1 KEY LABOR CATEGORY DESCRIPTIONS PROGRAM MANAGER Description: The Program Manager is responsible for coordinating the management of all work performed under the overall contract and shall be capable of managing multiple Task Orders simultaneously providing a variety of quality services to a diverse customer base. The Program Manager works with the leadership of the Federal Aviation Administration (FAA) Office of Airports (ARP) to identify and resolve complex problems or contractual issues and shall act as the central point of contact for the contract. The Program Manager shall have broad and deep knowledge of the Information Technology (IT) industry, business administration, and human resource management, and have excellent oral and written communications skills. The Program Manager function is responsible for: Managing overall contract support operations involving multiple projects and personnel Coordinating the effort of Subcontractors, team members and vendors Organizing, directing, and coordinating planning and production of all contract support activities and resource needs Communications with all levels of management Establishing and altering (as necessary) management structure to effectively direct contract support activities Attending and conferring with FAA ARP management officials regarding the status of specific Contractor activities and problems, issues or conflicts requiring solution Relevant Professional Experience: Minimum of eight (8) years of progressive IT software development, and software management experience managing technology projects of similar (or greater) size, scope, and complexity as the one anticipated in this SIR. Education: Bachelor of Science (BS) or Bachelor of Arts (BA) Degree in Information Systems, Business Systems, Management Information Systems, IT Management, or other IT related degree is required. Engineering, mathematics, and science degrees are considered acceptable substitutes. Graduate degrees or equivalent will be treated as to two years of professional experience. Project Management Professional (PMP) or equivalent project or program management certification is required. Note: Eight (8) years of relevant professional experience, as described above, will be considered in lieu of college degree. Page 1 of 10

2 SENIOR SYSTEM ARCHITECT Description: The Senior System Architect provides information technology expertise required to facilitate the analysis, design, development, administration, database, testing, operations, system and user support for server systems, website, Local Area Network (LAN), and IT related systems functions. The Senior System Architect directs and participates in all phases of system development with emphasis on planning, analysis, evaluation, integration, testing and acceptance phases. The Senior System Architect function: Applies higher-level business or technical principles and methods to very difficult technical problems to arrive at automated engineering solutions Demonstrates excellent oral and written communication skills and demonstrates the ability and skills to provide hands-on training and mentoring support Provides technical and specialized IT solutions to complex problems Prepares technical reports and related documentation for presentation to senior executives and managers Participates in meetings, conferences, and workshops to advise users and management on issues related to the transformation of legacy system architecture and implementation of the new system May be required to serve as Task Leader Ensures the quality of services delivered for particular task(s) for which this skill is performing the Task Leader position Relevant Professional Experience: Minimum of eight (8) years of progressive IT software development and software management experience managing technology projects of similar (or greater) size, scope, and complexity as the one anticipated in this SIR. 3 SENIOR DATA ACRHITECT Description: The Senior Data Architect works in a data warehouse environment that includes data design, database architecture, meta-data and repository creation. The Senior Data Architect addresses issues of data migration (validation, clean-up and mapping), and understands the importance of data dictionaries. The required skills include data analysis, data migration, data modeling, data integration, data warehousing and database design. The Senior Data Architect is responsible for: Developing data warehousing blueprints, evaluating hardware and software platforms, and integrating systems Translating business needs into long-term architecture solutions Defining, designing, and building dimensional databases Evaluating reusability of current data for additional analysis Conducting data cleansing to remove old, unused, or duplicate data from the legacy system Reviewing object and data models and the metadata repository to structure the data for better management and quicker access Relevant Professional Experience: Minimum of eight (8) years of progressive IT software development, software management experience managing technology projects of similar (or greater) size, scope, and complexity as the one anticipated in this SIR. Education BS or BA Degree in Information Systems, Business Systems, Management Information Systems, IT Management, or other related IT degree is required. Note: Eight (8) years of relevant professional experience, as described above, will be considered in lieu of college degree SENIOR SYSTEM ANALYST Description: The Senior System Analyst provides computer engineering and computer systems analysis on database related workflow or administrative systems. The Senior System Analyst acts as a lead in defining, planning and executing systems engineering activities within a project. The Senior System Analyst also provides comprehensive definition of all aspects of system development from analysis of mission needs to verification of system performance. Relevant Professional Experience: Minimum of eight (8) years of progressive IT software development, software management, and experience managing technology projects of similar (or greater) size, scope, and complexity as the one anticipated in this SIR. 4 Education: Bachelor of Science (BS) or Bachelor s of Art (BA) Degree in Information Systems, Business Systems, Management Information Systems, IT Management, or other IT related degree is required. Engineering, mathematics, and science degrees are considered acceptable substitutes. Graduate degrees or equivalent will be treated as two years of professional experience. Note: Eight (8) years of relevant professional experience, as described above, will be considered in lieu of college degree. SENIOR BUSINESS ANALYST Description: The Senior Business Analyst is focused on providing Subject Matter Expertise in the area of grants administration, funds control and program planning. The Senior Business Analyst should also have the ability to perform as a technical and business liaison between the FAA ARP and the project team. The Senior Business Analyst provides business management functions such as budgeting; financial analysis; and, planning, control, and allocation of funding, as they relate to ARP business rules. These functions include business process analysis to describe and create defined business and operations controls and processes. Relevant Professional Experience: Minimum of five (5) years of experience managing technology projects of similar (or greater) size, scope, and complexity as the one anticipated in this SIR. Education: BS or BA Degree in Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative methods, or Organization and Management is required. Graduate degrees or equivalent will be treated as two years of professional experience. Note: Five (5) years of relevant professional experience, as described above, will be considered in lieu of college degree SYSTEM DEVELOPMENT TASK LEAD Description: The System Development Task Lead is responsible for organizing, directing, and coordinating the planning and production of all activities associated with the System Development Task Order including requirements and business process design, data management, reporting, testing, and system implementation. The System Development Task Lead should be experienced in all stages of project management and system design and implementation. L Category On-site Hourly Relevant Professional Experience: Minimum of eight (8) years of progressive IT software development, software management, and experience managing technology projects of similar (or greater) size, scope, and complexity as the one anticipated in this SIR. 6 OTHER LABOR CATEGORY DESCRIPTIONS APPLICATION SOFTWARE INTEGRATOR Description: Provides information technology expertise required to facilitate the analysis, design, development, administration, database, testing, operations, system and user support for server systems, website, LAN, and IT related systems functions. Relevant Professional Experience: A minimum of five years experience with Application integration for projects of similar size, scope, and complexity as the one anticipated in this SIR including financial management systems; Integration/SOA platforms, Integrating custom development and commercial software packages Education: BS or BA Degrees in Information Systems, Business Systems, Management Information Systems, IT Management, or other IT related degrees are required. Engineering, mathematics, and science degrees are considered acceptable substitutes. Graduate degrees or equivalent will be treated as two years of professional experience. Note: Five (5) years of relevant professional experience, as described above, will be considered in lieu of college degree. SYSTEMS ANALYST SERIES Description: This series provides computer engineering and computer systems analysis on database related workflow or administrative systems. This series also develops security procedures, manages network performance, and implements and coordinates network policies, procedures, and standards. Education: BS or BA Degrees in Engineering, Mathematics, or Science are required. Graduate degrees or equivalent will be treated as two years of professional experience. TESTING SPECIALIST SERIES Description: This series is responsible for preparing and implementing test cases and procedures to ensure that the system developed conforms to the requirements. Education: BS or BA Degrees in Information Systems, Business Systems, Management Information Systems, IT Management, or other IT related degrees are required. Engineering, mathematics, and science degrees are considered acceptable substitutes. Graduate degrees or equivalent will be treated as two years of professional experience. Page 7 of 10

