen and guests in commemoration of the event. A list of such items given out by past organisers and the inscription to be reflected are appended in Annex G. 6 To support the event, MINDEF will also arrange for about 20 military guests each to attend the ceremonies held at the respective zones. The organiser is to send the e-invite and e-car park labels to the MINDEF representative to assist in sending them to the military guests. 6
9 i. Decoration/ Logistics The organiser could put up any decorations/ set-up that they deem fit for the event. The flag which is required for the event can be t-loaned from MINDEF/ SAF. j. Manpower requirements The committee will work out among themselves the necessary manpower required for the running of the event on 1st Jul. k. Publicity i. MINDEF will send out a press release to the media informing them of the various combined rededication ceremonies held at the respective zones on 1st Jul. For the benefit of the organisers, they are encouraged to send their own press invitation, highlighting any newsworthy points, to the media to cover the event. ii. The organiser is also encouraged to promote the event through their internal publicity efforts i.e. newsletters, intranet etc. MINDEF will assist to provide the necessary information that may be required for such publications. l. Photography/ Videography The working committee could consider appointing a photographer/ videographer to cover the event so that such materials could be distributed to participating companies for their own publicity purposes. MINDEF s Assistance to the Organiser 3. In recognition of their efforts to organise the event, each organiser of the CRC will be supported by a MINDEF representative from National Service Affairs Department (NSAD). The representative will sit in all the committee meetings and provide any advice, if necessary. 4. MINDEF will also provide the following assistance to the organiser towards the execution of the event: a. Co-ordinate and arrange for the Officiating Minister to grace the ceremony i. The organiser will follow up with a formal invitation after MINDEF reverts on the Officiating Minister of the ceremony. ii. Upon Officiating Minister s official response to the organiser s invitation, the organiser is to inform NSAD s representative. He/ She will then assist in all the arrangements/ co-ordination with the Officiating Minister s secretary. 7
10 b. Prepare Officiating Minister s speech A copy of the speech will be extended to the organiser when it is cleared. Usually, the speech will only be ready for release 1-2 days before the ceremony. The speech is to be embargoed till delivery. c. Co-ordinate the invite of the military guests NSAD s representative would, as far as possible, inform the organiser on the number of military guest to be invited 1 month before the ceremony. The organiser is to extend the e-invites, e-car park labels to NSAD s representative for their assistance to forward the invitation to the military guests. d. Providing an SAF unit to render support to the organiser i. The nominated Officer/ Warrant Officer of the supporting unit will join the NSAD representative and sit in the organisers working committee. ii. He/ She will advise on the regimental and ceremonial aspects of the ceremony and assists to provide logistical support i.e. loaning of flags/ buntings for the ceremony. iii. He/ She will also assist and advise on the event proceedings pertaining to the ceremonial aspects of the event i.e. SAF pledge. e. Providing the SAF Day message, SAF video and National anthem CD i. The SAF Day message will be delivered by Minister for Defence at the first ceremony on 1st Jul. ii. The SAF video and the video recording of the SAF Day message delivered by Minister for Defence at the first ceremony will be brought along by NSAD s representative to the organisers on 1 st Jul. iii. A copy of the SAF message will also be sent to the organiser 1-2 days before the ceremony. This message is to be embargoed till delivery by Minister for Defence. In the event the video recording of the SAF Day message fails to work, the CEO/ MD of the organising company may deliver the message at the ceremony. iv. The National anthem CD could be obtained from the NSAD s representative. 8
11 f. Assist in the seating plan for military guests The organiser is to plan for the seating plan of all guests and he/ she should try to intersperse the civilian guests with the military guests. The NSAD s representative will assist and advise on the seating plan for the military guests. g. Prepare the order of proceedings for Officiating Minister and the most senior military guest The NSAD s representative will assist the organiser in preparing the order of proceedings for the Officiating Minister and the most senior military guest. The organisers are thus required to provide the following to him/ her: i. Detailed programme and timing ii. Map of the venue (with clear indication of where the Officiating Minister will be received) iii. Any other related information 9
12 D. INDIVIDUAL REDEDICATION CEREMONY IN-HOUSE REDEDICATION CEREMONY 1. The in-house rededication ceremony gathers the SAF NSmen, staff and management from one s own company on 1st Jul. Responsibilities of the Organiser 2. As the organiser, you and your committee members will look into the following areas: a. Participation in the event i. The participants shall comprise the senior management, NS employees and the civilian employees of the company. ii. As the ceremony commemorates Armed Forces Day, SAF NSmen in the company below the NS statutory age of 40 years old (for non-officers) and 50 years old (for officers) are encouraged to don their uniforms and participate in the ceremony. NSmen from the SCDF or SPF are not required to don their uniforms. They will be in their civilian attire and attend the ceremony with the others. b. Programme for the day i. The event proceedings shall follow the programme as reflected on Pg 3 (excluding those segments that are applicable only to Zone-level ceremony). ii. Additional segments to the programme may be added as long as their purposes are appropriate and relevant to the conduct of the event e.g. presenting letter of recognition to NS employees who have done well in their ICTs, incorporating an educational tour to historical/ defence-related site for staff after the ceremony proper etc. In such instances, the company may also consider including their families to participate in the event so as to create greater awareness and appreciation of our nation s defence and the contributions of the NSmen. c. Budget As the ceremony demonstrates the employer s support for defence, the organisation of the ceremony is on a self-funding basis, with no additional financial support from MINDEF. 10
