Joe Cabrera introduced the new EDD Deputy Division Chief Adriana Barbara. Roger Schmitt attended. He is the Workforce Office EDD Regional Advisor. Staff welcomed Carey Wilson. Ms. Wilson was recently appointed to the WIB representing the Labor/Health Sector. 4.0 Consent Calendar 4.1 Approve Executive Committee Meeting Minutes July 6, Approve Youth Advisory Council Meeting Minutes July 20, Ratify Revised Paid Work Experience/Paid Internship Policy 4.4 Ratify Workforce Investment Area Local Plan Modification, Program Year Ratify Nomination of WIB Director Carey R. Wilson, SEIU 1000 Labor/Health Sector 4.6 Ratify Resignation of Danny Hernandez Youth Advisory Council Youth Representative 4.7 Ratify WIB Chair Signature on Extension of MOU with California Department of Rehabilitation Items 4.1 to 4.7 were discussed as a group. Debi Bray clarified that the delivery model changes discussed in agenda item 5.2 and 8.2 in the Youth Advisory Council minutes should reflect that they are specific to the Out-of-School (OSY) youth program. Staff will revise the minutes to reflect the OSY program specifically.

2 5.0 Action Items All MOUs have expired as of June 30, Staff previously brought an extension for the Department of Rehabilitation for approval until the revised MOU is finalized and approved. Staff is working on all MOUs. They will be completed in a couple of weeks. Nick Benjamin moved to approve items 4.1 to 4.7, seconded by Max Rodriguez. Motion approved unanimously. 5.1 Approve Resignation of Steve Mindt Private Sector Steve Mindt is no longer employed at Georgia Pacific. Staff is working vigorously on replacing Mr. Mindt on the WIB as well as other Private Sector representatives. Max Rodriguez moved to approve, seconded by David Hernandez. Motion approved unanimously. 5.2 Approve Revised Self-Sufficiency Determination Policy This policy has been revised many times. Self-Sufficiency eligibility is based on Federal guidelines for Lower Living Standard Income levels (LLSIL) and poverty guidelines. The new guidelines increased the levels which will make more people eligible for services. The guidelines do not have anything to do with the budget. Low income first but have priority of service for customers who need GED. Debi Bray moved to approve, seconded by Terry Nichols. Motion approved unanimously. 5.3 Approve Youth Services 6 month Interim Budget There has been quite a bit of activity around youth services. Youth services and budget were brought to the Executive Committee and to the Youth Advisory Council at an emergency meeting. Staff had recommended that no In-School-Youth (ISY) services be provided due to budget figures at the time and that services be provided only to Out-of-Youth (OSY). Current WIB policy sets funding to OSY at 50%. The Federal government is moving towards mandating OSY at 60% - more services and funds to OSY. Because we have another reduction and weren t closed out, staff did not have the most accurate picture of the youth budget. The proposed revised youth services was taken to the Executive committee but was tabled and it was requested that the proposed revisions be taken to the Youth Advisory Council for discussion and approval. In the interim, Fiscal staff was able to gather close-out budget information and discovered that there were sufficient funds to run an ISY program due to carryover from the provider as well as reduced staffing. Workforce staff will be assigned to provide eligibility services for youth. Staff asks for approval for an interim 6 month budget to close out the contract. The youth provider will be able to run both programs with this budget for ISY and OSY. A final budget will be brought forward for approval. Federal guidelines are changing for OSY youth delivery models. Tracie Scott-Contreras will be meeting with youth staff to discuss delivery models. State had indicated during the last monitoring that the Customer Service Academy does not meet State requirements for certificates and wanted to back youth participants out. Staff is fighting the finding and will demonstrate that it is a valid occupational program. Staff has conferred with employers who also indicated that the Academy does provide much needed skills. In the meantime, staff will research more vocational programs such as LVN, truck drivers, etc. The program must have a vocational path for the youth. Kelly Woodard moved to approve, seconded by Bobby Kahn. Motion approved unanimously. 5.4 Election of WIB Chair and Vice Chair WIB bylaws state that elections for WIB Chair and Vice Chair must be held every 2 years at the meeting of last quarter. Both current WIB Chair and Vice Chair have indicated that they are willing to remain in their current positions. Bobby Kahn moved to have Bob Carlson continue on the WIB as Chair and Debi Bray continue as the Vice Chair, seconded by Max Rodriguez. Motion approved unanimously. 6.0 Information Items 6.1 Budget Update

