SDREDC will sub-contract with the South County Economic Development Council, North County Economic Development Council and the East County Economic Development Council to provide the WIA mandated Rapid Response services throughout San Diego County. The period of performance will be July 1, 2014 June 30, Motion, Seconded, Carried Unanimously (Cole/Roberts) The following agenda items were approved with comments noted: 10-06/27/14 - Item 3 Receive Report from Joint Personnel Committee (JPC) The Policy Board received the JPC s report regarding the annual performance evaluation for Peter Callstrom, Executive Director of the San Diego Consortium and President/CEO of SDWP. Chair Ron Roberts reported that there was full representation at the JPC. The JPC met to review Mr. Callstrom s self evaluation as well as 3

7 input from others. They met with Mr. Callstrom in person and discussed his performance, goals, and vision for the organization. Chair Ron Roberts conveyed that the JPC was very pleased with Mr. Callstrom s performance and leadership and fully support the direction of the organization. Councilmember Sherman also reported on behalf of the JPC. He stated that JPC members recommend that Mr. Callstrom be granted a five percent salary increase and a $100 per month increase in his vehicle/car allowance. Counsel advised that Item 3 does not require a vote /27/14 - Item 4 Action on Personnel Agreement with Peter Callstrom to Serve as the Executive Director of the San Diego Consortium and as the President and CEO of the San Diego Workforce Partnership That the Policy Board review and recommend action, if any, on the employment agreement between Policy Board and the San Diego Workforce Partnership, Inc. Board of Directors, and Peter Callstrom, Executive Director of the San Diego Consortium and CEO of SDWP. David Smith, County Counsel, stated that there is also a recommendation to authorize the chair of the JPC to sign the employment agreement. Terms of the agreement include a five percent salary increase and a $100 per month increase for a vehicle/car allowance for Mr. Callstrom. Motion, Seconded, Carried Unanimously (Sherman/Cole) 12-06/27/14 - Item 9 Acceptance of Funds City of San Diego That the San Diego Policy Board accept $40,000 from the City of San Diego, Community Projects, Program and Services (CPPS) to provide support for the CONNECT2Careers (C2C) summer employment program that will provide youth with meaningful job/internship placements. David Smith, County Counsel, pulled the item in order to note that City of San Diego Councilmembers Cole and Sherman are present and can, in fact, vote on the agenda item. 8 Reports President and CEO Report Peter Callstrom Mr. Callstrom thanked the Policy Board and the JPC for their support. He stated that he is pleased with the progress that SDWP is making. Mr. Callstrom noted that Councilmember Cole recently visited the C2C workshop and made a positive impact on the participants. Councilmember Cole stated that she is eager to visit the program again, as it was a beneficial experience for her, as well. Mr. Callstrom also provided an update on additional activities and news related to the SDWP. Adjournment The meeting was adjourned at 3:45 p.m. by Chair Ron Roberts. 9 Item #2: Approval of Providers/Programs for the Eligible Training Provider List DATE: July 17, 2014 RE: July 25, 2014 Meeting TO: FROM: San Diego Consortium Policy Board Rebecca Aguilera-Gardiner, Chair Workforce Investment Board (WIB) RECOMMENDATION(S) That the Policy Board concurs with the WIB and approve one new provider and fourteen new programs that meet the requirements of the Workforce Investment Directive #WIAD06-15 for inclusion on the Eligible Training Provider List (ETPL). BACKGROUND Pursuant to the Workforce Investment Act legislation, the WIB and Policy Board approve training providers and programs for inclusion on the ETPL. The requested additions to the ETPL are as follows: NEW PROVIDER-NEW PROGRAMS 1. United States University thirteen new programs EXISTING PROVIDERS NEW PROGRAMS 1. SDSU Extended Studies one new program The recommended programs and providers have met all of the selection criteria. 