1 Learning Object Repsitry Funding Summary by State States with Funding 1. Nrth Carlina Learning Object Repsitry (NCLOR) Status: Nt yet in prductin: test envirnment at this time Funding. The NCLOR is funded thrugh the cmmunity cllege system at $500,000 per year fr 5 years frm a initiative. These funds are earmarked fr cllabrative prjects, especially fcused n nursing and teaching, acrss educatinal sectrs. All curses created with state dllars will be available thrugh the repsitry and disaggregated int lessns t be shared thrugh the repsitry. The cmmunity cllege system is charged with licensing, creating, and maintaining the repsitry; the universities are charged with develping repsitry cntent. The Nrth Carlina Cmmunity Cllege System is supprting the repsitry hardware/sftware infrastructure fr all educatin sectrs fr tw (2) years as well as prviding cntent frm hundreds f state develped curses. After the first tw years, the universities and K12 must financially cntribute t supprt the NCLOR. Fr at least five years, cmmunity clleges and universities have been cllabrating t create distance learning curses t share thrughut the state. Cst avidance: 29% f all Nrth Carlina cmmunity cllege and university enrllments are delivered via distance learning in By develping a centralized cntent repsitry (using Equella repsitry sftware) and Mdle (pen surce learning management system sftware), Nrth Carlina expects t avid the cst f building and maintaining an additinal university campus. Fr an estimated $6-$8 millin investment ver five years, Nrth Carlina believes they will save the apprximately $60 millin per year required t supprt a new university. Enrllments in distance learning curse are expected t increase resulting in additinal cst avidance. 2. Califrnia Digital Marketplace N URL fund Status: Develpment Funding: thrugh Califrnia State University. Infrmatin requested n funding, but nt yet received. Legislatin passed in 2008 and signed by the gvernr t supprt the use f Open Educatinal Resurces which is free r lw cst digital textbks and resurces. Their services include: Teaching-learning services t imprve faculty and student success, and, satisfactin. Technlgy services integrating pen standards-based applicatins t deliver custmizable enterprise service.

2 Marketplace services t make their services well knwn and well used by prviding highly valued prducts and services. Business services which enable all stakehlders t clse their business. Als receives funding thrugh crprate spnsrship (technlgy and publishing cmpanies). They are develping business practices that they anticipate will transfrm the service and business mdels fr the sharing and distributin f free and fee-based digital cntent. Their alliance includes technlgy cmpanies such as: Oracle, CISCO, Sun, IBM, Micrsft, and Apple, as well as learning management and cntent management entities. Their publisher spnsrships include Pearsn, Thmsn, McGraw Hill, and thers. The CSU is als managing an alliance f higher educatin institutins MERLOT - wh wuld be using the Digital Marketplace in time. State Repsitries That Are Partially Funded r Seeking Funding 1. Flrida: The Orange Grve Status: live and cmpletely functinal Funding. Funding fr the prject has been made available frm a $250,000 legislative apprpriatin in 2007 and carryver dllars frm the Flrida Virtual Campus which are nw exhausted. This includes: A license fr all Flrida educatrs t access the repsitry sftware (Equella) Limited prgrammer services Part time librarian t describe/metatag and cntribute resurces Salary fr ne full time prject manager Prject status: the repsitry is live and functining fr any K20 educatr that requests an accunt. The digital Kentucky Educatinal Televisin GED resurces licensed by the state f Flrida and the Natinal Repsitry f Online mdules in chemistry, physics, statistics, histry, algebra, calculus and thers frm the cre f curriculum materials available nline. There is even a Spanish calculus curse available. A new area f emphasis is pen access textbks that faculty members can custmize fr their curses, and students can access at n cst r lw cst. Faculty members and curriculum specialists may als cntribute resurces. A virtual review prcess is available fr implementatin thrugh the repsitry sftware. Thrugh federatin and harvesting, faculty members have access t an additinal 60,000 resurces frm arund the glbe which cntinues t expand.