3 Jessica Roche, Fiscal Manager, provided handouts containing budget information. Allocations are continuously going down but we are still serving approximately the same number of customers. As of June 30 th, the DPN has a balance of $178,000. This grant was 2 year grant but funds weren t given for a year. It was not possible to expend all the funds before the deadline due to the late arrival of the money. The budget balance and the 20% reserve is being placed back into the funding pot for the budget. Staff received notification that we weren t going to be held to 80/20 this fiscal year by the State. The State s 80/20 guidelines allows for a maximum of 20% carry over. This exemption would allow local areas to carry over as much funds as they desire. Unfortunately staff was not able to hold over more funds because of late notification on the exemption. Handouts provided for a forecasted budget for funding with information on the different funding sources. We have a very small budget for working with a health grant with State Center. Funds will be used to pay for supportive services for training in LVN to RN and Medical Administrative Assistant. Supportive services include paying for books and mileage. Anything that cannot be paid for through support services will be leveraged with Adult or Dislocated Worker (DW) funds. There 2 staff providing work readiness/job training for the CDCR prison project. Funds coming in for payroll services we are doing for Department of Social Services PWEX participants. The Program will transfer approximately $64,000 from DW to Adult. Will use DW formula funds for staff based on number of participants we have for training. We have been very fortunate with NEG grants. Staff is not sure how we would be providing services without these funds. It s possible that these funds helped avoid staff lay-offs. The Workforce Office is doing well and is able to provide fairly robust menu of services to customers. A government shutdown would not affect our program. California has enough reserved funds so as to keep us running for a limited time. Fiscal staff will draw funds down more often to ensure funds are received and available for services customer counts showed that 40,695 people came through the One Stop doors from July, 2010 to June 30, GEO solutions will be the new State system and will replace CalJobs and JTA. Madera has shown very large hits to its maderacountyworks.com website. 6.2 Grants/Projects Update We have received another Vet grant. Stanislaus is the lead. This grant is specific to training. No staff time is paid for with the funds. Transportation and logistics are the identified and targeted sectors for training on this grant. There will be 15 slots to train veterans. An EDD Veteran Representative will assist. Participants can train separately in their training of choice or as a cohort. Staff was notified that the NEG OJT grant would end in April This grant was previously scheduled to end in December Staff submitted an application for an additional $800,000 for DW additional assistant funds. This was precipitated by the closure of Z Foods. Staff anticipates that it will affect approximately 400 employees. Staff cannot provide services that the large number of people affected with existing funds. Elaine Craig was contacted by Lowe s for $100,000 grant opportunity for Youth. It was very short notice with a deadline of approximately 1 hour after the phone call was received. Elaine provided a letter of intent for a project that will mirror the RDA Summer Youth project on a smaller scale. No announcement yet. Staff submitted an application for DOLs Disability Employment Initiative. This grant is different than the DPN in that staff can hire a disability employment coordinator. This position can work with employers and case-manage. The application was due July 15, It is a 3 year grant. Staff hopes to hear news soon. 6.3 Youth Program Update Staff provided an interim budget and will bring back a final budget in future. 6.4 Reauthorization Update There is no news on reauthorization. There is a Bill called the Workforce Improvement Act circulating