12 Item #3: Approval of MOU with Mandatory Partner DATE: July 18, 2014 RE: July 25, 2014 Meeting TO: FROM: San Diego Consortium Policy Board Rebecca Aguilera-Gardiner, Chair Workforce Investment Board (WIB) RECOMMENDATION(S) That the WIB recommends to the Policy Board: 1. Authorize the Chair of the Workforce Investment Board to sign the Memorandum of Understanding (MOU) with Jewish Family Services. BACKGROUND The Senior Community Service Employment Program (SCSEP) is a community service and work-based job training program for older Americans. Authorized by the Older Americans Act, the program provides training for low-income, unemployed seniors. Participants also have access to employment assistance through America s Job Center of California (AJCC). Providers of Older Worker Services are mandatory partners of the America s Job Center of California. Jewish Family Services is contracted to provide Older Worker services. Section 121 of the Workforce Investment Act authorizes the local WIB, with the agreement of the chief elected officials, to develop and enter into an MOU between the local WIB and the mandatory WIA AJCC partners. At the July 19, 2012 WIB meeting, an MOU template was approved between the WIB and the mandatory partners. The duration of this MOU is from July 1, 2014 to June 30, In addition to the MOU and as required by the State, a Resource Sharing Agreement was developed to describe services each mandatory partner provides to the AJCC, which is an attachment to the MOU. 13 Item #4: Youth Case Management Services Funding Recommendation (Revised) DATE: July 18, 2014 RE: July 25, 2014 Meeting TO: FROM: San Diego Consortium Policy Board Rebecca Aguilera-Gardiner, Chair Workforce Investment Board (WIB) RECOMMENDATION(S) That the Policy Board concurs with the WIB and authorizes the CEO of the SDWP to negotiate and execute a contract for $900,000 in WIA Title I Youth funds, with the Urban League of San Diego County (ULSDC) to provide case management services. The contract period of performance will be for 23 months beginning August 1, 2014 to June 30, The contract is contingent upon the Memorandum of Understanding between San Diego Unified School District (SDUSD) and ULSDC. BACKGROUND At their February 24 th meeting, the Youth Council approved allocating $900,000 of Program Year (PY) unobligated WIA youth funds to competitively procure case management services through a Request for Proposals (RFP) to support youth re-engagement services in partnership with SDUSD. Activities will take place primarily at the youth pilot re-engagement center that will be located in a designated youth room at the South Metro AJCC. In addition, staff will conduct outreach in the community and at school sites where youth may be targeted for recruitment and re-engagement. The youth re-engagement center pilot project is part of the broader San Diego Youth Development Office s (YDO) Youth Opportunity Pathways Initiative (PATHWAYS) that targets youth ages who are not connected (or are insufficiently connected) to education, training and employment. PATHWAYS is an initiative funded through a grant from The Aspen Institute s Forum for Community Solutions, with support from The California Endowment. In partnership with the SDUSD and PATHWAYS, WIA Youth funds will be leveraged to provide the case management and intensive wrap-around services that will support a youth s successful reengagement and transition to education and/or occupation skills training. SDUSD has committed to leverage resources to create a systemic approach to dropout recovery and transition services, expanding their dropout recovery efforts and enhance supports to students who are at severe risk of dropout due to chronic absences, credit deficiency, low reading and math skills and English language proficiency. Utilizing the national best practice model Check & Connect SDUSD will fund staff positions to provide academic coaching and mentoring to the youth enrolled in the re-engagement center. Case Management Framework for Re-engagement Strategies The alignment of school district resources, philanthropy (PATHWAYS) and workforce development investments will be used to model innovative strategies that a growing number of cities have deployed. This collaboration will include the establishment of a re-engagement center that will offer a range of services such as individual academic assessments, opportunities to explore different education options and referrals to appropriate schools or other credential programs. The WIA funded case management 10

14 services will be aligned with the PATHWAYS initiative, piloted for two years, in three specific neighborhoods within the metro San Diego region. In addition to re-engaging youth into education or skills training, the following mandatory Department of Labor performance outcomes will be measured: Attainment of credential or certificate (high school diploma, GED, or state recognized certificate); Literacy/numeracy skill gains; and, Placement (in employment, post-secondary education, and/or advanced skills training.) Evaluation Process Overview The Youth Case Management Services RFP was issued on May 19, 2014, with the intent of recommending one contract award of $900,000, to deliver wrap around/intensive case management services to 250 youth ($3,600 cost per youth.) The evaluation process took place from June 13 th to the 23 rd, by a five-member panel of evaluators that included representation from business, education, County of San Diego HHSA and the District Attorney s Office. All evaluators were vetted to ensure there were no conflicts