3 Plicies: The Orange Grve Cmmittee has established the need fr the fllwing plicies: There shall be a specified, state-supprted, statewide digital repsitry fr Flrida educatrs, knwn as The Orange Grve The Orange Grve shuld supprt Flrida educatrs thrugh accunt management, training, and marketing based n an apprpriate level f funding prvided by the departments that serve the students in higher educatin r K-12. Funding needed Buyut f sftware Maintenance Staff User Training Marketing f the Repsitry User Supprt Flrida shuld require that a cpy f any instructinal cntent created with state dllars be placed in the repsitry. Plicies abut cntent wnership and apprpriate level f access shuld be develped. Flrida shuld prvide sufficient funding t initiate pen textbk prductin via The Orange Grve. This culd be accmplished in phases, by prducing textbks in a few designated curses, and then expanding the system. A partner fr printing, e.g., The University Press f Flrida, shuld be designated. The Orange Grve shuld be prmulgated as a vehicle fr disseminatin f prducts prduced by grants. Institutins shuld be encuraged t use the repsitry t dcument their creative and research effrts t assist in accreditatin. Institutins shuld be encuraged t recgnize digital publishing by faculty whether instructinal resurces r textbks. 2. Gergia: USG Share Status: live and cmpletely functinal Funding. The prject has been funded with existing department funds available frm the University System f Gergia (USG) at apprximately $205,000 per year. This includes: A license fr up t 2000 users and hsting fr the repsitry sftware (Equella) A statewide license fr Natinal Repsitry f Online Curses learning resurces Limited cnsulting fees/prgrammer services Part time graduate student assistant salary

4 Salary fr ne full time prject manager The prject is managed thrugh the Advanced Learning Technlgies Department f the Bard f Regents f the USG. Prject status: the repsitry is live and functining fr all universities. Their primary audience is USG faculty and staff. USG Share seeks t prvide instructinal resurces fr use in bth nline and traditinal face-t-face instructin. The e-cre curses, develped with state dllars, are being been re-develped int discrete learning bjects. Additinal funding is required t cmplete the prject. Resurces frm the Natinal Repsitry f Online Curses have als been licensed t help frm the cre f curriculum materials available thrugh USG Share. The agency is interested in sharing resurces as bradly as pssible and are making resurces publicly available when they are able. USG Share federates with The Orange Grve t access publicly available resurces. Plicies: This grup is wrking n issues related t cpyright and intellectual prperty that present barriers t grwing cntent fr sharing in the repsitry. Cntent develped with funds prvided thrugh the USG Bard f Regents has been licensed with Creative Cmmns licenses. They are discussing having new cntent that is develped with USG Bard f Regent funds t be cntributed t the repsitry fr sharing, but there is n plicy yet in place. 3. Kentucky: Kentucky Learning Dept (State partner fr FDLC FIPSE grant) Status: Nt yet in prductin: pilt Funding. Currently supprting a repsitry pilt with limited funds f $85,000 plus in kind salaries f special prject staff frm the Cuncil n Pstsecndary Educatin that includes repsitry sftware licensing fr up t 1,000 users; database sftware, hsting services, technical and training supprt, licensing f digital cntent, and administrative supprt. Preparing budget request in cperatin with the Kentucky Department f Educatin fr $160,000 fr biennium legislature that meets in January, The Steering Cmmittee is still trying t decide when t put the funding mdel in place in rder t bring in revenue. Texas N URL available yet Status: under develpment The University System is running a 3-year repsitry pilt using free pen surce sftware, dspace. Texas has excellent cmputer prgramming staff t supprt pen surce sftware and its develpment. This prject is just beginning and has a dual emphasis: (1) the UT Medical campuses (wh will manage a separate sub-lor and use a medical metadata set; and (2) the Texas Higher Educatin Crdinating Bard (THECB ) which will make their sub- LOR available t all public institutins f higher educatin in the State, including all f the cmmunity clleges. There may be additinal partnerships within Texas K12 educatin in the future.