4 that prioritized funds to out-of-school (OSY) youth at 60%. The California Workforce Association is suggesting a different name for the bill as it implies the system needs improvement. 6.5 Facilities Update Staff welcomed the WIB to the new building. The One Stop successfully made the move. Feedback from customers has been very positive. The only Conference Room is also used for computer assessments/workshops. It was necessary to change workshops to seminars spanning 2 ½ days. Every customer must attend when going through system. Customers who don t have a GED will get GED first then attend Career Development Seminars. Previously, rent was approximately $38,000 a month at 7 th street. The new building is just over $53,000 for a year. This saved the jobs of about 2 staff members that would have had to have been laid off in addition to the 4 that were laid off. Previously, the Workforce program used approximately 17,000 square feet. We are now down to approximately 6,050 square feet. EDD not in the building but is hoping to one day be able to be colocated within the same building. Joe Cabrera has been very responsive and has provided a staff member to the One Stop a couple of times a week. EDD Veteran services will start coming to the building next Wednesday. Central Valley Opportunity Center and the Department of Rehabilitation are in the building. SER provides work experience trainees. Job Corps uses the building for its orientations. Madera Center also provides staff representation. 6.6 Madera County Workforce Assistance Center Grand Opening The Madera County Workforce Assistance Center ribbon cutting is scheduled to take place on August 4, 2011 beginning at 8:30 a.m. Staff thanked Debi Bray for all her work on the Ribbon Cutting. 6.7 SB776 Update Senate Bill 776 is working its way through the State legislation and would require WIA to spend 50% of allocations on training. It is very rigid on its definition of training. It would not have included Madera State Center because they do not use the ITA mechanism. They use the Supportive Services mechanism. CWA has pushed against it. Over 100 One Stops would close including Madera. It would not be fiscally capable in Madera. The author has come to the table to discuss possible revisions to the bill. Currently, the bill is proposing spending 25% on training. There are concerns that this bill directly interferes with a Federal law WIA. 6.8 Business Services Update Casey Diaz with Charles Diaz Trucking Inc. Mr. Diaz spoke to the WIB about the trucking company s successful partnership with the Workforce Office for OJTs. One employee in particular can be seen as a success story. This employee started as a mechanic and received training through Workforce and is now working in the office. The main positions for hiring at the moment are truck drivers. Mechanics and management positions are also desired. Mr. Diaz hopes to continue to work with the Workforce Office in future. Some OJTs are working through the NEG grant which subsidizes up to 90% of the wages for that employee. Business services for employers include upfront services such as screening and speaking with potential job applicants. Angelica Murillo-Virgen is a Business Services Representative for the Workforce Office and provided a Business Services (BSR) and Disability Program Navigator (DPN) project update. The Business Services Unit coordinated 2 job fairs. The Eastern Madera job fair in Oakhurst had approximately 230 job seekers attend with 16 employers present. They had a lot of hiring positions. DNC and Dollar Tree in particular had many job openings. It was a major success. The Madera Job Fair was visited by over 500 customers and had 37 employers in attendance. Currently, the BSRs are working on a recruitment for Sunsweet Dryer. There have already been over 100 applicants. The BSR Unit also works with various temporary staffing agencies by providing recruiting, taking applications, setting up applications, and providing office space for the agencies. Angelica also worked as a DPN for that grant and researched and purchased assistive technology/software as well as train staff to use the technology. Assistive technology/software is available to customers. They must first fill out a request form and set up a time to use the equipment. The DPN grant was specifically to bridge the gap with employers for hiring disabled employees but not to case-manage Workforce Investment Board Meeting Dates A handout with future WIB meeting dates was handed out and previously shared via .

5 7.0 Written Communication NONE 8.0 Open Discussion/Reports/Information 8.1 Committee Member Terry Kershaw the State Center finally got an assistant director hired today. The Center needs participants for the LVN to RN program. SCCCD notifies LVN from an database notifying them of the training opportunity. The Center only has the bare minimum of participants. Participants must have all the pre-requisites completed. Participants will attend an orientation but will be moving with classes in January.
