1 ROLE DESCRIPTION Role Title: Business Analyst Number and Title of Direct Reports: 0 Directorate: Corporate Services Budget: 0 Reports to: Application Support/Maintenance Manager Location: National Office - Wellington Role of TEC The TEC seeks to develop a world leading education system that will equip all New Zealanders with the knowledge, skills and values to be successful citizens. To do so, the TEC needs to direct effectively the Government s investment in the provision of high-quality post-secondary school education. Directorate: The Corporate Services Directorate exists to provide efficient and effective support services, systems and infrastructure that enable the TEC to operate effectively as an organisation. Role Purpose: The Business Analyst (BA) is responsible for managing and supporting production systems. The BA is also responsible for reviewing, analysing and occasionally modifying systems behaviour through configuration. They may perform testing, debugging and installing software to support application systems. This role would prepare systems specifications and technical documentation for applications; provide operational support and assist business users in utilising automated systems and applications. The BA will work across all environments (dev, systems, UAT, prod, train, DR) for maintenance work for all applications. 1

2 Key Accountabilities: Deliverables Example Measures Technical Expertise Troubleshoot technical issues, assist the Programme Delivery team in troubleshooting business process issues; Ensure changes to production systems are designed in accordance with sound practice and are in line with the underlying architectural standards established for the system; Translate business requirements into system specific requirements for changes to production systems in accordance with business specifications and requirements; Verify data integrity, assist DBAs in verifying Database integrity; Provide administration and configuration for production systems; Prepare system change release notes and other supporting documentation Maintain technical system documentation Relationship Management Act as interpreter between the business and the third party providers and developers working on changes to production systems; Work with testers to ensure sound, properly scheduled and appropriate testing is done Assist Systems Administrator with application installation Work with the Programme Delivery team to maintain user guidelines Work with the Programme Delivery team to Train end users (one on one) Support power users who extract information from production systems in the Information Management and Tertiary Performance teams Advice and analysis is timely, accurate and evidenced based. Business process issues are resolved with support from this role. High availability of business applications is achieved. Positive and co-operative working relationships are built and sustained at all levels with stakeholders. Effective representation and contribution at key meetings. 2

4 Knowledge, Experience and Skills Required: The position holder will have: Strong all-round background in particular solid understanding and experience in infrastructure, software, network and servers. Background in Information Technology with an understanding of application development and the technologies in use at TEC (Microsoft.NET, Visual Basic, Excel, SharePoint, CRM and HTML.) Must be able to write sufficient code to use as a tool to diagnose system issues (this may be SQL queries, excel scripts that perform data comparisons, using reporting tools like Cognos query manager etc.) Should be able to write sufficient code maintain code values in our legacy systems. Strong analytical and problem solving skills. Strong understanding of how computer systems work Experience in the development and implementation of standards, procedures and guidelines to support operational processes. Degree in computer science or related field or a combination of related experience and education.