13 d. Venue for conduct of ceremony The ceremony could be held at your company s premises or any other external venues that could accommodate your crowd. You may also like to explore holding your ceremony at the Army Museum of Singapore (ARMS) 7 or The Singapore Discovery Centre (SDC) 8 where a guided tour could be incorporated for the participants. e. Pledge Leader The Pledge Leader must be an active NS officer. He will don his SAF uniform and lead the other NSmen in the recitation of the SAF pledge. f. Mementoes for participants Mementoes could be given out to the participants in commemoration of the event. g. USEFUL LINKS The Employers website at NS Portal at G. FREQUENTLY ASKED QUESTIONS Q1: Could we engage the SAF Music and Drama Company (MDC) to perform at our ceremony? The SAF MDC turned Executive Agency with effect from 1 Nov 98. If you wish to engage them to perform at your ceremony, there would be cost incurred by your company. Cost of the various SAF MDC performances range from $500 (for a string quartet) to $8,800 (for a drama). You may contact Rashidah at for further enquiries. Q2: Can an NSman CEO attend the ceremony in his No. 4 uniform? Yes. In fact, we strongly encouraged the CEO who is an NSman to wear his No.4 uniform as he will be demonstrating his strong support and commitment as an employer as well as an NSman. Q3: Are civilians required to take the SAF pledge by putting their right fist over their left chest? It is not necessary for civilians to raise their right fist over their left chest to recite the pledge. However, we have no objections if civilian participants follow the formalities and take the pledge as a gesture of support and commitment for national defence. Q4: How do my NSmen go about getting their uniform for the event? All active NSmen are given credits every 2 years to purchase the necessary items including uniforms and boots, at the emarts. In addition, they will have a credit advance of up to credits, derived from the next top-up cycle. The locations of the emarts can be assessed via the NS portal at NSmen can also make the purchase on-line via the portal and request for home delivery by paying a nominal fee. 9 NSmen from the Army and Air Force are allocated 113 credits per cycle (every 2 years) while NSmen from the Navy are allocated 105 credits per cycle. 12
15 Q5: Is the use of a state lectern compulsory? The type of lectern to be used is left to the organisers discretion. The welcome entourage should at the minimum comprises the CEO of the organising company and if possible the Chairman of the organising committee. On MINDEF s part, the most senior military guest and the supporting unit commander will receive the Officiating Minister. Q7: Must the CEO's opening address be cleared by MINDEF? While there is no necessity, MINDEF would assist when requested. A sample copy of such opening address is enclosed at Annex E for organiser's reference. Organisers are requested to check the content of the opening address against the Officiating Minister's speech to ensure that there is no duplication of contents or contradicting remarks. Q8: Must the MC Script be cleared by MINDEF? It will be good that the script be forwarded to NSAD so that we could advise if the proceedings are in order. A sample copy of the MC script is enclosed at Annex F for reference. Q9: Must the MC be an NSman? No, it is not necessary. Q10: Must the pledge leader be an NSman? Yes. The pledge leader must be an active NS Officer. Q11: Do we need to give souvenirs to NSmen/ guests? It is optional. Past souvenirs given includes shoe bag, watch, overnight bag, multi-purpose torch, wallet, swiss army knife, transistor radio, flask, aluminium water bottle, keychain, pen-set and backpack. 13

30 Terms and Conditions The State Lectern is provided by the Communications Support Department (CSD) for The President, Ministers and Ministers of State. Please note that it is not compulsory for Ministers and Ministers of State to use the state lectern. Bookings must be made at least two weeks in advance. Bookings 1. Please attach a copy of the programme together with the booking form. 2. Provision of the State Lectern will be on a first-come-firstserved basis. However, in the event of a clash in timing between two functions, priority will be given to national functions. 3. Please note that all bookings are subject to confirmation based on availability of the state lectern. Arrangements for PCD Field Unit 4. Please seek clearance for Field Unit officers in advance if security clearance is needed for the function and provide our officers with the necessary security passes. 5. Please make parking arrangements for Field Unit vehicle (approx. 2.3m in height) which will be there throughout the event. Guidelines for the Use of the State Lectern with State Crest Mounted 6. The State Lectern can be used only when political appointees who are Ministers of State and bove, are delivering a speech. 7.* Host/VIPs can also use the State Lectern if they are delivering a short speech before/afterthe Minister. 8. The State Lectern should normally be placed at the centre of the stage. Otherwise, the State Lectern could be placed on stage-left or stage-right, taking into consideration the text and design of the event backdrop. 9. The State Lectern should be removed if there is a stage performance. 10. Besides the two microphones which are patched to the microphone outlets on the State Lectern, no other microphone should be placed on the State Lectern. Upon request, a soundfeed box would be provided for broadcast media recording to avoid cluttering the State Lectern with additional microphones or recorders. H-2
