These Special Educatin Teacher Resurces have been develped t prvide equity and supprting materials t help educatrs successfully implement the Indiana Academic Standards fr English/Language Arts (2014). Use f these resurces is encuraged, hwever teachers and their instructinal leaders shuld decide which resurces will wrk best in their schl fr their unique student ppulatins. Intrductin The new Indiana cllege- and- career ready English/Language Arts and Mathematics standards (2014) are designed t specify what the average Hsier student shuld knw and be able t d in rder t be prepared fr cllege and career. Thrugh the fall f 2013 and the spring f 2014, the IDOE facilitated a prcess t ensure standards were reviewed, evaluated, and develped by a diverse grup f educatin stakehlders in multi- tiered rles. Representatives frm higher educatin, business and industry, parents and cmmunity members wrked alngside K- 12 teachers t develp the best cllege and career ready standards fr Indiana students. The new standards d nt prvide differentiatin r interventin methds necessary t supprt and meet the needs f students with disabilities. It is up t the schl crpratin, schl and educatrs t determine the best and mst effective mechanisms f standards delivery fr these students. By law, lcal crpratins must apprpriately differentiate curriculum and instructin fr these exceptinal learners. Students with disabilities are a hetergeneus grup; therefre, hw these new standards are taught and assessed is f the utmst imprtance in reaching this diverse grup f students. Instructin must incrprate supprts and accmmdatins in rder t enable a student with a disability s access t the general educatin curriculum. There are a number f recmmended appraches t accmplish this gal, such as: Using the principles f Universal Design fr Learning (UDL,) which encurages presenting infrmatin in multiple ways and allwing fr diverse avenues f actin and expressin. Additinally, instructinal accmmdatins can be made in materials r prcedures that d nt change the standards but allw students t learn within the framewrk f the standards. Encurage the use f assistive technlgy devices and services t ensure access t the general educatin curriculum and the Standards. Finally, when the case cnference cmmittee meets t write an Individualized Educatin Prgram (IEP), it shuld include annual gals aligned with and chsen t facilitate attainment f grade- level academic standards.
Teaching and Learning: During the standards review and evaluatin prcess, there was cnfusin abut the key distinctins between standards, curriculum, instructin and cntent. Standards: what students must knw and be able t d Curriculum: a set f planned learning experiences fr a targeted audience Instructin: methds used by teachers t facilitate students mastery f the standards; hw teachers teach Cntent: skills and knwledge specific t a subject area Recmmended by the Indiana Educatin Rundtable and adpted by the State Bard f Educatin, standards are what the students must be able t shw they have mastered. These are written at the state level with input frm educatrs. Teachers will develp their student learning bjectives fr their lessns using the standards as a guide. Curriculum is material used t help students master the standards. Curriculum is determined at the lcal level. Curriculum may include textbks, handuts, prjects and any ther material used t help the student understand and knw the infrmatin the standards is requiring them t knw. Instructin is the methds used by the teacher t help students learn and t present the curriculum. Teachers shuld use a variety f instructinal methds t help students knw and understand the curriculum s they master the standards. Cntent is the subject and materials being taught in the curriculum. Cntent is what teachers present in their instructin fr students t be able t master the standards. What are the cllege- and- career ready Indiana Academic Standards fr English/Language Arts and Mathematics (2014) NOT? 1). The standards are nt curriculum. While the standards may be used as the basis fr curriculum, the new cllege- and- career ready are nt a curriculum. Therefre, identifying the sequence f instructin at each grade what will be taught and fr hw lng requires cncerted effrt and attentin at the crpratin and schl levels. While the standards may have examples embedded, and resurce materials may include guidelines and suggestins, the standards d nt prescribe any particular curriculum. Curriculum is determined lcally by a crpratin r schl and is a prescribed learning plan tward educatinal gals that includes curricular tls and instructinal materials, including textbks that are selected by the crpratin/schl and adpted thrugh the lcal schl bard.
2). The standards are nt instructinal practices. While the standards demnstrate what Hsier students shuld knw and be able t d in rder t be prepared fr cllege and careers, the standards are nt instructinal practices. The educatrs and subject matter experts that wrked n the standards have taken care t ensure that the standards are free frm embedded pedaggy and instructinal practices. The standards d nt define hw teachers shuld teach. The standards must be cmplemented by well- develped, aligned, and apprpriate curricular materials, as well as rbust and effective instructinal best practices. 3). The standards d nt necessarily address students wh are far belw r far abve grade- level. The standards are designed t shw what the average Hsier student shuld knw and be able t d in rder t be prepared fr cllege and career. Hwever, sme students may be far belw grade level r in need f special educatin, and ther students may be far abve grade level. The standards d nt prvide differentiatin r interventin methds necessary t supprt and meet the needs f these students. It is up t the district, schl, and educatrs t determine the best and mst effective mechanisms f standards delivery fr these students. 4). The standards d nt cver all aspects f what is necessary fr cllege and career readiness While the standards cver what have been identified as essential skills fr Hsier students t be ready fr cllege and careers, the standards are nt and cannt be an exhaustive list f what students need in rder t be ready fr life after high schl. Students, especially yunger students, require a wide range f physical, scial, and emtinal supprts in rder t be prepared fr the rigrs f each educatinal prgressin (elementary grades t middle grades; middle grades t high schl; and high schl t cllege r career).
Universal Design fr Learning (UDL) Descriptin: Universal Design fr Learning is a set f principles fr curriculum develpment that gives all individuals equal pprtunities t learn. UDL prvides a blueprint fr creating instructinal gals, methds, materials and assessments that wrk fr everyne- nt a single, ne- size- fits- all slutin, but rather flexible appraches that can be custmized and adjusted fr individual needs. Differentiatin/Differentiated Instructin (DI) Descriptin: In differentiated classrms, teachers begin where students are, nt the frnt f a curriculum guide. They accept and build upn the premise that learners differ in imprtant ways. Thus, they als accept and act n the premise that teachers must be ready t engage students in instructin thrugh different learning mdalities, by appealing t differing interests, and by using varied rates f instructin alng with varied degrees f cmplexity. In differentiated classrms, teachers prvide specific ways fr each individual t learn as deeply as pssible and as quickly as pssible, withut assuming ne student's rad map fr learning is identical t anyne else's. Accmmdatins Descriptin: Accmmdatins are alteratins in the way tasks are presented that allw children with learning disabilities t cmplete the same assignments as ther students. Accmmdatins d nt alter the cntent f assignments, give students an unfair advantage, r in the case f assessments, change what a test measures. Inclusive Practices/C- Teaching Descriptin: Inclusin is a belief system r philsphy guiding all practices in the schl r classrm setting. The underlying belief is that all students can participate in the general educatin curriculum when prvided with apprpriate supprts and services. Inclusive educatin means every student is valued, belngs, and has the right t be a member f a classrm cmmunity. C- teaching is ne f several mdels fr prviding services t students with disabilities in the general educatin classrm. Effective c- teachers wrk as a team in a jint relatinship t meet the needs f students and mdel cllabrative relatinships (Dieker, 2007). Teachers in inclusive schls have a cre belief that all students are "ur" students.