of interest in their participation on the panel as an evaluator, and each was given an orientation and overview of the RFP, the evaluation criteria and overall scoring process. The evaluation panel was responsible for reviewing, scoring, and ranking proposals based upon the criteria stated in the RFP. The evaluation process included a review and scoring of proposals and a debrief session for the evaluators to discuss the proposal scores and reach consensus on ranking based upon average scores. SDWP Finance staff conducted a cost/price analysis for each proposal which was factored into scoring consideration by the panel as part of the final score. Funding Recommendations/Score Detail The Workforce Partnership received a total of eight proposals and deemed seven as responsive for consideration. 15 Item #5: Youth Council Memberships and Officer Appointments DATE: July 18, 2014 RE: July 25, 2014 Meeting TO: FROM: San Diego Consortium Policy Board Rebecca Aguilera-Gardiner, Chair Workforce Investment Board (WIB) RECOMMENDATION(S) That the Policy Board concurs with the WIB and approves the following new membership for the Youth Council: 1. The appointment of Natalie Pearl, Acting Deputy Chief Juvenile Services, San Diego Probation Department, representing service agencies, such as juvenile justice and local law enforcement agencies (Youth Council Bylaws Section 2.2.b.) for an initial two-year term through June 30, Natalie will be replacing Kim Allen on the Youth Council. That the Policy Board concurs with the WIB and approves the Youth Council s membership renewals for an additional two-year term through June 30, 2016: 1. Sandra McBrayer, Executive Director, The Children s Initiative, representing private nonprofit agencies serving youth (Youth Council Bylaws Section 2.2.k.) 2. Steve Pinning, Senior Director CTE/ROP, San Diego County Office of Education, representing local educational agencies serving youth, (Youth Council Bylaws Section 2.2.j.) 3. That the Policy Board concurs with the WIB and approves the Youth Council s nominations of Chair and Vice Chair (Youth Council Bylaws Section 3.0) to serve a two-year term through June 30, Chair: Jared Aaker, Director of Business Development, San Diego Economic Development Corporation 2. Vice Chair: Heather Whitley-Quinn, Human Resources Manager, Manpower BACKGROUND Natalie Pearl Biography In 2005, Dr. Pearl left a tenured associate professor position in the School of Public Affairs at SDSU and moved to the San Diego County Probation Department as the Director of Research. After 8 years in that position, she is currently filling the role of Acting Deputy Chief Probation 12

16 Officer for Juvenile Field Services leading over 300 Probation Officers offering prevention, diversion, intervention and supervision services to over 2500 youth throughout San Diego county. Her efforts have been focused on leading and supporting the implementation of evidence based practices including the creation of a strategic plan and data driven measures to support the effort. Dr. Pearl serves on the San Diego State University advisory board for the School of Social Work, is a member of the Board of Directors for the nonprofit Second Chance, is a member of the Leadership Table for the City Heights Partnership for Children and is on the Board of the Association for Criminal Justice Research in California. Dr. Pearl received her Master s in Social Work from San Diego State University and her Ph.D. in Public Policy from the Heller School at Brandeis University. Youth Council Memberships The Workforce Investment Act (WIA) mandates the establishment of a Youth Council to serve as an advisory subgroup of the WIB. Section 2.2 of the Youth Council Bylaws states the required membership. Youth Council Officers Section 3 of the Youth Council Bylaws outlines the appointment requirements of the Chair and Vice Chair as follows: 3.1 The presiding officers of the Council shall be called Chair and Vice Chair, and both positions shall have a biennial term of office beginning July 1 of the first year elected and ending on June 30, two years later. No member of the Council shall accept a nomination to Chair or Vice Chair if that member has one year or less left to serve in their third term on the Council. 3.2 The Council shall elect by a majority vote of its membership the Council Chair and Vice Chair. Election shall occur prior to July 1 of the year in which the officer s term is expiring. Such election shall be ratified by the SDWIB. The Chair and Vice Chair may succeed themselves if so re-elected. ATTACHMENTS None 13

