The Alberta Budget 2008 unveiled by Ed Stelmach s government proposes to make a multi-billion dollar investment into infrastructure development over the next three years. The Strategic Capital Plan announced last January calls for an increased infrastructure investment in Alberta s highways, railways, hospitals, schools and low-income housing. In , Alberta will spend more than $8.7 billion on capital projects or about $2,460 per person, three times higher than anywhere else in Canada. The federal and provincial governments have significantly increased funding for Canada s cities. The Government of Canada and the City of Calgary just announced that as part of the Asia-Pacific Gateway and Corridor Initiative (APGCI), the federal government will provide Calgary with up to $34.5 million for major road expansions. This project is a priority under the APGCI. The funding comes from the Gateways and Border Crossings Fund under the Building Canada infrastructure plan. Canada s cities now have the resources to invest in large scale projects, previously the domain of the provinces. In light of these opportunities, their infrastructure staff can t afford to miss out on the important issues covered at this event, including latest developments in AFP s, P3 s, bidding strategies and risk allocation negotiation, in order to attract winning projects and manage them cost competitively. Deploying the latest innovative, cutting edge technologies and methodologies to enhance sustainability of tangible capital assets can yield considerable cost savings for municipalities. To make this happen, infrastructure managers must know how to develop and implement a strategic and comprehensive long-term capital assets management program, working in coordination with engineers, private developers, lenders, investors and finance professionals.