8 BUSINESS PROCESS REENGINEERING SERIES Description: This series provides business management functions such as business process and requirements analysis to gather, refine and validate requirements, business and operations controls and processes. Education: BS or BA Degrees in Information Technology, Management Information Systems, Engineering, or Business are required. Graduate degrees or equivalent will be treated as two years of professional experience. a college degree INFORMATION TECHNOLOGY ANALYST SERIES Description: This series provides information technology services in facilities planning, operations and support; storage systems analysis, design/test, and administration; server system analysis, design/test and administration; database analysis, design/test, administration; website analysis, design/test, and administration; web application analysis, design/test and administration; LAN analysis, design/test and administration; user support planning, operations and administration; and related IT systems functions. Education: BS or BA Degrees in Information Technology, Business Systems, Management Information Systems, IT Management, or other IT related degrees are required. Engineering, mathematics, and science degrees are considered acceptable substitutes. Graduate degrees or equivalent will be treated as two years of professional experience. Page 8 of 10

9 SOFTWARE ENGINEER SERIES Description: This series provide system development support such as transforming detailed requirements into a complete, detailed systems design document and converting the design into a complete information and software system. Education: BS or BA Degrees in Engineering, Mathematics, or Science are required. Graduate degrees or equivalent will be treated as two years of professional experience a college degree TRAINING SPECIALIST SERIES Description: These are specialists in creating and delivering training documentation. These are specialists in education, in teaching, and in creating structured lesson plans and formal training programs. These are not the technical experts who generate the more technical portion of the documents. Education: BS or BA Degrees in Education, English, Journalism, History, or Political Science are required. Graduate degrees or equivalent will be treated as two years of professional experience. a college degree Page 9 of 10

10 TECHNICAL WRITER SERIES Description: This series provides support to read and analyze highly technical materials and to create presentations of that information. This may be specifications, drawings, user manuals, presentations, reports, or training documents. Education: BS or BA Degrees in Engineering, Mathematics, or Science are required. Graduate degrees or equivalent will be treated as two years of professional experience. a college degree QUALITY ASSURANCE SERIES Description: This series provide quality assurance support in requirements gathering and documentation, source code control, code review, change management, configuration management, release management and the actual testing of the software. Education: BS or BA Degrees in Engineering, Mathematics, or Science are required. Graduate degrees or equivalent will be treated as two years of professional experience. HELP DESK SERIES Description: This series provides information and support to the system users to include troubleshooting and resolve software issues. Education: High School Diplomas are required.
