APPROVAL OF NOVEMBER 10, 2004 TCWIB BOARD OF DIRECTORS ANNUAL MEETING MINUTES. (SEE PAGES 5-8 FOR MINUTES) 2. RECOMMENDATION FROM TCWIB STAFF TO APPROVE THE WELFARE TO WORK (WTW) REQUEST FOR PROPOSAL (RFP) The WtW Request for Proposal (RFP) is a 60 page document that sets the parameters for funding of a two year WtW program. The program design is based on TulareWORKS regulations. The funds that will be used to operate the programs are CalWORKS funds received from Health and Human Services Agency (HHSA). The document was developed with input from a representative from HHSA. The proposals will be due on April 4, ACTION: APPROVE CONSENT ITEMS AGENDA ACTION ITEMS 1. TCWIB COMMITTEE/COUNCIL REPORTS. A. 3 AGENDA INFORMATION/DISCUSSION ITEMS NEW ITEMS/ONGOING TCWIB INITIATIVES NEW ITEMS 1. FISCAL REPORT - Information For period ending November Contact Janet Ewing for further information. (SEE PAGES 9-14 FOR REPORT) 2. LABOR FORCE INFORMATION FOR November Information Contact Bill Cooper for further information. (SEE PAGE 15 FOR REPORT) ONGOING TCWIB INITIATIVES Nurse Workforce Initiative The TCWIB received $225,645 to train 42 incumbent workers to become Registered Nurses and Psychiatric Technicians. Program runs through September 30, Health Care Taskforce TCWIB facilitates a monthly meeting focused on alleviating health care workforce issues attendees included medical care facilities, schools, City Governments, Workforce Development Professionals. On April 15 th a facilitator began to develop this year s goals. The taskforce met on June 24 th and the next meeting is to be announced. Truck Driving/Heavy Equipment Operator Taskforce TCWIB facilitates an annual meeting to discuss the training issues of entry-level equipment operators and truck drivers. The Tulare County WIB was invited by Emily DeRocco, Assistant Secretary of Labor, to participate in the DOL/ETA Business Relations Group's Forum on Transportation held in Austin, Texas on November 16-17, There were 80 private sector stakeholders invited to the forum. There were only four representatives nationally from the local Workforce Investment system invited to participate. The TCWIB representative, Natalie Hanes, presented information on the Workforce Investment Act and the One Stop System. The information from this forum will be used to develop funding for future DOL programs. Great Central Valley Economy Indicators Report Tulare County WIB will be participating in a regional project that includes all of the WIBs in the Central Valley. The work that is accomplished through this project will help create a better, healthier and more prosperous future for the region. Indicators help to answer important questions such as how well the economy is functioning. They are powerful tools for measuring and tracking the overall quality of life and comparing performance in the Central Valley. The Great Central Valley Economy Indictors Report will be published in early The reports are normally distributed to over 2,000 organizations and individuals. The Great Valley Center traditionally receives thousands of web hits and downloads on their indicators website. Return on Investment (ROI) Updated Information 3

4 Earle Smith, President of KOG Associates has met with Kathy Johnson and TCWID staff to develop a Return On Investment (ROI) evaluation process. We anticipate receiving Earle s proposal in late January. It has been more than four years since the TCWIB has had a ROI study. In fact, the last study was on JTPA and much has changed since then. TCWIB staff are now researching various ROI methodologies currently used elsewhere and plan on contracting for such a study soon. Furthermore, the California Workforce Investment Board (CALWIB) is pursuing something similar and are making inquires as to what the locals are doing. Disability Grant The EDD requested proposals from WIBs that seek to expand or create partnerships between their One-Stop Career Centers and local private and county organizations that are regarded as the presumptive service providers for people with deafness and/or blindness. These partnerships will be responsible for developing a strategy to further the inclusion of this population in the workforce. TCWIB in collaboration with its partners submitted a proposal on April 30, 2004 to the State Offices of EDD. Grant awarded effective July 15, TCWIB Staff Co-Sponsored an Event with Tulare County Office of Education On December 21, 2004, TCWIB staff co-sponsored with Tulare County Office of Education (TCOE) to host a community event that introduces the basic primer on using the six pillars of character to make better decisions, and a better life by Michael Josephson, Founder, Character Counts. The meeting was held at the Visalia Convention Center due to the volume of interest. This format provides a good introductory program to raise awareness of the importance of ethical decision making and provide an overview of how a well-defined and practiced value system can improve and/or sustain effective business and program operations. This format will be used as a jumping off point for more extensive training. TCWID staff and TCOE plan extensive joint marketing to the business community and the community at-large. Department of Labor (DOL) High Growth Job Training Initiative Grant for HealthCare The TCWIB has applied for the Department of Labor s (DOL) High-Growth Job Training Initiative Grant for the Healthcare. The proposed project would increase the number of qualified masters prepared nurse faculty at local community colleges thereby increasing capacity for educating registered nurses in the project area. The four-county consortium consists of Tulare, Kern, Inyo and Mono counties (proposed project area). Through a collaboration of hospitals, workforce investment agencies, nursing schools and hospital-employed baccalaureate prepared nurses, the project would prepare up to twenty (20) masters level Clinical Nurse Specialist/Nursing Education (CNS/NE) graduates who would commit upon graduation to seek a nurse faculty position with local community colleges. The DOL funding request of $896,001 will be locally matched with $288,000 in monetary contributions from local hospitals through the value of released time and $ 160,000 in kind. Key components include: Advanced practice nurses and other nurses who are skilled in clinical practice, are an untapped resource for faculty. Course content will delivered on site and remotely through distance learning. Employer participation in customization of course content and delivery minimizes work/school conflicts. MSN graduates will commit to seeking a local nurse educator position. Nursing schools benefit through a local source of master s prepared nurse faculty. Health care agencies benefit through access to larger numbers of RN graduates through community college capacity building Agri-Business No current activity. 4