17 Item #6: Acceptance of Funds City of San Diego DATE: July 18, 2014 RE: July 25, 2014 Meeting TO: FROM: San Diego Consortium Policy Board Peter Callstrom, President and CEO RECOMMENDATION(S) That the Policy Board accepts $200,000 from the City of San Diego to provide infrastructure support for the Connect2Careers (C2C) summer employment program that will provide youth with meaningful jobs/internships. BACKGROUND Mayor Kevin Faulconer included $200,000 in the City s One San Diego budget that was approved by the City Council in June. The period of performance will be July 1, 2014 to June 30, These funds will be used to staff the C2C program for the remainder of summer 2014 and to plan and implement C2C for summer The C2C program provides meaningful summer work experiences that prepare young adults for in-demand jobs. The program aligns the career aspirations and educational backgrounds of young adults with businesses that are committed to developing our emerging workforce. The City funds will be used to support the salary and benefits of staff responsible for developing employer paid jobs/internships, recruit youth, identify their career goals and ensure they are work ready. C2C staff members also coordinate interviews and provide placement and follow up services for employers and youth. A broad-based summer jobs effort is important for the City of San Diego in order to address the need for a highly educated and skilled future workforce. SDWP will continue fund development efforts to sustain the C2C program through the summer of 2015 and beyond. This will be done through collaborating with local government, businesses, education, philanthropy and other key stakeholders and partners. Fiscal Impact Fiscal Impact (Competitive Grant): Competitive grants are funds from an individual source for a specific program(s). These funds are received at different times during the fiscal year. 19 Item #7: Acceptance of Funds County of San Diego DATE: July 18, 2014 RE: July 25, 2014 Meeting TO: FROM: San Diego Consortium Policy Board Peter Callstrom, President and CEO RECOMMENDATION(S) That the Policy Board accepts $41,252 from the County of San Diego s Neighborhood Reinvestment Program Budget on behalf of the San Diego Youth Development Office (YDO). Funds will be used to purchase electronic equipment, software, database system, visual arts supplies, and outreach materials to support enrichment activities for youth in the PATHWAYS Initiative. The acceptance of these funds is contingent upon grant funding from the Aspen Institute. BACKGROUND The PATHWAYS Initiative is a youth-centered approach that provides educational and stabilization support for youth who are disconnected from education, training and employment. PATHWAYS will benefit the community by creating alternative pathways to education, training, certification, credentialing and family sustaining jobs. This allows the youth to get back on track and obtain a high school credential, post secondary certification/credential and a living wage job. Youth will be involved in youth development best practices including mentoring, case management and comprehensive wrap around services, and enrichment opportunities. PATHWAYS will address the increasing number of students in Districts 1 & 4 who are at risk of dropping out and have dropped out of high school. The San Diego YDO requested and received funding from the County of San Diego s Neighborhood Reinvestment Program, through the offices of Supervisors Greg Cox and Ron Roberts. These funds will be used to provide equipment to design and produce communication, promotional materials and provide equipment and supplies for enrichment activities that expose youth in Districts 1 and 4 to civic and community engagement. The SDWIB is comprised of members representing business, organized labor, education, economic development, community-based organizations, law enforcement, Title I of the Rehabilitation Act, California Employment Development Department, San Diego Workforce Partnership Board of Directors, San Diego County Chief Administrative Officer, City of San Diego City Manager, Job Corps, and Section 402 of the Migrant and Seasonal Farmworkers Act, and a co-chair of the San Diego School-to-Career Youth Council. The term of membership for all SDWIB members is two (2) years. Members may be appointed for up to three (3) consecutive terms. BACKGROUND The House of Representatives passed the bill on July 9 with a vote of The Senate passed WIOA with a 95-3 vote on June 25. On July 22, President Obama signed the Workforce Innovation and Opportunity Act (WIOA) into law. This was a big day in workforce development. Passage of WIOA is a victory for job seekers and employers. The Act promises new efficiencies and the ability to innovate in order to meet the needs of our rapidly changing world. As the President said, The bill I m signing today...will connect more ready-to-work Americans with ready-to-be-filled jobs. We look forward to new opportunities provided by the passing of this legislation and working with you and all our community partners to empower job seekers to meet the current and future workforce needs of employers in San Diego County.
